The framework consists ofa three-layer simulation model that aimstocapturemultiple Malabo commitments and goals. First, the agricultural productivity analysis uses the stochastic meta-frontier technique to assess opportunities to increase agricultural productivity. Second, the economywide analysis uses an agricultural and investment focused computable general equilibrium model to capture the Malabo goalson agricultural growth, intra-Africantrade of agricultural commodities, and public and private agricultural investments.Third, the microeconomic analysis builds upon statistical economic modeling to allow direct measurement and simulation of the Malabo goals on poverty and hunger. The modeling framework is applied to Kenya using the most recent data.TheMalabo Agenda simulation results indicate that Kenya’s current nonagriculture-led growth isnot sufficient to achieving the Malabo overarching goals on poverty and hunger. Agriculture-led growthcomplemented by extendedsocial assistanceis more likely to close the income growth and inequality gaps and contribute to achieving the multiple Malabo commitments and goals by 2025.

CSA practices aim to achieve three closely related objectives: sustainably increase agricultural productivity, adapt to climate change, and mitigate greenhouse gas (GHG) emissions. The CSA objectives directly contribute to achieving the 2014 Malabo Declaration goals, which include commitments to (1) end hunger in Africa by 2025, (2) halve poverty by 2025 through inclusive agricultural growth and transformation, and (3) enhance the resilience of livelihoods and production systems to climate variability and other related risks. These linkages underscore the importance of including CSA in country and regional plans to achieve overarching development objectives in Africa, in particular food security and poverty reduction. The 2016 Annual Trends and Outlook Report (ATOR) examines the contribution of CSA to meeting Malabo Declaration goals by taking stock of current knowledge on the effects of climate change, reviewing existing evidence of the effectiveness of various CSA strategies, and discussing examples of CSA-based practices and tools for developing evidence-based policies and programs.

Book excerpt: This year’s edition of the Africa Regional Overview of Food Security and Nutrition reports that the food security situation on the continent continues to worsen. For Africa, 20.4 percent of the continent’s population – 257 million people – are undernourished, up from 19.7 in 2016 – 241 million people. In sub–Saharan Africa, there are 237 million undernourished in 2017, up from 222 million in 2016. The worsening situation in Africa is due to difficult global economic conditions and, in many countries, conflict and climate-related disasters, sometimes in combination. Economic growth slowed in 2016 due to weak commodity prices, in particular for oil and minerals. Food insecurity has worsened in countries affected by conflict, often exacerbated by drought or floods, and in Southern and Eastern Africa many countries have been adversely affected by prolonged drought. Notably, several countries have achieved sustained progress in reducing food insecurity in the face of challenging circumstances. The deterioration of the food security situation and the lack of progress towards the WHO global nutrition targets makes it imperative for countries to step up their efforts, if they are to achieve a world without hunger and malnutrition by 2030. The need for greater efforts also emerges clearly from the findings of the inaugural biennial review of progress in implementing the goals of the Malabo Declaration. In addition to specific food security and nutrition policies, this year’s report reviews four important cross-cutting topics, namely, youth employment, remittances, intraregional trade, and climate change. It highlights their interplay with the food system and their role in food security and nutrition. The thematic part of the report presents an evidence–based assessment of the threat posed by more frequent occurrences of climate extremes and rising climate variability to food security and nutrition in the region. Climate change in combination with poor development planning, poverty and environmental degradation increases the risk of a climate event becoming a disaster. A collective approach that combines climate change adaptation with disaster resilient development is an opportunity to address climate and disaster risks within the context of broader development goals.

Addressing the challenges and seizing the available opportunities require news skills, capabilities and product development, which notably involves strongly anchoring digital technologies in all business processes. Falling costs of digital technologies and their popularisation are driving innovations to develop solutions to improve the productivity, incomes and resilience of farmers and food systems. This includes the building of more adaptive and agile value chains through use of data, leveraging the power of satellite observation and geodata to address pest and disease threats; the development of novel solutions for supporting farmers’ social protection; and the enhancement of traceability systems applied to food products from farm to fork. Book excerpt: Over the next ten years, the African rural space will be the theatre of profound changes as the activities envisaged for agricultural transformation are drastically scaled up. Increased food demand and changing consumption habits driven by demographic factors, such as population growth and urbanization, are already leading to a rapid increase of net food imports, opening a huge opportunity for the agribusiness sector of many African countries. Against this backdrop and in line with its mission to spur sustainable economic development and social progress, the African Development Bank (AfDB) in 2016 launched Feed Africa, a strategy that is intended to contribute substantially to the transformation of African agriculture by 2025, and to reverse Africa's dependence on imported foods. As part of this strategy, AfDB is promoting the concept of staple crops processing zones (SCPZs), which are agrobased spatial development initiatives, designed to concentrate agro-processing activities within areas of high agricultural potential to boost productivity and integrate the production, processing and marketing of selected commodities. As essential components, SCPZs include an agro-processing hub, a number of agricultural transformation centres (ATCs) and agricultural production areas. The ATCs are designed to link smallholder farmers to the agro-processing hub and are strategically located in high production areas, with the aim of serving as aggregation points to accumulate products from the community to supply the hub for further value addition, or to send them to centres of great demand for distribution and retail to consumers. This study has attempted to assess the feasibility and applicability of the ATC concept to selected regions in Zambia, Côte d'Ivoire and the United Republic of Tanzania. Findings from the field have demonstrated the potential of ATCs to address community needs and constraints for a range of selected value chains, and have helped to identify different ATC models that could work in each specific context.

