Book excerpt: Over the past few years, a significant and growing share of CSDP missions and operations has been devoted to training and capacity-building in fragile countries and regions in Africa, from the Horn to the Great Lakes, from the Sahel to the Gulf of Guinea. While this shift in focus and emphasis reflects the challenges that the EU and the wider international community are increasingly confronted with in Africa, it is a fact that the efforts put into such activities have produced very modest results so far. It is therefore legitimate to wonder what is going wrong, and why. African armies are very different from one another, and they are also very different from European (and more generally Western) armies. Their historical roots and traditions, the way they were shaped after independence, their domestic functions and operational roles tend to vary significantly (although they are not completely unrelated to past European experiences) and, above all, cannot be reduced to a single, normative 'developmental' model, hence the need to differentiate the approaches and calibrate the actions. This Report was planned and prepared with this in mind: to offer at the same time a bird's eye view and a qualitative analysis of what the African armies we deal with (and invest in) actually are, and what they are not; to explore what they can (and possibly should) do, and what they cannot; and to present both the regional expert and the layman, both the academic and the practitioner, with an accessible and hopefully stimulating read on a policy issue that matters a great deal for our common security in an increasingly complex, connected and contested world.

This book departs from the dominant perspective which simply presents the military as an ‘enemy’ of democracy because of the history and legacy of unending military coup d’états and interventions in civilian politics. In the context of Africa, the military has been blamed or largely held responsible for instigating wars, armed conflicts, political violence, poverty and underdevelopment due to bad governance and mismanagement of the state. Drawing from diverse case studies across Africa, including Nigeria, Rwanda, Uganda, Ethiopia and Egypt, this volume presents the argument that though the military has played a negative, and sometimes, destructive role in undermining constitutional rule and the overthrow of democratic civilian governments, the same military, now operating in a changed global environment, is making effort to support the development of democracy and democratic consolidation as well as remain subjected to civilian democratic oversight and control. Notwithstanding, the real challenge for this emerging trend of African peace militaries is the extent to which they are able to fulfil, on a predictable and consistent basis, their constitutional mandate to defend the people against ‘elected autocrats’ in Africa who try to use the military to perpetuate themselves in power. This work fills a critical gap in the literature and will be of much interest to students of African security and politics, peace and conflict studies, security studies and IR in general.

Book excerpt: Fighting for Peace in Somalia provides the first comprehensive analysis of the African Union Mission in Somalia (AMISOM), an operation deployed in 2007 to stabilize the country and defend its fledgling government from one of the world's deadliest militant organizations, Harakat al-Shabaab. The book's two parts provide a history of the mission from its genesis in an earlier, failed regional initiative in 2005 up to mid-2017, as well as an analysis of the mission's six most challenges, namely, logistics, security sector reform, civilian protection, strategic communications, stabilization, and developing a successful exit strategy. These issues are all central to the broader debates about how to design effective peace operations in Africa and beyond. AMISOM was remarkable in several respects: it would become the African Union's (AU) largest peace operation by a considerable margin deploying over 22,000 soldiers; it became the longest running mission under AU command and control, outlasting the nearest contender by over seven years; it also became the AU's most expensive operation, at its peak costing approximately US$1 billion per year; and, sadly, AMISOM became the AU's deadliest mission. Although often referred to as a peacekeeping operation, AMISOM's troops were given a range of daunting tasks that went well beyond the realm of peacekeeping, including VIP protection, war-fighting, counterinsurgency, stabilization, and state-building as well as supporting electoral processes and facilitating humanitarian assistance. As global security and human security became prominent in development policy, Congo was wracked by violent rule, pillage, internal fighting, and invasion. In 2002, the Global and All-Inclusive Peace was promoted by northern donors, placing a formal peace on the mass of informalised wars. Formal Peace and Informal War: Security and Development in Congo examines how the security interests of the Congolese population have interacted with those of northern donors. It explores Congo’s contemporary wars and the peace agreed on in 2002 from a security perspective and challenges the asserted commonality of the liberal interventions made by northern donors. It finds that the peace framed the multiple conflicts in Congo as a civil war and engineered a power-sharing agreement between elite belligerents. The book argues that the population were politically and economically excluded from the peace and have been subjected to control and containment when their security rests with power and freedom.
