The object of this book is to show the nature and the constraints of the commercialization of agriculture in one of the world's major problem areas, Sub-Saharan Africa. Agricultural commercialization started here centuries ago, albeit in small, pockets. It expanded sharply during the colonial period when the sub-continent became integrated into the world's economy. After independence the nature of this integration did not structurally change and the basic characteristics o agricultural commercialization remained unaltered. After an analysis of this process during the colonial period, the study focuses on post-colonial government policies and on spatial variation in the commercialization of Africa's agriculture. Differences in environmental and socio-economic conditions, production performance and government policy are dealt with on two geographical scales: in the fist at the level of macro-regions and individual countries, and the second, by means of case studies at the regional, village and project level. Thee field-work based studies each centre on a specific aspect of commercialization process in a wide variety of countries, viz Swaziland, Sudan, Botswana, Ivory Coast, Mali and Kenya. The final part of the book relates the subject of commercialization and rural development to Africa's present agricultural crisis.

Book excerpt: Tanzania in the 1970s was at the forefront of policy innovation. Near-universal primary education, access to health services and supplies of clean water subsequently became mainstream ambitions in Africa and elsewhere. But its policies towards agricultural and industrial production failed and left the country in a particularly weak position when it faced the demands of structural adjustment in the 1980s. This book, originally published in 1982, has been reissued with a new introduction which brings its themes up to the present, when income from gold mining and natural gas is making Tanzania one of the most dynamic economies in Africa today. The author, first an economic civil servant in Tanzania, later an academic at the University of Dar es Salaam, was in a unique position to write it, drawing on his own experiences as well as the plethora of ideas and debates in Dar es Salaam in the 1970s. The book has stood the test of time not only because of the range of material it covers but more profoundly because of the approach it takes to the work of Tanzania's founding president, Julius Nyerere - sympathetic to his ideas, deeply critical of failures in implementation. 25 short easily-read chapters take the story of Tanzania from pre-colonial times to the present, and show how Nyerere was hemmed in by what he inherited from the German and British colonialists who ran the country up to Independence in 1961. It provides an invaluable introduction to anyone coming to the country for the first time, and offers a profound assessment of the theoretical debates that have made Tanzania of such interest to students of development.

Available in PDF, EPUB and Kindle. Book excerpt: Tanga Region, Tanzania, is an area of persistent rural poverty with a long history of drought, floods, food shortages, famine, and social and economic disruption. Though farmers have been cultivating the land there for hundreds of years, they have consistently been unable to supply adequate food for the region's inhabitants. In Challenging Nature, Philip Porter examines eighteen farming communities to understand what the farmers there know about their environment and which historical and economic factors play into the lack of food security. Porter first began work on this project in 1972, asking 250 farmers in the region about life history, environmental and agricultural changes, types of crops grown and methods of planting, environmental assessments, agricultural practices, food and water supplies, training and education, and attitudes toward nature. Twenty years later, he returned and reinterviewed as many farmers as could be found from the first survey. The result contextualizes the environmental history of the region while informing current and future agricultural development.

Book excerpt: The concept of "development" is one of the lasting legacies of the late colonial era in Africa. Taking Sukumaland in Tanzania as a reference, this book explores British colonial ideas about rural "development" and examines the results of their application after 1945. Colonial attempts to change African systems of agriculture are discussed extensively and critically assessed. Other issues like the exploitative character of British colonial development policy in the postwar period, the role of cooperatives, and the connection between development policy and decolonisation are also addressed. This book is the published version of author Rohland Schuknecht's doctoral thesis.
