In this pre-accession period, the role of agricultural and rural development policy is crucial in order to prepare a viable farming sector that can withstand competitive pressures in the single market after joining the European Union. The economic and financial opportunities that the European Union provides through accessing the single market and the instruments of the Common Agricultural Policy (CAP) are additional strong incentives to prepare the agricultural sector for European Union integration. In order to maximize the benefits of the single market and of CAP measures, Albania needs to adjust agriculture support policies and align them to the CAP. In recent years, Albania has been making efforts to reform its agricultural and rural development policy and align it with the European Union CAP. The vision of the agricultural policy is based on the priorities of the Inter-sectorial Strategy for Agriculture and Rural Development (ISARD) 2014–2020, the National Strategy for Development and Integration (NSDI-II) 2015–2020, the National Programme for European Integration (NPEI) 2019–2021, GoA Program 2017–2020, as well as the Ministry of Agriculture and Rural Development (MARD) priorities.

Available in PDF, EPUB and Kindle. Book excerpt: Agriculture is, by far, the Albanian economy's most important sector in terms of value added and employment. During the political interregnum from July 1991 to March 1992 the sector was severely affected by input and foreign exchange shortages, social upheavals linked to the privatization of cooperative land and assets throughout the country, and disruptions caused by the absence of alternative distribution and allocation mechanisms to replace the collapsing centrally planned system. Social and economic chaos led to rapidly falling living standards for the vast majority of the population, especially in poor rural areas. Agricultural surpluses dwindled to almost nothing as Albania's 380,000 new private farmers concentrated on ensuring the subsistence of their families. This volume presents both short-term and medium-term recommendations on actions required to achieve the objectives of restoring food security, providing income and employment for the rural population, contributing to rapid economic recovery and managing the transition from a highly centralized command economy to a market economy in agriculture. The volume also presents a technical assistance program to strengthen government administrative capability during this transition period and supports the implementation of the program of actions. Eleven annexes and a statistical appendix offer detailed information on various aspects of the sector.

The country is bounded by the Adriatic Sea to the west, Montenegro to the northwest, Kosovo to the northeast, North Macedonia to the east, and Greece to the south. Albania's history is rich and complex, reflecting its position as a crossroads between East and West, and its interactions with numerous empires and nations throughout the centuries. The country has a population of approximately 2.9 million people and covers an area of 28,748 square kilometers. Albania is known for its stunning natural beauty, breathtaking mountains, and clear turquoise waters. The country boasts a mix of traditional and modern influences, reflecting a rich cultural heritage that includes music, art, cuisine, and traditional crafts. Traditionally, the Albanian economy relied on agriculture, which remains an important sector to this day. However, other industries such as tourism, manufacturing, and services have grown in recent years, contributing to the country's economic diversification and growth. Despite challenges, such as political instability and corruption, Albania is slowly emerging as a potential travel destination and investment opportunity in the Balkans.

Book excerpt: The background for conducting country studies on the challenges, needs and constraints of smallholders and family farms in seven countries has been a wish to further strengthen the Regional Initiative and develop the initiative towards a stronger programmatic approach at both the regional and country levels. To provide support to smallholders and family farms, there has been a need to develop a better understanding and knowledge platform of the main challenges, needs and constraints of smallholders and family farms in the specific country context. Even though many of the challenges are the same throughout the region, there are still significant variations among the countries; it is important to recognize and understand these variations when designing support to smallholders and family farms in each specific country. It has been the objectives of the country studies first to analyze the development trend and current state of smallholders and family farms in the specific country, second to study the current political priorities and policies affecting smallholders and family farms, and finally, based on the conclusions made, to provide recommendations, mainly at the policy level, on how to further support the development of commercial family farms and at the same time ensure in general inclusive growth, improved rural livelihood for women and men and the reduction of rural poverty for all. It is hoped that each country study will not only be relevant for FAO but also for governments, donors and other international organizations when formulating policy and preparing programmes.

Available in PDF, EPUB and Kindle. Book excerpt: Although at different stages of development, the countries of the Western Balkans—Albania, Bosnia and Herzegovina, the former Yugoslav Republic of Macedonia, Montenegro, and Serbia—face similar challenges in transforming and modernizing their agricultural food production (agri-food) sectors. Their rural sectors have lagged behind the rest of the economy in growth and poverty reduction, their agri-food sectors are undercapitalized and highly fragmented, and their agro-processing capacities limited. Agricultural trade deficits are widening, climate change is posing increasing risks to farm incomes, and low-cost imports and changing consumer preferences are further eroding competitiveness. Added to this scenario are the challenges and opportunities of adopting the EU 'acquis communautaire' relating to agriculture. Based on recent World Bank reports prepared in collaboration with the Food and Agriculture Organization of the United Nations and the European Commission Directorate General for Agriculture and Rural Development, 'The Changing Face of Rural Space: Agriculture and Rural Development in the Western Balkans' identifies what is constraining agricultural competitiveness in these countries, examines public expenditures in agriculture, and diagnoses key challenges for agricultural policy makers. The book expands on previous findings to provide a strategic policy framework for transforming and modernizing the agri-food sector and, in the context of region’s ongoing process of integration with the European Union, creating a dynamic rural space in the Western Balkans. The book offers Western Balkan governments and international donors a shared vision of the goals and directions their agriculture and rural development policies and programs might take.

