Book excerpt: Flying a high-technology fighter with high stakes and under high g-force is not only an issue of skilled psychomotor performance but also of real-time decision-making involving situation awareness, choice amongst alternatives, time pressure and risk assessment. There is no aeronautical decision-making (ADM) training program for military pilots in existence neither in the R.O.C. Air Force nor around the world, although academic research had recognized the training needs for aeronautical decision-making. This research consists of three studies described in six chapters to develop an effective solution for ADM problems in order to improve military pilots' decision-making in a dynamic and time-limited tactical environment. The first chapter is an executive summary comprised by three studies. The second chapter identified ADM training needs by applied the Human Factors Analysis and Classification System (HFACS). Without good analysis it is impossible to identify precisely the training needs and the nature of the training content required for improving pilots' performance. The third chapter examined five ADM training mnemonics in six different decision-making scenarios for developing an ADM training program. There are many ADM mnemonics available. However, there was lack of empirical research investigating the efficiency of those ADM mnemonics in the real-time tactical environment. The fourth chapter evaluates the effectiveness of ADM training program by simulator trials and pencil and paper trials. The fifth chapter is overall discussion, followed by the final chapter containing conclusions and recommendations. This research demonstrated that ADM training program did improve pilots' in-flight decision-making performance. Improvements in pilots' situation assessment and risk management were obtained, but these were traded-off for response time. To improve the quality of pilots' decision-making, the ADM training program needs to be coordinated with real-time simulator sc.

Book excerpt: The effectiveness of a simulator-based approach to training pilot skills in risk assessment and decision making was evaluated in a sample fo pilots enrolled in a university aviation science program. Experimental group subjects received 4 hours of classroom instruction designed to enhance pilot judgement skills, followed by 4 hours of simulated cross-country flights during which several critical in-flight events occurred. Subjects in the control group received classroom instruction in basic instrument flying, followed by simulator sessions emphasizing instrument flight. Measures of pilot judgement were obtained on all subjects before and after the training, and subjects in the experimental judgement-trained group performed significantly better on the post-training simulation than did control group subjects. The findings suggest that significant gains in pilot decision-making skill can be obtained through the use of the judgement training materials along with simulator practice. The implications of these findings for Air Force undergraduate pilot training are discussed. Included as an appendix to this document is a prototype manual for pilot decision making. This manual is designed for use by Air Force student pilots as part of their regular training program. A specific plan for implementation is proposed. During site visits, we observed the adverse training environment that can result when the number of new pilots arriving at operational units exceeds the units' capacity to absorb them. At an active A/OA-10 combat unit located at Pope Air Force Base, North Carolina, for example, we found the following: (1) Sixty percent (47 of 78) of assigned primary mission pilots were decertified from combat mission-ready (CMR) status. (2) Pilots averaged too few sorties monthly, exhibited degraded performance in primary bombing events, and performed poorly on check rides. (3) All instructor pilot (IP) and supervisor survey respondents cited problems with both the quantity and the quality of training available to inexperienced pilots. Many also expressed concern that wingmen in their units were flying advanced missions without a fundamental foundation in certain basic skills. (4) Manning and experience levels exacerbated these problems. Available training sorties had to be distributed among an aircrew position indicator-1 (API-1) pilot population that was 16.7 percent overmanned and only 36.9 percent experienced even though the reported experience level was 48.6 percent.
