Income levels have stagnated over the past decade; unemployment and underemployment are rising rapidly; public infrastructure and social services are grossly overstretched; and the fragile natural resource base is threatened with irreversible damage. This study aims to assess prospects for sustainable development in the OT, as well as outline a priority agenda of policy reforms, institutional development and investments needed to promote such growth. The report is in six volumes. Volume I provides a summary overview of the key findings and recommendations of the study. After commenting selectively on the current socioeconomic situation in the OT and its evolution over time, it discusses prospects for sustainable development in the future and outlines the priority agenda of policies and programs needed to promote such development. Volume II explores the strategic choices at the macro level that will be faced by the OT in the future and the implications for economic relations between the OT and the rest of the region. The study looks at the current situation and its evolution over the past 25 years. The study then examines several policy choices for the future affecting the structure of development in the OT. Finally, it outlines some illustrative scenarios for the future, focussing on the consequences of current developments in the region. Volume III reviews the performance of the private sector (including, in particular, the industry and tourism sectors) in the OT. The study assesses the environment in which the private sector operates and its future prospects and makes recommendations for accelerating private sector development in the future. Volume IV reviews the evolution and structure of the agricultural sector in the OT; analyzes its current characteristics; assesses OT competitiveness in the immediate and longer term; outlines the main policy options and their implications; and provides a preliminary assessment of sectoral financial and technical assistance (TA) needs. Volume V assesses the current situation in the infrastructure sectors (electricity, water supply and sanitation, transport, housing and solid waste services) in the OT; identifies the major issues confronting these sectors; and outlines priorities for TA and investment needs. As local authorities are major institutions in the delivery of public services in these sectors, the study also includes a review of their current situation and makes recommendations for improving the functioning of municipalities. Volume VI reviews the current status as regards human resource development; analyzes options for enhancing individual welfare and labor productivity in the OT; and outlines investment and TA priorities for strengthening existing programs and for laying the foundation for later reforms.

By declaring 2014 the “International Year of Family Farming,” the United Nations has placed this form of production at the center of debates on agricultural development. These debates are often reduced to two opposing positions. The first advocates the development of industrial or company agriculture, supposedly efficient because it follows industrial processes for market-oriented mass production. The second promotes the preservation of family farming with its close links between family and farm. The authors of this book wish to enrich the debates by helping overcome stereotypes – which often manifest through the use of terms such as “small-scale farming, subsistence farming, peasant, etc.” Research work has emphatically demonstrated the great adaptability of family farming systems and their ability to meet the major challenges of tomorrow but it has also not overlooked their limitations. Thus the attention of international and other agricultural bodies has turned to the need for preserving and developing more effectively the agricultural potential of these areas.This book provides a comprehensive review of present knowledge of the agriculture of dry lands, with special emphasis on measures for conserving their natural resources. Management practices are described which aim at optimizing productivity of rainfed and irrigated agriculture without adverse effects on sustainability. Land use in the dry regions, and its evolution throughout history is described and analysed, and the lessons to be learnt from destructive technologies are stressed. In particular, current proposals for an alternative agriculture are discussed and their justification is questioned. This is a generalist work, which specialists can also find interesting, not only in their own discipline but as a concise way of acquainting themselves with the state-of-the-art in associated fields. Book excerpt: In the early seventies, scientists in Israel and The Netherlands started a cooperative project on actual and potential production under semi-arid conditions. In Israel research concentrated on primary production of natural pastures and small grain crops, and on the associated secondary production of small ruminants. Most of the experimental work was carried out at the Migda Experimental Farm in the semi-desert of the northern Negev where the long term average annual rainfall is 250 mm. In The Netherlands existing facilities in Wageningen were used for measuring growth, photosynthesis and transpiration of Negev pasture plants and small grains under controlled conditions, both as individual plants and as simulated swards and crops. The joint research program was initiated by the late N.H. Tadmor and A. Dovrat from Israel and by C.T. de Wit and Th. Alberda from The Netherlands and conducted by various scientists from both countries, some of whom are among the authors of this book. The experimental results first served as a basis for the development, calibration and validation of simulation models of the growth and water use of pasture and crops. Subsequently, additional models were developed, allowing incorporation of socio-economic considerations, both at the farm and regional level, so harnessing the research results for analysis of regional development possibilities.

The guidelines in this study show how transitional economies can deliver social services to the people who will need them most. Recommendations to improve the labor market include ways to retrain workers, provide unemployment benefits, create a government employment service, and deal with mass layoffs. The report suggests calculating a specific poverty line so that subsidies may be directed more carefully to those in need and social spending may be reduced. This poverty line would be used with other government measures to reform pensions, family allowances, maternity benefits, sick pay, and subsidies for food and heating fuel. Additional reforms suggest ways to strengthen social services and improve policies for education, health care, and family planning. They survey different ways to monitor poverty, allocate budgets, and exploit the services of nongovernmental organizations.
