Book excerpt: This book focuses on socio-economic developments of Bangladesh by challenging the dominant international narrative of the case being termed as “development surprise”, “development paradox” or “development conundrum,” given the absence of good governance. In doing so, the book examines the political economic dynamics and offers valuable insights into the current state of the Bangladeshi economy in light of stability, transformability and sustainability. Pointing to the ‘high’ rate of growth in gross domestic product (GDP) in Bangladesh, there is wide belief that economic growth can be obtained even without functioning institutions, and is more important than an inclusive political system. Advocates go on to argue that authoritarianism may be condoned as long as a steady course of development is perused. However, the inadequacy of comparative analysis in to the state of the economy of Bangladesh vis-à-vis other relevant economies makes such claims myopic and parochial. This book thus investigates the numbers and narratives to ascertain the validity of such assertions and lamentations by looking at the necessary and sufficient conditions of development. The necessary conditions imply an incisive inquiry into the factors of economic growth— land, labour, capital and technology while sufficient conditions warrant a penetrating incisive inquiry into the factors of economic growth— land, labour, capital and technology. As such, the book explores development by drawing variables of politics and economics to find out a causal relationship, and interjects these variables have on themes such as growth, agriculture, manufacturing industry, financial sector, health, education, poverty and inequality.

The fifteen chapters of the book address diverse aspects within these four themes. Access to sufficient food by all people at all times to meet their dietary needs is a matter of critical importance. Despite declining arable agricultural land, Bangladesh has made commendable progress in boosting domestic food production. The growth in overall food production has been keeping ahead of population growth, resulting in higher per capita availability of food over time. In the early 1970s, Bangladesh was a food-deficit country with a population of about 75 million. Today, the population is 165 million, and the country is now self-sufficient in rice production, which has tripled over the past three decades. Along with enhanced food production, increased income has improved people’s access to food. Furthermore, nutritional outcomes have improved significantly. Nevertheless, the challenges to food and nutrition security remain formidable. Future agricultural growth and food and nutrition security are threatened by population growth, worsening soil fertility, diminishing access to land and other scarce natural resources, increasing vulnerability of crop varieties to pests and diseases, and persistent poverty leading to poor access to food. In addition, the impacts of climate change—an increase in the incidence of natural disasters, sea intrusion, and salinity—will exacerbate food and nutrition insecurity in the coming decades if corrective measures are not taken. Aligned with this context, the authors of the book explore policy options and strategies for developing agriculture and improving food security in Bangladesh. Book excerpt: Bangladesh is extremely vulnerable to the impact of climate change because it is a low-lying, flat country subject to both riverine flooding and sea level rise, and because a large portion of its population is dependent on agriculture for its livelihood. The goal of this research was to examine the likely impacts of climate change on agriculture in Bangladesh, and develop recommendations to policymakers to help farmers adapt to the changes. In this study, we use climate data from four general circulation models (GCMs) to evaluate the impact of climate change on agriculture in Bangladesh by 2050. We use the DSSAT (Decision Support System for Agrotechnology Transfer) crop modeling software to evaluate crop yields, first for the 1950 to 2000 period (actual climate) and then for the climates given by the four GCMs for 2050. We evaluate crop yields at 1,789 different points in Bangladesh, using a grid composed of roughly 10 kilometer (km) squares, for 8 different crops in 2000 and 2050. For each crop, we search for the best cultivar (variety) at each square, rather than limiting our analysis to a single variety for all locations. We also search for the best planting month in each square. In addition, we explore potential gains in changing fertilizer levels and in using irrigation to compensate for rainfall changes. This analysis indicates that when practiced together, using cultivars better suited for climate change and adjusting planting dates can lessen the impacts of climate change on yields, especially for rice, and in some cases actually result in higher yields. In addition, the analysis shows that losses in yield due to climate change can be compensated for, for many crops, by increasing the availability of nitrogen in the soil. Moreover, we used a household survey to collect information on the incidence of climatic shocks in the last five years and adaptation options. The survey was conducted from December 2010 to February 2011, covering data from the previous production year. The results confirm that Bangladesh farmers already perceive the impacts of climate change. In particular, the survey results indicate that of all climate changerelated shocks, floods, waterlogging, and river erosion caused the largest loss to rice production. Farmers in our survey lost around 12 percent of their harvest, on average, to some kind of shock, with about half of that attributable to flooding-related issues. The second leading cause of rice crop loss was pests, responsible for around 3 percent of production. Taken together, the results indicate that adaptation efforts in Bangladesh should include adjusting planting dates, using improved cultivars better suited for climate change, improving fertilizer application, exploring increased maize production, and bolstering flood and pest protection for farmers.

Book excerpt: Women account for about half of the agricultural workforce and over 63 percent of the rural female workforce is engaged in agriculture in Bangladesh (Bangladesh Bureau of Statistics [BBS], 2018). Under the leadership of the Government of Bangladesh, the country has made significant progress towards gender equality and advancing the status of women and girls, particularly in education and health care. The country ranked fiftieth among 153 countries in the Global Gender Gap Report for 2020. Bangladesh has adopted many laws and policies to promote gender equality, including the National Women Development Policy 2011. Gender inequality continues to manifest in forms of gender-based discrimination, which includes restrictive social norms, access to and control over resources, barriers to accessing services and involvement in decision-making processes. Beyond the burden of unpaid care work, the lack of economic empowerment is a massive loss for Bangladesh’s economy, which could otherwise benefit from the equal participation of women. FAO recognizes the centrality of gender equality in its mandate to achieve food security for all by raising levels of nutrition, improving agricultural productivity, natural resource management and improving the lives of rural populations. The FAO Policy on Gender Equality 2020–2030 aims to advance equality of voice, agency and access to resources and services between women and men in sustainable agricultural production and rural development, identifying gender mainstreaming and women-targeted interventions as a two-fold strategy.
