Book excerpt: Coast-interior gap in attracting foreign direct investment (FDI) in China has been seen increasing; however, the diffusion trend across provinces has become more obvious. The determinants of regional distribution of FDI among Chinese provinces have been examined using data in 28 Chinese provinces from 1985 to 2007. Alternative theories divided determinants explaining FDI location into three subgroups: agglomeration economies, comparative advantage and location tournaments. The results provide support for the agglomeration hypothesis and some determinants in comparative advantages. Among four proxies for comparative advantages, wage and GDP per head have expected effect on FDI while the effect of infrastructure is statistically insignificant. Surprisingly, human capital shows a puzzling opposite sign at high significant level. Tax rate, a proxy for location tournament, shows a significant and negative effect on FDI. Tax incentives seem to magnify the role of agglomeration economies, but the effect of GDP per capita is diminished when tax is included in the regression.

Since 2003, government policies have aimed to distribute more resources to less developed areas. Although this process is accompanied by a narrowing interregional income gap, it does not represent real “convergence” between regions. From the perspective of spatial-political economics, the free movement of people is helpful to realize regional economic balance through agglomeration, while investment policies that deviate from the comparative advantage of less developed regions may lead to spatial misallocation of resources and unsustainable economic growth. In order to achieve further integration and development in the Chinese economy in the future, restrictions to the flow of production factors must be alleviated so that the market can truly become a decisive force for the allocation of resources.

Book excerpt: This paper examines the ability of place-based policies in China to foster agglomeration economies via Marshallian-based externalities that are expected to arise due to the reduction in transports costs associated with supplier-buyer linkages, labor pooling and knowledge spillovers. Empirically, I measure and quantify the relative contribution of each Marshallian source to the productivity of Chinese firms located in areas with and without economic and development zones (EDZs). I deal with the identification problem by exploiting temporal variations in the designation of EDZs, and matching techniques combined with a differencein- differences estimation approach. The results show that EDZ policy improves firm performance by fostering externalities that arise from each Marshallian channel, especially customer-buyer linkages. Moreover, EDZs that are designed to promote global-local linkages are more successful at moderating these agglomeration forces compared to those designed to promote domestic high-tech industries.

Book excerpt: In the last 30 years, China’s record economic growth lifted half a billion people out of poverty, with rapid urbanization providing abundant labor, cheap land, and good infrastructure. While China has avoided some of the common ills of urbanization, strains are showing as inefficient land development leads to urban sprawl and ghost towns, pollution threatens people’s health, and farmland and water resources are becoming scarce. With China’s urban population projected to rise to about one billion – or close to 70 percent of the country’s population – by 2030, China’s leaders are seeking a more coordinated urbanization process. Urban China is a joint research report by a team from the World Bank and the Development Research Center of China’s State Council which was established to address the challenges and opportunities of urbanization in China and to help China forge a new model of urbanization. The report takes as its point of departure the conviction that China's urbanization can become more efficient, inclusive, and sustainable. However, it stresses that achieving this vision will require strong support from both government and the markets for policy reforms in a number of area. The report proposes six main areas for reform: first, amending land management institutions to foster more efficient land use, denser cities, modernized agriculture, and more equitable wealth distribution; second, adjusting the hukou household registration system to increase labor mobility and provide urban migrant workers equal access to a common standard of public services; third, placing urban finances on a more sustainable footing while fostering financial discipline among local governments; fourth, improving urban planning to enhance connectivity and encourage scale and agglomeration economies; fifth, reducing environmental pressures through more efficient resource management; and sixth, improving governance at the local level.
