Book excerpt: As Albania is accelerating its preparations towards candidate country status in the European Union (EU), numerous areas of public policy and –practices are undergoing intensive development. Regional development policy is a very new area of public policy in Albania and needs research and development. This study examines the process of sustainable development in Albania by analysing and comparing the regional development of the regions Tirana, Shkodra and Kukes. With regards to methodology the study relies on a review of literature as well as an analytical review of and a comparative approach to the three case regions, ensuring adequate quality through interviews and quantitative relevance through data collection. The research is organised in five chapters. The first chapter provides an overview over the research. The second chapter outlines the theories and scientific framework underlying the sustainable–development-to-regional-development process and its links to geography. The third chapter presents the overall picture of the regional development efforts in Albania, analysing disparities and regional development in the light of EU requirements and NUTS division. Chapter 4 continues this discourse by highlighting the regional development of the three regions: Tirana (driver for change), Shkodra (the North in development) and Kukes (the “shrinking” region). Conclusions and recommendations are presented in chapter 5. This research comes to the conclusions that if growth in Albania is to be increased and sustained, a regional development policy needs to be established.

The report estimates that at least 105 of the 169 SDG targets will not be reached without proper engagement of sub-national governments. It analyses how cities and regions are increasingly using the SDGs to design and implement their strategies, policies and plans; promote synergies across sectoral domains; and engage stakeholders in policy making. The report proposes an OECD localised indicator framework that measures the distance towards the SDGs for more than 600 regions and 600 cities in OECD and partner countries. The report concludes with a Checklist for Public Action to help policy makers implement a territorial approach to the SDGs.

It studies cluster dynamics in transition economies, exploring the case of Albania. In developing countries, the ‘model’ of the developed countries, is often seen as the endpoint of a trajectory that must be followed meticulously, implying a view on modernization as a linear and uniform process. They tend to import policies from these ‘success models’ showing minimal regard to their context and institutional capabilities; therefore, more often than not, such policies show little effectiveness. This research on cluster policies in Albania confirms this. It suggests that in Albania there is a need to revise the way of thinking about clusters, considering them first and foremost as relational networks, instead of physically bound industrial districts. While there is questioning of top-down policies and the national innovation systems prerogative, the suggested model by this research, in line with some of the most recent policy frameworks, advocates the need for flexibility, bottom-up initiatives and place-based approaches. By means of conclusion, the book comes up with an alternative model of territorial policies for cluster development, shifting from ‘static’ towards ‘dynamic’ planning.
