Available in PDF, EPUB and Kindle. Book excerpt: The terrorist attacks of September 11, 2001 heightened awareness about the vulnerability to terrorist attack of all modes of transportation. Port security has emerged as a significant part of the overall debate on U.S. homeland security. The U.S. maritime system consists of more than 300 sea and river ports with more than 3,700 cargo and passenger terminals. However, a large fraction of maritime cargo is concentrated at a few major ports. Most ships calling at U.S. ports are foreign owned with foreign crews. Container ships have been the focus of much of the attention on seaport security because they are particularly vulnerable to terrorist infiltration. More than 6 million marine containers enter U.S. ports each year. While the Customs Service analyses cargo information to target specific shipments for closer inspection, it physically inspects only about 2 per cent of the containers. This new book examines the security legislation, which can have significant implications for public safety, the war on terrorism, the U.S. and global economy and federal, state and local homeland security responsibilities. Contents: Introduction; Concerns for Port Security; Features of the U.S. Mariti

Book Synopsis Ecologically Based Municipal Land Use Planning by : William B Honachefsky
Download or read book Ecologically Based Municipal Land Use Planning written by William B Honachefsky and published by CRC Press. This book was released on 1999-12-20 with total page 290 pages. Available in PDF, EPUB and Kindle. Book excerpt: In the decades following the first Earth Day in 1970, a generation has been enlightened about the unspeakable damage done to our planet. Federal, state, and local governments generated laws and regulations to control development and protect the environment. Local governments have developed environmental standards addressing their needs. The result-an ecologically incongruous pattern of land development known as urban sprawl. Local land use planners can have a greater effect on the quality of our environment than all of the federal and state regulators combined. Historically, they have existed on the periphery of land management. The author suggests that federal and state environmental regulators need to incorporate local governments into their environmental protection plans. Ecologically Based Municipal Land Use Planning provides easily understood, nuts and bolts solutions for controlling urban sprawl, emphasizing the integration of federal, state, and local land use plans. The book discusses ecological resources and provides practical solutions that municipal planners can implement immediately. It discusses the most recent scientific data, how to extract what is important, and how to apply it to the local land planning process. The author includes the application of the Geographic Information Systems (GIS) to problem solving. Despite compelling evidence and sound arguments favoring the implementation of an ecologically sensitive approach to land use planning, municipal planners, in general, remain skeptical. It will take considerably more encouragement and education to win them over completely. Ecologically Based Municipal Land Use Planning makes the case for sound land use policies that will reduce sprawl.

Book excerpt: This interdisciplinary book analyzes the origins of biological warfare planning and preparation up to the end of World War II. In the period between the world wars, growing understanding of the propagation of disease lead to the fear that potential enemies might be developing biological weapons, with several countries ultimately developing major biological warfare programs during World War II. The relevance of these programs to contemporary concerns is addressed and sheds light on arguments for adoption of a verification protocol to strengthen the 1972 Biological and Toxin Weapons Convention.
Book Synopsis Biological Warfare Against Crops by : Simon M. Whitby
Download or read book Biological Warfare Against Crops written by Simon M. Whitby and published by Palgrave MacMillan. This book was released on 2002-01-12 with total page 296 pages. Available in PDF, EPUB and Kindle. Book excerpt: Until now little attention has been paid to the development of military capabilities designed to target food crops with biological warfare agents. This book represents the first substantive study of state-run activities in this field. It shows that all biological warfare programmes have included a component concerned with the development of anti-crop biological warfare agents and munitions. Current concern over the proliferation of biological weapons is placed in the context of the initiative to strengthen the Biological and Toxin Weapons Convention. The book concludes by arguing that the risks posed by this form of warfare can be minimised, but that this would depend largely on the effective and efficient implementation of regimes concerning the peaceful use and control of plant pathogens that pose a risk to human health and the environment.

Book excerpt: " The AQI program guards against agriculture threats by inspecting international passengers and cargo at U.S. ports of entry, seizing prohibited material, and intercepting foreign agricultural pests. The program, which cost $861 million in 2011, is funded from annual appropriations and user fees. GAO has reported several times on the need to revise the fees to cover program costs as authorized. In 2010, APHIS initiated a review of AQI costs and fee design options. APHIS and CBP are considering options for a new fee structure. Pending departmental approval, APHIS expects to issue a proposed rule in fall 2013. GAO was asked to examine issues related to the AQI fees. This report examines 1) the fees currently charged and proposed revisions; 2) how fee revenues are allocated between the agencies; and 3) the extent to which fee collection processes provide reasonable assurance that all AQI fees due are collected. To do this, GAO reviewed AQI fee and cost data, and relevant laws, regulations, and policies; observed inspections at ports of entry; and interviewed APHIS and CBP officials. "
