It is applicable for use by the division, corps, Theater Aviation Command (TAC), Theater Support Command (TSC), as well as the Army aviation community including members of allied, coalition, special operations, and civil support forces requiring air traffic and airfield management support. It also assists Army branch schools and joint military services in teaching Army ATS operations. Army transformation and future force development of ATS will enable the tailoring of ATS capabilities as well as embedding an airfield management capability at theater airfields. This manual describes structure, mission, employment and sustainment of ATS units supporting major combat, stability and civil support operations. It establishes responsibilities and duties of key personnel and discusses planning considerations required for training, operations, and combat. FM 3-04.120 is authoritative and prescriptive but is not inflexible. Situations in combat are resolved by the intelligent interpretation and application of this doctrine. Standardized ATS operations at division and theater level are necessary for the success of modularity, readiness, and effective maneuver support operations. This FM applies to the Active Army, the Army National Guard/Army National Guard of the United States, the United States Army Reserve, and the Army civilian employees of the transformation force unless otherwise stated. FM 3-04.120 builds on collective knowledge and experience gained through recent operations, exercises, and the deliberate process of informed reasoning. Its principles and fundamentals address new technologies and evolving responses to diverse threats. It will also assist Army branch schools in teaching ATS operations.

Book excerpt: Airfield operations (AO) officer and enlisted career fields provide air traffic control; airfield management; and radar, airfield, and weather systems services for the U.S. Air Force (USAF), in-garrison and deployed, during peacetime and across the competition continuum. The objective of this project is to identify ways to enhance the ability of the AO career fields to respond to the needs created by the Dynamic Force Employment (DFE) concept and the USAF implementation of Agile Combat Employment (ACE). The research team on this project used three research streams. A review of USAF and joint documents related to the AO career fields provided background for AO doctrine and missions. Interviews, informal discussions, and other interactions with a variety of subject-matter experts and key stakeholders illuminated current challenges for accomplishing AO missions and highlighted the potential impact of new demands on AO that could result from DFE and ACE approaches. Finally, using AO personnel data and current approaches to ACE concepts, R-based tools were developed to estimate and visualize potential AO demands and available supply that were used to evaluate the ability of AO personnel to meet future demands.

These airmen performed duties in about 200 specialties. Because the relationships between job requirements and personnel management policies are so complex, dedicated enlisted strength managers have never matched the inventory of people, by Air Force Specialty Code (AFSC) and grade, to manpower requirements. There are structural obstacles that impede achieving this goal. The three major independently managed systems the Air Force uses to determine manpower strength currently tend to function in isolation. These systems are as follows: (1) the manpower system, which sets requirements for each grade and AFSC combination; (2) the strength management system, which establishes targets for overall strength, recruiting, retraining, and bonuses; and (3) the enlisted promotion system, which determines the annual number of promotions for each grade in the aggregate and in each AFSC. Because the current organizational structure lacks broad coordinating and control mechanisms, actions taken to control one system often adversely affect another. The authors lay the foundation for a discussion of policy changes that would better synchronize these systems. They propose a methodology that would marginally modify grade authorizations within skill levels to make it possible to better achieve manpower targets. Each specialty would retain the same number of authorizations within each skill level, and the aggregate solution would maintain the same total number of enlisted authorizations by grade. This would help the manpower community follow the policy of equal selection opportunity while also taking personnel management system capabilities into account.
