Nach einem konjunkturell bedingten Rückgang der Arbeitslosigkeit Ende der 90er Jahre, verschärfte sich die Situation erneut mit Beginn des Jahres 2002 und man erreicht mit den aktuell veröffentlichten Arbeitslosenzahlen ein absolutes Hoch seit Bestehen der BRD. Da vor allem strukturelle Probleme bestimmend für diese Entwicklung sind, gewinnt neben weitergehenden Bemühungen der Wirtschafts- und Strukturpolitik auch die aktive Arbeitsmarktpolitik (AAMP) als Mittel zur Bekämpfung der Probleme auf dem herrschenden Arbeitsmarkt an Bedeutung. Dabei liegt das Augenmerk auf der AAMP und so ist ihre Attraktivität darauf zurückzuführen, dass sie zahlreiche unterschiedliche Anreizstrukturen für die (Re)Integration der Beschäftigungslosen in den Arbeitsmarkt bietet. Durch effektives Matching erfüllt sie Effizienz- und Gerechtigkeitsziele gleichermaßen und ist beispielsweise durch Verringerung des Missverhältnisses zwischen Arbeitsanfoderung der offenen Stellen und der Leistungsfähigkeit der Arbeitssuchenden in der Lage Arbeitsstellen zu vermitteln. In Anbetracht der Zielsetzung, die sich hinter AAMP verbirgt, ist es daher nicht verwunderlich, dass die Bundesrepublik Deutschland enorm hohe Ausgaben für die Förderung der Maßnahmen der AAMP ausgibt. Neben den Ausgaben der Bundesanstalt für Arbeit (BA) kommen zusätzliche Aufwendungen seitens der Länder, Kommunen und des Europäischen Sozialfonds (ESF) hinzu, die die Finanzierung der Arbeitsförderung unterstützen. Die hohen Ausgaben und die derzeit gespannte Lage der Haushalte führen jedoch nicht selten zur Diskussion über den Erfolg der Maßnahmen der AAMP. Kritik der AAMP und ihrer zentralen Teile und die Forderung nach ihrer Weiterführung bzw. ihrem Ausbau wechseln sich nicht nur in der Tagespresse, sondern auch in den Fachveröffentlichungen ab. Die Budgetrestriktionen öffentlicher Haushalte und die Tatsache, dass trotz enormer Aufwendungen, ein hohes Niveau der Arbeitslosigkeit bisher nicht verhindert werden konnte, begründen daher die Notwendigkeit, die arbeitsmarktpolitischen Maßnahmen im Hinblick auf die festgelegten Zielsetzungen zu evaluieren.

Ten country analyses provide insights into national ways of coping – or failing to cope – with the ongoing crisis. They reveal the extent to which the respective socio-economic development models are unsustainable, either for the country in question, or for other countries. The bottom-line of the book is twofold. First, there will be no European reform agenda at all unless each country does its own homework. Second, and equally urgent, is a new European reform agenda without which alternative approaches in individual countries will inevitably be suffocated. This message, delivered by the country chapters, is underscored by more general chapters on the prospects of trade union policy in Europe and on current austerity policies and how they interact with the new approaches to economic governance at the EU level.
