Available in PDF, EPUB and Kindle. Book excerpt: The Vision for Space Exploration (VSE) announced by President George W. Bush in 2004 sets NASA and the nation on a bold path to return to the Moon and one day put a human on Mars. The long-term endeavor represented by the VSE is, however, subject to the constraints imposed by annual funding. Given that the VSE may take tens of years to implement, a significant issue is whether NASA and the United States will have the workforce needed to achieve that vision. The issues range from short-term concerns about the current workforce's skills for overseeing the development of new spacecraft and launch vehicles for the VSE to long-term issues regarding the training, recruiting, and retaining of scientists and engineers in-house as well as in industry and academia. Asked to explore science and technology (S&T) workforce needs to achieve the nation's long-term space exploration, the Committee on Meeting the Workforce Needs for the National Vision for Space Exploration concluded that in the short term, NASA does not possess the requisite in-house personnel with the experience in human spaceflight systems development needed to implement the VSE. But the committee acknowledges that NASA is cognizant of this fact and has taken steps to correct it, primarily by seeking to recruit highly skilled personnel from outside NASA, including persons from industry and retirees. For the long term, NASA has to ask if it is attracting and developing the talent it will need to execute a mission to return to the Moon, and the agency must identify what it needs to do to attract and develop a world-class workforce to explore other worlds. A major challenge for NASA is reorienting its human spaceflight workforce from the operation of current vehicles to the development of new vehicles at least throughout the next decade, as well as starting operations with new rockets and new spacecraft. The committee emphasizes further that when evaluating its future workforce requirements, NASA has to consider not only programs for students, but also training opportunities for its current employees. NASA's training programs at the agency's various field centers, which are focused on NASA's civil service talent, require support to prevent the agency's internal skill base from withering. Furthermore, NASA faces the risk that, if it fails to nurture its own internal workforce, skilled personnel will be attracted to other government agencies and industry. Building a Better NASA Workforce: Meeting the Workforce Needs for the National Vision for Space Exploration explains the findings and recommendations of the committee.

The last Admin. decided to wind down the Space Shuttle (SS) program by 2010, after completion of the International Space Station assembly and in preparation for follow-on exploration programs. Recent space policy determinations, while maintaining this general course of action, will delay and mitigate resulting job losses by extending SS operations into 2011. Nonetheless, the termination of the SS program will carry consequences for the workforce and economy of Florida¿s Space Coast and other communities across the country. This report shows that various officials and agencies have developed a comprehensive set of recommendations to ease workforce transitions and create jobs and enduring economic opportunity for the Space Coast. Available in PDF, EPUB and Kindle. Book excerpt: In this textbook designed for courses on aviation labor relations, the authors-experts with many years of experience in these sectors-examine and evaluate the labor process for all aspects of the aviation and aerospace industries, including aerospace manufacturing, airlines, general aviation, federal and state administrative agencies, and public airports. Divided into three parts-Public Policy and Labor Law; Principles, Practices and Procedures in Collective Bargaining and Dispute Resolution; and the Changing Labor Relations Environment-the book provides an overview of the industries and the development of US labor law and policy, then explores the statutory, regulatory, and case laws applicable to each industry segment before concluding with an examination of current and developing issues and trends. The authors present the evolution of aviation and aerospace labor laws, going as far back as the early nineteenth century to lay the historical foundation, and cover the development and main features of the principal statutes governing labor relations in the United States today, the Railway Labor Act, the National Labor Relations Act, and the Civil Service Reform Act. They also investigate the growth of the industries and their impact on labor relations, as well as the current issues and challenges facing management and labor in each segment of this dynamic, sometimes volatile, business and their implications for collective bargaining. Twenty case studies not only illuminate practical applications of such fundamental concepts as unfair labor practices and unions' duty of fair representation but also enliven the subject, preparing the reader to use the concepts in real-world decision making. A study guide with review questions, online assignments, supplemental readings, and exercises is available for students. For those teachers using the textbook in their courses, there is an instructor's manual with additional resources for developing courses in the classroom, online, or by blended learning, as well as a variety of assignments and materials to enhance and vary the mock negotiation exercise. A revision and expansion of Robert W. Kaps's Air Transport Labor Relations, this outstanding new volume provides students and teachers with valuable information and perspectives on industries that are highly dependent on technologically skilled labor. Labor Relations in the Aviation and Aerospace Industries offers a sweeping and thorough treatment of labor relations, public policy, law, and practice and is the definitive work on the labor process in the aviation and aerospace sectors.

The industry is facing the effects of a reduced role by the military as a source of high-quality trained personnel, particularly pilots and mechanics. At the same time, it is facing the challenges of a changing American workforce. This book is a study of the civilian training and education programs needed to satisfy the work-force requirements of the commercial aviation industry in the year 2000 and beyond, with particular emphasis on issues related to access to aviation careers by women and minorities.

It is the first book to focus on technological advancement and the complex relations between industry and government in such a wide range of business fields, including commercial aviation, general aviation, airplane manufacturing, spacecraft, and military rockets and missiles." "This book traces the colorful early development of the industry in America, its rapid expansion during the Second World War, and American dominance and European competition during the modern period. Author Roger E. Bilstein offers a new analysis of the international influence on American aviation and space technology. He demonstrates that the industry's growth has owed much to wartime advances, foreign technology and competition, the design success and commercial effectiveness of such government organizations as NACA and NASA, and the role of innovative entrepreneurs who looked ahead to air travel, airpower, and space flight." "The American Aerospace Industry is required reading for scholars, students, business executives, policymakers, and those engaged in technological research. Clearly written and thoroughly researched, this book presents major themes and economic trends in one of the most dynamic and important industries in America today."--BOOK JACKET.Title Summary field provided by Blackwell North America, Inc.
