Book excerpt: The European Rescue of the Franco Regime, 1950-1975 explores how the governments of the founding members of the European Coal and Steel Community and the European Economic Community, acting collectively via the European Communities, assisted in the consolidation of the Franco regime. It explains how the Six (the Nine after 1972) implemented a set of policy measures that facilitated the subsistence of the Franco regime, proving that trade with the Six improved Spain's overall economic performance, which in turn secured Franco's rule. The Six provided the Spanish economy with a stable supply of essential raw materials and capital goods and with outlet markets for the country's main export commodities. Through these mechanisms the European Communities assisted Spanish economic development and supported the stabilization of the non-democratic political regime ruling Spain. The Franco regime was never threatened by European integration and the Six/Nine managed to isolate meaningful Community negotiations with Spain from mounting political disturbance. The European Rescue of the Franco Regime, 1950-1975 shows that without unremitting material assistance from Western Europe, it would have been considerably more challenging for the Franco regime to attain the stability that enabled the dictator to maintain his rule until he died peacefully at 82 years old.

Cumbersome and arbitrary administrative practices prevailed in the late 1940s in most parts of Europe. The gradual implementation of regulations for the free movement of people within the European Community, European citizenship, and the internal and external dimensions of the Schengen agreements profoundly transformed the European migration regime. These instruments produced a regional regime in Europe with an unparalleled degree of intraregional openness and an unparalleled degree of closure towards migrants from outside Europe. This book relies on national and international archives to explain how German strategies during the Cold War shaped the openness of that original regime. This migration regime helped Germany to create a stable international order in Western Europe after the war, conducive to German Reunification and supported German economic expansion. The book embraces the whole period of development of this regime, from 1947 through 1992. It deals with all types of migrants between and towards European countries: unskilled labourers, skilled professionals, self-employed workers, and migrant workers’ family members, examining both their access to economic activity and their social and political rights.

When Edward Heath lost the 1974 General Election, Harold Wilson returned to No. 10 promising a fundamental renegotiation and referendum on EC membership. By the end of the first year of membership, 67% of voters had said ‘yes’ to Europe in the UK’s first-ever national referendum. Brexit could mean not only the reversal of its steady enlargement—from 6 to 28 member states—but also the beginning of an inexorable decline leading to its disintegration. However, few today seem to recollect that it was precisely the British who were the first to promulgate the political culture which inspired the European Union’s construction—democracy and federalism—and the first who tried to realise, in June 1940, a European federation on the basis of an Anglo-French union. This volume traces the fundamental stages of the European unification process, placing it in relation to the wider process of world economic and political integration. In particular, it analyses the historical significance of the European Revolution, which is identified in the overcoming of the nation state—namely the modern political formula which institutionalised the political division of mankind—and the birth of the first truly international state. The universal historical significance of the European Revolution lies in its exportability—as for the other great European revolutions—and, therefore, its potential as progressively extensible to all the states of the planet. Europe was indeed the first region of the world where the barriers between national states fell, and a post-national political identity emerged, complementary to national political identities. It is, in fact, in the context of the European Union that democracy beyond the borders of the nation state has first been realized, constituting a guiding principle for global governance.
