Book excerpt: Effectiveness of development aid is widely perceived to suffer in the presence of multiple donors with overlapping responsibilities. We test existing theory on aid fragmentation by studying aid provision under numerous donors throughout Afghanistan from 2006-2009. Leveraging granular military data on aid, conflict, corruption, and public opinion, we conduct the first micro-level analysis of aid fragmentation. When delivered by a single donor, aid reduces conflict, curtails corruption, and boosts public opinion. But under donor fragmentation, the benefits of aid are significantly reduced. We are able to distinguish among various causal pathways underlying these heterogeneous effects. Our findings are robust to accounting for a battery of novel observable confounding factors as well as a computational bounding exercise used to assess potential bias arising from unobserved factors. Our evidence suggests fragmentation facilitates corruption and erodes the ability of development aid to win 'hearts and minds' in the fight against insurgents. This study yields potentially actionable insights about improving government policy and public welfare outcomes in fragile and weakly institutionalized settings.

Book excerpt: This study tests two opposing hypotheses about the impact of aid fragmentation on the practice of aid tying. In one, when a small number of donors dominate the aid market in a country, they may exploit their monopoly power by tying more aid to purchases from contractors based in their own countries. Alternatively, when donors have a larger share of the aid market, they may have stronger incentives to maximize the development impact of their aid by tying less of it. Empirical tests strongly and consistently support the latter hypothesis. The key finding -- that higher donor aid shares are associated with less aid tying -- is robust to recipient controls, donor fixed effects and instrumental variables estimation. When recipient countries are grouped by their scores on corruption perception indexes, higher shares of aid are significantly related to lower aid tying only in the less-corrupt sub-sample. This finding is consistent with the argument that aid tying can be an efficient response by donors when losses from corruption may rival or exceed losses from tying aid. When aid tying is more costly, as proxied by donor country size and income, it is less prevalent. Aid tying is lower in the Least Developed Countries, consistent with the OECD Development Assistance Committee's recommendation to its members.

Taking an actor-centred, policy-oriented approach I focus on three selected bilateral agencies that are heavy-weights in the aid scene: the United States Agency for International Development (USAID), the British Department for International Development (DFID) and the Swedish International Development Cooperation Agency (Sida). Each of the three agencies that I focus on faces corruption individually. At the same time corruption remains a common problem, given its negative consequences on development. In this book, I take a rationalist perspective. I argue that donors perform well in fighting corruption when they cooperate. In other words: when donors try to fight corruption individually in their target countries, they risk a suboptimal outcome on the global scale - or as the Organisation for Economic Co-operation and Development (OECD) phrases it: The risks associated with a piecemeal response, in which various donor organisations act in a deliberate but uncoordinated way, are set to increase. Donors thus face a problem of collective action, as fragmentation of anticorruption (AC) work is often hindering success. Regime theory provides tools to overcome problems of collective action. When states establish a regime in a certain issue area, they do so to better pursue their own individual and rational interests. In the current case, it is in the bilateral donors ́ interest that their official development assistance (ODA) is used as effectively as possible. To achieve this, they need to fight corruption in their partner countries and at home in a coordinated way. Thus the question which this book addresses is: Does current cooperation between bilateral donors constitute a working international regime for fighting corruption in bilateral development cooperation? In order to answer this question, I use the following variables: the cooperation in the field of anti-corruption in bilateral development cooperation will be the independent variable, whereas the existence of a regime in this field will be the dependent variable. Other possible independent variables such as the power distribution in the international system shall be regarded as fixed. Book excerpt: In this paper, we focus on the determinants of the relationship between aid and corruption. We propose a static principal-agent model where a donor faces the problem of giving aid to a recipient country in which the phenomenon of corruption is widely spread. We distinguish among two different types of corruption: one, that we call endemic, that depends on the political and institutional environment of the recipient; the other, that we call aid related, is the consequence of moral hazard arising from the ability of corrupt burocracies to divert resources from their intended use. Through the design of appropriate contracts, donors can act only on the second type of corruption, contributing to reduce the entity of the phenomenon. We use the restrictions implied by our theoretical framework to test a model of aid allocation. For the majority of the donors Germany, Italy, the Netherlands, Norway, Spain and the UK), we find some indication that efficiency considerations are taken into account in allocating aid. For some of them (Germany, Italy and the Netherlands), however, strategic/economic considerations are important, while the UK is also motivated by purely altruistic concerns. According to our model, Denmark and Japan are mainly driven by recipient needs, while the USA, and to a lesser extent France, allocate aid mainly on the basis of strategic/economic interests.
