Book excerpt: Although initially utilized in business and industrial environments, quality management systems can be adapted into higher education to assess and improve an institution’s standards. These strategies are now playing a vital role in educational areas such as teaching, learning, and institutional-level practices. However, quality management tools and models must be adapted to fit with the culture of higher education. Quality Management Implementation in Higher Education: Practices, Models, and Case Studies is a pivotal reference source that explores the challenges and solutions of designing quality management models in the current educational culture. Featuring research on topics such as Lean Six Sigma, distance education, and student supervision, this book is ideally designed for school board members, administrators, deans, policymakers, stakeholders, professors, graduate students, education professionals, and researchers seeking current research on the applications and success factors of quality management systems in various facets of higher education.

Book excerpt: This publication contains twelve modules which cover a selection of major reform measures in agricultural extension being promulgated and implemented internationally, such as linking farmers to markets, making advisory services more demand-driven, promoting pluralistic advisory systems, and enhancing the role of advisory services within agricultural innovation systems. The reform issues consider the changing roles of the various public, private and non-governmental providers, and highlights the collaboration required to create synergies for more efficient and effective high quality services responding to the needs and demands of smallholder farmers. The modules draw on reform experiences worldwide and provide an introduction, definitions and a discussion for each specific reform measure, as well as case studies, tools, exercises and a reference list. The reform topics are envisaged for policy-makers, management and senior staff of institutions providing agricultural and rural advisory services. It can also be very useful for students studying agriculture, rural development, and extension in particular. This is a substantially updated version of the 2009 publication of the same title, but with only nine modules. These nine modules were restructured and up-dated, and three modules were added. The layout of the modules changed to allow a better overview for the reader.

Book excerpt: Can security automata (robots and AIs) make moral decisions to apply force on humans correctly? If they can make such decisions, ought they be used to do so? Will security automata increase or decrease aggregate risk to humans? What regulation is appropriate? Addressing these important issues this book examines the political and technical challenges of the robotic use of force. The book presents accessible practical examples of the ‘machine ethics’ technology likely to be installed in military and police robots and also in civilian robots with everyday security functions such as childcare. By examining how machines can pass ‘reasonable person’ tests to demonstrate measurable levels of moral competence and display the ability to determine the ‘spirit’ as well as the ‘letter of the law’, the author builds upon existing research to define conditions under which robotic force can and ought to be used to enhance human security. The scope of the book is thus far broader than ‘shoot to kill’ decisions by autonomous weapons, and should attract readers from the fields of ethics, politics, and legal, military and international affairs. Researchers in artificial intelligence and robotics will also find it useful.

Book excerpt: This book on self-improving systems is the seventh in a planned series of books that examine key topics (e.g., learner modeling, instructional strategies, authoring, domain modeling, assessment, impact on learning, team tutoring, self-improving systems, data visualization) in intelligent tutoring system (ITS) design. This book focuses on self-improving systems. The discussion chapters in this book examine topics through the lens of the Generalized Intelligent Framework for Tutoring (GIFT). GIFT is a modular, service-oriented architecture created to reduce the cost and skill required to author ITSs, distribute ITSs, manage instruction within ITSs, and evaluate the effect of ITS technologies on learning, performance, retention, transfer of skills, and other instructional outcomes.

Available in PDF, EPUB and Kindle. Book excerpt: Advances in artificial intelligence, sensor computing, robotics, and mobile systems are making autonomous systems a reality. At the same time, the influence of edge computing is leading to more distributed architectures incorporating more autonomous elements. The flow of information is critical in such environments, but the real time, distributed nature of the system components complicates the data protection mechanisms. Policy-based management has proven useful in simplifying the complexity of management in domains like networking, security, and storage; it is expected that many of those benefits would carry over to the task of managing big data and autonomous systems. This book aims at providing an overview of recent work and identifying challenges related to the design of policy-based approaches for managing big data and autonomous systems. An important new direction explored in the book is to make the major elements of the system self-describing and self-managing. This would lead to architectures where policy mechanisms are tightly coupled with the system elements. In such integrated architectures, we need new models for information assurance, traceability of information, and better provenance on information flows. In addition when dealing with devices with actuation capabilities and, thus, being able to make changes to physical spaces, safety is critical. With an emphasis on policy-based mechanisms for governance of data security and privacy, and for safety assurance, the papers in this volume follow three broad themes: foundational principles and use-cases for the autonomous generation of policies; safe autonomy; policies and autonomy in federated environments.

Book excerpt: This Basel Core Principles (BCP) for Effective Banking Supervision Detailed Assessment Report has been prepared in the context of the Financial Sector Assessment Program for the People’s Republic of China–Hong Kong Special Administrative Region (HKSAR). The Hong Kong Monetary Authority (HKMA) supervises a major international financial center which was affected, though not significantly so, by the financial crisis. The HKMA is maintaining its commitment to the international regulatory reform agenda and is an early adopter of many standards. Supervisory practices, standards, and approaches are well integrated, risk based and of very high quality. There is one area in relation to the overarching legislative framework and powers which warrants further attention. The HKMA enjoys clear de facto but not de jure operational independence. There are two important cross border dimensions for Hong Kong as an international financial center. One is related to HKSAR’s significant position as a host supervisor. The second is the increasing importance of Mainland China in the current portfolios and prospects of the locally incorporated institutions, and indeed in the choice of HKSAR as a platform for overseas institutions to establish relationships with Mainland China.
