Book excerpt: The Joint Aircraft Survivability Program (JASP) recently completed a successful Aircraft Combat Survivability Short Course hosted by the Boeing Company in Seattle, WA, on 11-13 July 2006. The course was sponsored by the JASP with key participation and support from the Survivability/Vulnerability Information Analysis Center (SURVIAC). This was the third course offered over the past four years. Previous courses were held in Williamsburg, VA, and Dayton, OH. Seventy-five people attended the course where the highlight was a visit to the expanded Boeing Museum of Flight followed by dinner in the museum's View Lounge. The course was held at the Secret Not Releasable to Foreign Nationals/Governments /Non-U S Citizens (NOFORN) classification level. The course agenda included all aspects of the survivability discipline, including susceptibility reduction, vulnerability reduction, and survivability modeling and simulation. The Joint Live Fire program and Joint Combat Assessment Team were also covered. A CD of all presentations and the materials provided at the course will be provided to each attendee. The JASP plans to offer this course annually as an outreach and educational service to the aircraft survivability community.

In recent conflicts, it has been proven that aircraft have survived MANPADS encounters. Some MANPADS missiles also failed to detonate on or within the aircraft. The survivability/ vulnerability aircraft analysis community is beginning to understand the critical issues relating to the impacts of MANPADS missiles with aircraft; however, the community still requires a validated set of analysis tools to handle this threat. In recent years, a series of aggressive multi-year programs have been initiated to address these voids. These programs have incorporated parallel efforts that integrate first-principle, high-fidelity, nonlinear structural analysis codes, test data, and analytical and empirical penetration equations to advance the state of the art in vulnerability analysis techniques and in understanding aircraft-MANPADS encounters. This article presents an update of a first-principle, high-fidelity MANPADS methodology development project.

The studies encompass primarily three areas: Survivability assessment modeling, Mission cost-effectiveness methodology, and Survivability assessment studies. In the survivability assessment modeling area, several aircraft attrition models were evaluated to determine their applicability to the TEAS effort, and modeling deficiencies were identified. In addition, attrition modeling requirements were outlined (again with the TEAS objectives in mind) to establish a more effective baseline model, and modeling validation techniques were studied to establish model credibility. A mission cost-effectiveness methodology is described to assist the Survivability Assessment Subgroup in the evaluation of the baseline aircraft. Following the definition of a generalized mission effectiveness/survivability model, a cost model based on the WESIAC method was outlined and a sample problem was described to demonstrate a typical application to the TEAS program. Finally, survivability assessment studies were performed to provide examples of how current survivability methodologies could be applied to the study of aircraft attrition.

Book excerpt: On December 6, 1995, Pakistan International Airlines (PIA) flight 722, a Boeing 747-240 "Combi" airplane, experienced an uncontained failure in the Low-Pressure Turbine (LPT) area of the No. 2 engine shortly after takeoff from John F. Kennedy International Airport (JFK), New York. The flight crew reported that as the airplane was climbing through 1,000 feet, they heard a loud thud and grinding noise and that the airplane then yawed to the left. The flight engineer reported that immediately after he heard the thud, he noted that the No. 2 engine oil-pressure and oil-quantity gauges both indicated zero. The flight crew continued the climb and later shut down the No. 2 engine. The airplane returned to JFK and landed without further incident. None of the 240 passengers and 15 crew members on board were injured. The airplane was operating on an Instrument Flight Rules (IFR) flight plan under the provisions of Title 14, Code of Federal Regulations (CFR), Part 129, as a regularly scheduled international passenger and cargo flight from JFK to Charles de Gaulle Airport, Paris, France. The examination of the No. 2 engine revealed that most of the LPT module was missing. The airplane had punctures to its left-wing leading edge slats and to a landing-gear door. The No. 1 engine also had hard-body impact damage to 18 of the 38 fan blades, and the fan cowl had impact damage from the debris ejected from the No. 2 engine. The Survivability Division of Naval Air Warfare Center, Weapons Division (NAWCWD) has been working with the Federal Aviation Administration (FAA) under the Aircraft Catastrophic Failure Prevention Program (ACFPP) to transfer vulnerability-assessment computational models to conduct commercial safety analysis to assess aircraft hazards resulting from uncontained engine failures.

Decades of arms control negotiations reinforced these early notions of stability and created a mutual understanding that allowed U.S.-Soviet competition to proceed without armed conflict. The first half of the 21st century will be dominated by the relationship between the United States and China. That relationship is likely to contain elements of both cooperation and competition. Territorial disputes such as those over Taiwan and the South China Sea will be an important feature of this competition, but both are traditional disputes, and traditional solutions suggest themselves. A more difficult set of issues relates to U.S.-Chinese competition and cooperation in three domains in which real strategic harm can be inflicted in the current era: nuclear, space, and cyber.