Book excerpt: This book is a contribution by a diverse group of authors from the academic, business and policy advice communities to our understanding of recent social and economic developments in Albania. The motivation for this book is that there are lessons of wider importance to be learnt from the fascinating story of recent Albanian developments. Michael Kaser opens the book with a recounting of the country's history and political economy before and during transition. He brings to the job nearly six decades of professional experience as a diplomat and academic and an intimate knowledge of Albania. This chapter provides a detailed political history during transition up to late 2004. Dirk Bezemer contributes an analysis of the collapse in early 1997 of the economy and society brought about by Ponzi schemes. He links the lack of productivity growth and the growth of a 'virtual' financial sector to policy practice focusing on macro stability and state abstinence from interfering in sectoral issues - policies which are still common in many transition and developing economies. Albania has implemented tight monetary policy, stabilised the exchange rate, implemented prudent fiscal polices, and achieved a significant reduction in domestic borrowing, all contributing to the decline of the overall deficit. Based on his expertise as an IMF analyst, Treichel discusses Albania's macroeconomic prospects. Nevila Konica documents the large Albanian emigration flows during transition, leading to an estimated ten percent of the population working outside Albanian territory. Based on her large primary survey data set, she explores personal attributes that characterise emigrants, as well as the extent of the 'brain drain'. She finds that remittances from emigration have been vitally important to Albania's economy by contributing to household incomes and reducing domestic unemployment. Klarita Gerxhani delves deeper into the nature of the informal economy and presents key insights from her original academic research based on fieldwork in Tirana. In her study of the street vending sector she traces its emergence to clear 'push' and 'pull' factors. emigration issue in the broader context of labour market developments. They analyse the large regional differences in unemployment rate, the large share of long-term unemployment and the persistently higher-than-average unemployment rate and falling participation rate for women. They also conclude that emigration reduced the pressure of unemployment in the labour market and on the government's budget, and contributed to financing imports, consumption and investments through remittances. Gloria La Cava uses her research experience as World Bank Senior Social Scientist specialising in the region to address, jointly with co-author Rafaella Nanetti, the changing socio-economic conditions that Albanians face. They focus on the nature of people's vulnerability resulting from a loss of social support during the transformation years, and on social programs addressing new needs. World Bank analyst Malcolm Childress discusses the 'unfinished business of land and property reform' in Albania. emergence of a dynamic land market and the sustained supply response which was expected. Urban property privatisation has fostered a construction boom in Tirana and along the coast and the creation of large areas of informal settlement on the outskirts of Tirana and Durres. Childress provides an insightful discussion of possible consequences. In the final chapter on agriculture, Pasquale Pazienza highlight key problems of land fragmentation and under-investment (particularly in the irrigation system), illuminating the current situation with the post-war history of agricultural and land reforms. He explores the determinants of productivity in a production function framework taking a long-term view, and draws out implication for what is still the largest sector in Albania's economy.

Book excerpt: The farm structures in the countries in Eastern Europe and Central Asia are highly diverse, but in most of the countries are still largely dominated by smallholders and family farms. Supporting smallholders and family farms is one of four priorities for the Food and Agriculture Organization of the United Nations (FAO) in Europe and Central Asia, confirmed by the FAO Regional Conference in 2018. FAO established in the region in 2014 the Regional Initiative on Empowering Smallholders and Family Farms for Improved Rural Livelihoods and Poverty Reduction (Regional Initiative 1) as a programmatic umbrella for the implementation of support to smallholders and family farms in the programme countries in the region. During 2018-2019, FAO REU conducted country studies on the needs and constraints of smallholders and family farms in eight countries of the region. Seven of these were funded from a regional project (TCP/RER/3601) and the Serbian study was financed from extra budgetary funds. The countries were selected from among those where smallholders and family farms dominate the farm structures and from the various sub-regions so that together they provide a regional overview. The countries covered in the report are Albania, Armenia, Georgia, Kyrgyzstan, Republic of Moldova, North Macedonia, Serbia and Tajikistan. The methodology was common among the eight country studies, although with some variations from country to country due to differences in national contexts. The eight studies were elaborated by national experts supported by international consultants and FAO technical guidance. The research methodology combines the use of desk research and statistics, interviews with key stakeholders, workshops with key stakeholders and decision makers, and the use of qualitative cases.

Chapter 1, "The World Bank's Poverty Reduction Strategy and Future Directions," outlines elements in the poverty reduction strategy: policies to promote broad-based labor-demanding growth and increase the productivity and economic opportunities of the poor; policies and institutions to improve access to social services, especially basic education, primary health care, and nutrition; and safety nets and poverty-targeted programs for those who are heavily risk-prone or who cannot take advantage of income opportunities. Chapter 2, "Progress in Fiscal 1996 and 1997," examines progress in the preparation and quality of poverty assessments and country assistance strategies; reviews the Bank's poverty-targeted lending; and discusses the Bank's recent work on project participation by stakeholders, gender issues, and poverty monitoring in various regions of the world. Chapter 3, "Safety Net Programs: Lessons from Country Experience," examines recent experiences in safety net programs, which complement the main strategy of broad-based growth and investment in human capital. Appendix A describes the Bank's analytical work on poverty and presents summaries of poverty assessments for 32 countries. Appendix D describes objectives of the Program of Targeted Interventions (PTI) and lists 156 PTI projects with details on their specific objectives and strategies; 75 of these addressed human capital development. Education projects focused on female literacy, skills for the informal sector, teacher education, provision of school materials, and educational facilities construction. Other appendices provide further details on poverty assessments, poverty-focused structural adjustment loans, poverty-focused emergency recovery loans, annual lending to selected sectors, regional plans for poverty monitoring, and projects and adjustment operations with safety net components. Contains 29 references and 19 data tables. (SV)
