Presently, TSC is preparing case studies of 17 commercial airports os various sizes and locales. This report describes the initial phases of a study on airport access which includes: (1) A methodology for evaluating airport ground access capacity. Data availability and requirements for the application of capacity analysis to any airport access system have been established; (2) A look at the airport access problem as perceived by the operators of large, medium, and small hub airports, as well as a non-hub airport. Information on access conditions was collected and categorized; (3) A review and summarization of a number of previous access studies; and (4) A review and description of the planning, funding, and implementation process for airport access. Evaluation of landside capacity enables airport operators and designers to identify passenger and baggage flows bottlenecks, find the primary cause of the bottlenecks formation and take measures mitigating the impact of bottlenecks on the airport operations. Many studies dealing with these problems are focused on the processing part of the airport terminal and consider the airport terminal to be an isolated system. Although this approach provides valuable data concerning capacity, delays or processing bottlenecks, in some cases, identified capacity constraints are only the symptoms of the actual problem. In order to identify the cause of the problem, it is necessary to consider the airport terminal as an integral part of much more complex regional or national transportation system. This book investigates the interrelationship between traffic flows within airport s catchment area and passenger and baggage flows within the airport terminal with a view to improve the airport landside infrastructure utilisation and reduce the air pollution resulting from the high share of individual airport ground access trips.

Congestion at airport terminal buildings, access roads, and parking areas increasingly threatens the capability of airports to serve additional passengers and air cargo. Measuring the capacity of these airport landside facilities and services is becoming critical. No generally accepted standards exist for gauging the level of service provided by landside facilities and their operations. This report concludes that current knowledge about the performance of various airport landside components is inadequate to support airport landside service standards at this time. Instead, the report recommends a process for measuring airport landside capacity that takes an important first step toward developing such standards.
