Book excerpt: Within the context of the Convention on Biological Diversity (CBD), the Cartagena Protocol on Biosafety (CPB) was established as an implementing agreement. The CPB is an international agreement establishing the rights of recipient countries to be notified of and to approve or reject the domestic import and/or production of living modified organisms (LMOs). Decisions regarding import/production are to be on the basis of a biosafety assessment. Article 26.1 of the CPB allows for the (optional) inclusion of socio-economic considerations (SECs) into that biosafety assessment process. This book compiles expert assessments of the issues relevant to SEC assessment of LMOs and fundamental for decisions regarding whether to undertake such assessments at all. It includes an overview of the inclusion of SEC assessment in the regulation of LMOs that looks at the rationale for the inclusion of SECs, in the context of the existing science-based risk assessment systems. This book reviews the various factors that can and have been suggested for inclusion in SEC assessment, and provides a meaningful dialogue about the contrasts, benefits and tradeoffs that are, and will, be created by the potential move to the inclusion of SECs in the regulation of LMOs, making it of interest to both academics and policy-makers.

Book excerpt: Biotechnology offers great potential to contribute to sustainable agricultural growth, food security and poverty alleviation in developing countries. Yet there are economic and institutional constraints at national and international levels that inhibit the poor people's access to appropriate biotechnological innovations. Agricultural Biotechnology in Developing Countries: Towards Optimizing the Benefits for the Poor addresses the major constraints. Twenty-three chapters, written by a wide range of scholars and stake-holders, provide an up-to-date analysis of agricultural biotechnology developments in Latin America, Africa and Asia. Besides the expected economic and social impacts, the challenges for an adjustment of the international research structure are discussed, with a special focus on intellectual property rights and the roles of the main research organizations. Harnessing the comparative advantages of the public and private sectors through innovative partnerships is the only way forward to optimize the benefits of biotechnology for the poor. The book will be an invaluable resource for both academics and policy-makers concerned with agricultural biotechnology in context of developing-countries.

Book excerpt: Many developing countries are exploring whether biotechnology has a role in addressing national issues such as food security and environmental remediation, and are considering whether the putative benefits of the technology-for example, enabling greater agricultural productivity and stability in the food supply-outweigh concerns that the technology might pose a danger-to biodiversity, health, and local jobs. Some policy leaders worry that their governments are not prepared to take control of this evolving technology and that introducing it into society would be a risky act. Others have suggested that taking no action carries more risk, given the dire need to produce more food. This book reports on an international workshop held to address these issues. Global Challenges and Directions for Agricultural Biotechnology: Mapping the Course, organized by the National Research Council on October 24-25, 2004, in Washington, DC, focused on the potential applications of biotechnology and what developing countries might consider as they contemplate adopting biotechnology. Presenters at the workshop described applications of biotechnology that are already proving their utility in both developing and developed countries.

Available in PDF, EPUB and Kindle. Book excerpt: Originally published in 1999 The Commercial Use of Biodiversity examines how biodiversity and the genetic material it contains are now as valuable resources. Access to genetic resources and their commercial development involve a wide range of parties such as conservation and research institutes, local communities, government agencies and companies. Equitable partnerships are not only crucial to conservation and economic development but are also in the interests of business and often required by law. In this authoritative and comprehensive volume, the authors explain the provisions of the Convention on Biological Diversity on access and benefit-sharing, the effect of national laws to implement these, and aspects of typical contracts for the transfer of materials. They provide a unique sector-by-sector analysis of how genetic resources are used, the scientific, technological and regulatory trends and the different markets in Pharmaceuticals, Botanical Medicines, Crop Development, Horticulture, Crop Protection, Biotechnology (in fields other than healthcare and agriculture) and Personal Care and Cosmetics Products. This will be an essential sourcebook for all those in the commercial chain, from raw material collection to product discovery, development and marketing, for governments and policy-makers drafting laws on access and for all the institutions, communities and individuals involved in the conservation, use, study and commercialisation of genetic resources.

Book excerpt: Few scientific developments have given rise to as much controversy as biotechnology. Numerous groups are united in their opposition, expressing concern over environmental and health risks, impacts on rural livelihoods, the economic dominance of multinational companies and the ethical implications of crossing species boundaries. Among the supporters of the technology are those that believe in its potential to enhance food security, further economic development, increase productivity and reduce environmental pressures. As a result, countries - and sectors within countries - find themselves at odds with each other while potential opportunities for development offered by the use of biotechnology are seized or missed, and related risks go unmanaged. This book, a unique interdisciplinary collection of perspectives from the developing world, examines the ongoing debate. Writing for the International Centre for Trade and Sustainable Development, leading experts address issues such as diffusion of technology, intellectual property rights, the Cartagena Protocol, impacts of international trade, capacity building and biotechnology research and regulation. With the most recent and relevant examples from around the world, Trading in Genes offers the reader a single-volume overview of the connections between biotechnology, trade and sustainability that is both wide-ranging and thorough
