A procurement transformation division was created to lead these implementation efforts, and the new division highlighted two related areas for particular emphasis: (1) implementation of cross-functional teams (commodity councils) to develop strategies for individual commodity groups and (2) procurement workforce development to support implementation. This monograph reviews commercial-sector commodity council activities and skills. A preliminary review of the Defense Acquisition University's and Air Force Institute of Technology's curricula indicate that they currently cover a number of the needed skills; however, there are fewer, if any, opportunities to learn some of the more-sophisticated skills associated with the new purchasing and supply management practices the Air Force is implementing. The monograph's literature review and commercial sector interviews suggest that training programs tend to be multifunctional, involving personnel with diverse backgrounds that are relevant to new practices. Training programs are matched to learning goals; structured classroom or web-based learning is used to develop foundational skills whereas more-applied forms of learning such as formal on-the-job training (OJT) and mentoring programs are used to develop higher levels of expertise. Finally, the monograph includes a framework of metrics to track progress and refine procurement-workforce-development efforts over time.

The authors recommend a balanced portfolio of performance metrics for the Air Force based on the five major categories of results-oriented metrics that appeared most often in their research: cost, quality, supplier satisfaction, implementation of new initiatives, and special interest items. Commercial firms indicated that in addition to the results-oriented metrics, internal management metrics that track internal customer satisfaction, personnel training and retention, and ethics violations are also important. Selected metrics are reported to top-level executives on a regular basis.

Part of this effort involves the implementation of commodity councils teams of technical experts and other stakeholders from different parts of the Air Force who develop corporate-wide strategies for purchasing specific categories of commodities such as medical supplies or computers. This practice is intended to replace the functionally oriented approach in which consumers, commodity-specialists, and procurement professionals work largely in isolation from each other and execute specific purchases rather than taking into account demands across the Air Force. Commodity councils will enable the Air Force to leverage its purchasing power and to manage its contracts more effectively. Implementing commodity councils requires a transformation in the Air Force's procurement workforce. A study of commercial sector experiences with commodity councils conducted by RAND Project AIR FORCE (PAF) suggests that commodity councils require members who possess a wide range of skills, including the ability to use computers, teaming/interpersonal skills, business skills such as creative problem solving, core purchasing and supply-management skills such as cost analysis, analytical and technical skills such as statistical analysis, and contracting skills. PAF analyzed procurement training programs in the Air Force and the commercial sector to determine how the Air Force can best prepare its personnel to adopt new purchasing practices.

Prompted by a need for improved performance from its supply base, the Air Force has become increasingly aware of the advantages of using market research, contract consolidation, supply base rationalization, and other leading purchasing and supply management (PSM) practices in its dealings with suppliers. To aid the Air Force in its PSM efforts, RAND examined how innovative commercial firms implement such practices in their purchases of goods and services. After a review of the academic and trade literature, the study team conducted a series of elite interviews using a structured questionnaire to gather primary data from "best in class" commercial firms. The key findings are that (1) innovative commercial firms are moving to a strategic, goal-oriented approach to PSM, (2) implementing new PSM practices can take a number of years and often requires significant, permanent change throughout the organization, and (3) the Air Force needs strategies to sustain continuity of support for serious PSM change from one leadership team to the next.

In an information era with exponential technological growth, the Air Force PME programs are still teaching linear thinking with a historical orientation. In Air War College, less than 10 out of over 700 contact hours are devoted to future thinking and technology. Air Force leaders are expected to envision the future and adapt to surprise. Are we preparing them for this task? Exponential change refers to a compounded rate of increase. The world has entered a period where an exponential increase in new information and technology will continue through 2035 causing significant changes in society, and thus warfare. Adding complexity are current trends toward conflict that permeates all aspects of society. Some futurists see a transformation from an information age to a virtual age within the next 30 years with as yet indiscernible major changes to a globalized virtual society. Higher education is evolving toward a learner-centered education teaching a workforce committed to lifelong learning. Business seeks people with the ability to apply creative critical thinking and a future orientation in a collaborative environment. The Air Force will require even more of its leaders to anticipate and adapt to rapidly changing threats. As war is a human enterprise, we must transform the way we educate our leaders to prepare them for the complex world of 2035. First, the need for Air Force leaders with discerning vision is critical. Current PME stresses the study of the past as a tool to enlighten the path to the future. Future studies should be incorporated in the curriculum in conjunction with historical study across the continuum of education (COE) to provide Air Force leaders with tools to visualize potential futures. Second, Air Force officers will likely face surprising or unique situations in the future due to the complexity that will permeate future society; they must learn skills to adapt quickly. Decision-making exercises, primarily in the form of wargames, should be added across the COE to build future leader adaptability skills. Third, the exponential increase in technology requires technical literacy for future leaders to thrive. Threats in the future will include unique combinations of readily available advanced commercial technology. Air Force officers need exposure to current and future technology across the COE to open the aperture on the realm of the possible. This should include exposure to industry and the acquisition process. The focus should not be on specific technical skills but on the capabilities and limitations of technology to enable Air Force officers to make educated judgments on the possible implications of future military capabilities and threats. Fourth, lifelong learning must become an inculcated reality. The skill sets and knowledge base officers will require to deal with future challenges necessitates a continuous learning process throughout an officer's career. A broad knowledge base will also be essential to enable future Air Force officers to rapidly adapt to new complex situations. Quality distance learning opportunities are available now from civilian institutions - the Air Force program should at a minimum, emulate them. Finally, these recommendations should not be incorporated individually in a piecemeal fashion. The Air Force requires a comprehensive strategic implementation plan. Air Education and Training Command took a good first step in the On Learning white paper by advocating transformation to a virtual reality enterprise. The content within the virtual reality system needs equal consideration. A chief learning officer (CLO) should be identified and empowered to make immediate changes. The CLO should consider the future operating environment and determine the attributes and skill sets required for current and future Air Force personnel. With the desired outcomes determined, effective approaches and curriculum to develop these characteristics should be developed and communicated in a strategic force development plan. Officers who will lead the Air Force in 2035 are already in the current PME system. The traditional Air Force PME factory must give way to lifelong education across academic disciplines to equip our future leaders with a broad knowledge base. The current in-residence programs are hampered by redundant core courses, which can be covered through mandatory distance learning. PME transformation requires a cultural change within the Air Force that accepts exponential change as a fact of life and in turn values lifelong learning as a necessity for future success. Findings have shown that the increased leverage from commodity councils will optimize buying power for the Air Force, reduce duplication of effort, improve customer support, and minimize supply-chain costs through integration and collaboration.?Commodity Council? is a term used to describe a cross-functional sourcing team designed to create a centralized purchasing strategy and establish centralized contracts for enterprise-wide requirements. The commodity council drives commonality and standardization and ensures the leveraging of purchasing volume. The key to this approach is to rely on market experts in the specific commodity category to make well informed, market-savvy decisions that fully meet all enterprise-wide requirements for a commodity. A?commodity? is simply defined as a segmentable category of goods and/or services. Note, this definition does not imply an expendable or non-complex item (Hansen 1). In this research, I analyze the experiences of the newly-formed Air Force Information Technology Commodity Council (AFITCC) at Headquarters Standard Systems Group (HQ SSG or SSG), Maxwell Air Force Base (MAFB)?Gunter Annex, Alabama, for results and lessons learned.