Book excerpt: Since the end of World War II, every continent on earth has rapidly urbanized, with the worldwide urban population share rising from 29% in 1950 to 52% in 2010. This global pattern has been associated with and largely driven by simultaneous growth in agricultural productivity, which "pushed" people off the farm by allowing output prices to fall, and in manufacturing and services, which "pulled" people into the more remunerative activities found in cities and towns. Together, these processes drove dramatic increases in worldwide per capita income, which is always associated with higher urban shares in total population. The paper is built around the concept and empirical elaboration of the five food system transformations which are taking place with gathering speed in developing countries' agrifood systems: 1. Rapidly rising urban populations, together with robust growth in per capita incomes, 2. Profound changes in consumption patterns (the diet transformation), 3. Rapid change in post-farm systems for processing, marketing, and regulating agrifood trade (the downstream and midstream food system transformation), 4. The rise of rural factor markets especially for agricultural services (the rural factor market transformation), and 5. Change in agricultural technology and in the size distribution of farms (the farm technology transformation).

This idea has attracted considerable attention in the national consultations conducted in the run-up to the United Nations Food Systems Summit (UNFSS) in September 2021, at the summit itself, in the post-summit actions that Rwanda is now pursuing, and in a series of prior case studies on Rwanda’s food system (Adolph et al. 2021; Guijt et al. 2021; Malabo Montpellier Panel 2021). This note summarizes a recent diagnostic of Rwanda’s food systems and the policy landscape that shapes them. Emphasis is placed on six inter-related clusters: diet quality and nutrition security; livelihoods equity; environmental resilience; agricultural productivity; infrastructure capacity; and financing and investment. Overall findings suggest an opportunity for a tangible shift in how public policy in Rwanda approaches its food systems and how the systems contribute to the broader national transformation process. We offer several policy recommendations to support the design of a coherent country strategy and policy framework. First, strengthen existing entities and mechanisms, and innovate on them. Second, develop a national food systems transformation strategy that is integrative, multi-sectoral, and action-oriented. Third, innovate on existing programs. Fourth, allow for learning through both success and failure. Fifth, invest in rigorous impact evaluation.

A food system comprises the full range of actors and activities originating from agriculture, livestock, forestry, or fisheries, as well as the broader economic, societal, and natural environments in which they operate. An inclusive and sustainable food systems transformation is a process of growth and development that is profitable for the full range of individual actors engaged in the system, beneficial for society including marginalized and vulnerable groups, and advantageous for the natural environment. Rwanda’s journey towards a food systems transformation is well captured in Vision 2050, the National Strategy for Transformation (NST 1), and strategic plans for sectors such as agriculture, health, nutrition, commerce, and the environment. Their priorities are echoed in ongoing programs and investments of the government, its development partners, the private sector, and civil society. Nonetheless, there are still challenges facing Rwanda’s efforts to sustain and accelerate progress along this journey. Efforts to overcome these challenges call for a deeper and more significant shift in thinking—informed by the food systems perspective—that is highlighted by stronger multi-sectoral approaches to problem-solving. Overall findings suggest an opportunity for a tangible shift in how public policy in Rwanda approaches its food systems and how the systems contribute to the broader national transformation process. This means addressing how balances are struck—and tradeoffs are managed—between and among agriculture, nutrition, health, and the environment in the face of a climate crisis. It also means giving greater attention to the demand-side drivers in Rwanda’s food system, recognizing that singularly focused supply-side strategies rarely succeed in isolation. Finally, it means deepening the integration of policies and policy actors in the design and implementation phases of interventions that shape the food system. We offer several recommendations to translate abstract ideas into a coherent and focused set of actions in the policy space. 1. Strengthen existing entities and mechanisms rather than create new ones. 2. Develop a national food systems transformation strategy that is integrative, multi-sectoral, and action-oriented. 3. Innovate on existing programs. 4. Allow for learning through both success and failure. 5. Invest in rigorous impact evaluation. These actions aim to strengthen the policy environment that enables a truly broad-based food systems transformation. This enabling environment is itself an outcome of broad-based national conversations, integration across sectors, domains, and levels; and the encouragement of policy and program innovation.
