Book excerpt: Journalists are actors in international relations, mediating communications between governments and publics, but also between the administrations of different countries. American and foreign officials simultaneously consume the work of U.S. journalists and use it in their own thinking about how to conduct their work. As such, journalists play an unofficial diplomatic role. However, the U.S. news media largely amplifies American power. Instead of stimulating greater understanding, the U.S. elite, mainstream press can often widen mistrust as they promote an American worldview and, with the exception of some outliers, reduce the world into a tight security frame in which the U.S. is the hegemon. This has been the case in Afghanistan since 2001, particularly as emerging Afghan journalists have relied significantly on U.S. and other Western news outlets to report events within their government and their country. Based on eight years of interviews in Kabul, Washington, and New York, Your Country, Our War demonstrates how news has intersected with international politics during the War in Afghanistan and shows the global power and reach of the U.S. news media, especially within the context of the post-9/11 era. It reviews the trajectory of the U.S. news narrative about Afghanistan and America's never-ending war, and the rise of Afghan journalism, from 2001 to 2017. The book also examines the impact of the American news media inside a war theater. It examines how U.S. journalists affected the U.S.-Afghan relationship and chronicles their contribution to the rapid development of a community of Afghan journalists who grappled daily with how to define themselves and their country during a tumultuous and uneven transition from fundamentalist to democratic rule. Never before in the recorded history, have so many journalists lost their lives in conflict zone. There was a time when media in war was treated at par with Red Cross Samaritans. But, now journalists are seen as polarised agents of either side (Aday et al., 2005: 6; CPJ, 2012). Perhaps the notion has befallen as a result of increasingly state controlled and propagated media content. Several scholars have researched and argued that in contemporary era, media objectivity is almost invisible and the tactics that make it biased are hidden from masses. Although, there is no deniability in the argument that media has the power to filter certain content in specific style to get desirable response from the public, but unfortunately, it has lost majority control over making that decision. Now it is being used by the governments as a tool to generate consensus over its operations, however outrageous they might be. Researches indicate that in case of ongoing ‘war on terror’ media has been effectively used to create mass support for war, dehumanise enemies, create a fake sense of victory and even as a strategic method to instil positive image in hostile countries. This paper is classified as follows. The first part deals with the concepts of framing, elite and pluralist theories and propaganda model suggested by Herman and Chomsky. Second part attempts to elaborate on the various roles that media plays in the war on terror under, with a brief discussion about the counter forces acting in the information technology that may revolutionise the war reporting in future and challenge the state’s control over the information flow like never before. Finally, the third section looks at how media can be used to instigate peace in conflict regions.

Starting in 2005, the United States led an air advisory campaign to rebuild the Afghan Air Force (AAF). In 2007 a formal joint/combined entity, led by a U.S. Air Force brigadier general, began air advisor work with Afghan airmen. Between 2007 and 2011, these efforts made modest progress in terms of infrastructures, personnel and aircraft accessions, and various training courses. But by 2010, advisors increasingly viewed AAF command and control (C2) as a problem area that required significant improvement if a professional air force was to be built. In the spring of 2011, major institutional changes to AAF C2 procedures were being introduced when nine U.S. air advisors were killed. The attack was the worst single-incident loss of U.S. Air Force personnel in a deployed location since 1996 and the worst insider-attack since 2001. From the day of that tragic event, the cultural chasm between Afghanistan and the West became more apparent. This dilemma continues with no end in sight to an air advisory mission of uncertain long-term value.

Book excerpt: A Slow Reckoning examines the Soviet Union's and the Afghan communists' views of and policies toward Islam and Islamism during the Soviet-Afghan War (1979–1989). As Vassily Klimentov demonstrates, the Soviet and communist Afghan disregard for Islam was telling of the overall communist approach to reforming Afghanistan and helps explain the failure of their modernization project. A Slow Reckoning reveals how during most of the conflict Babrak Karmal, the ruler installed by the Soviets, instrumentalized Islam in support of his rule while retaining a Marxist-Leninist platform. Similarly, the Soviets at all levels failed to give Islam its due importance as communist ideology and military considerations dominated their decision making. This approach to Islam only changed after Mikhail Gorbachev replaced Karmal by Mohammad Najibullah and prepared to withdraw Soviet forces. Discarding Marxism-Leninism for Islam proved the correct approach, but it came too late to salvage the Soviet nation-building project. A Slow Reckoning also shows how Soviet leaders only started seriously paying attention to an Islamist threat from Afghanistan to Central Asia after 1986. While the Soviets had concerns related to Islamism in 1979, only the KGB believed the threat to be potent. The Soviet elites never fully conceptualized Islamism, continuing to see it as an ideology the United States, Iran, or Pakistan could instrumentalize at will. They believed the Islamists had little agency and that their retrograde ideology could not find massive appeal among progressive Soviet Muslims. In this, they were only partly right.
