Unlike other works written by scholars outside ASEAN or East Asia, it offers an insider’s point of view of the 10 ASEAN states, China, Japan and South Korea on regional community building. While a nationalist perspective may permeate throughout the study, it is also clear that pursuing regional cooperation is considered to be important by the respective author, denoting the non-exclusivity between nationalism and regionalism and the mutual reinforcement of the two. Each author of this volume has made a deliberate effort to introduce and survey the developmental challenges and experiences of his or her country from a historical perspective. All authors, without exception, have emphasized the importance and advantages in staying with ASEAN or linking up with ASEAN by China, Japan and South Korea in political-security, economic and socio-cultural terms. Their papers also reveal that the self-help and self-strengthening mechanism emphasized by the ASEAN Plus Three process will take time to bear fruits. In the meantime, it seems that bilateral interactions and cooperation between ASEAN and Northeast Asian states remain to be more dominant as shown in this study. One can argue that bilateral interactions are the building block of multilateralism interactions. To be sure, there is a deliberate effort in this study to highlight "unity in diversity" in East Asia in general and ASEAN in particular.

However, the idea of East Asia as a regional entity is one that is relatively recent – a concept that gained momentum after the financial crisis that rocked the region in the 1990s. In recent years, East Asia has become considerably more interdependent, connected and cohesive. This increased cohesiveness has been driven by a dense network of trade and investments, technology sharing and communication, among many other variables and has been reflected in the increasing institutionalisation of regional mechanisms like the ASEAN. Regionalism is not, however, entirely about economic interdependence. In today’s day and age, it means not only overarching social networks and a regional identity, but also strategic thinking that recognises common security interests. This book takes into account the regional discourses of two of East Asia’s biggest players – the United States and China. While the former has been a power to reckon with, albeit “externally”, deeply entrenched in the region since the end of the Second World War, the rise of China in the 21st century and its emergence as the largest power in East Asia has brought a new perspective to East Asian regionalism. In 2010, the United States began reasserting itself in East Asia, bringing into sharp focus the ideological differences between itself and China as each vied to shape the architecture of East Asian security. There is no doubt that heightened American interest comes at a time when China’s own views of regionalism have become noticeably less cooperative. While balance of power politics is one way to look at the geopolitical tug-of-war in East Asia, there are questions that have not yet been answered. How do the two countries look at a region that is so important for them? How has that perception influenced their foreign policy within the same arena? More importantly, how do they define East Asia? This book studies American and Chinese regional discourses from the end of the Cold War to the present day in order to highlight the rationale behind the natural balance of power politics between an established power and a rising one, and its subsequent effects on security regionalism in East Asia.

As a result of the conflict, the Soviet Union established a foothold in Southeast Asia while China, through its support of the anti-Vietnam Cambodian resistance, improved relations with Southeast Asian countries such as Thailand. Japan's Fukuda Doctrine - it’s declared priorities of promoting cooperative and friendly relations between Communist Indochinese nations and non-Communist ASEAN countries – became increas¬ingly at odds with Japan’s role as a member of the Free World in the broader Cold War confrontation. Tokyo had to steer a path between Washington’s hard-line policy of isolating Vietnam and its own desire to prevent regional destabilization. Against this background, this book addresses the following questions: what was Japan’s response to the challenges to its objectives and interests in Southeast Asia and to the Fukuda Doctrine? What role did Japan play for the settlement of the conflict in Cambodia? How did Japan’s diplomacy on the Cambodian problem affect the Japanese role in the region? Asia-Pacific's share of the world's Gross Domestic Product (GDP) doubled from 15 per cent to 30 per cent between 1970 and 2017 and is projected to account for half of global GDP by 2050. With South East and South Asia also growing rapidly, with over half the world's population and three of the world's five largest economies, Asia is soon poised to home half of the world's middle class - a class that is both the driver and the product of higher education. The quality of a country's system of higher education may be seen both as a gauge of its current level of national development as well as of its future economic prospects. It is therefore natural that the putative "Asian Century" should generate interest in the region's higher education systems which, on the one hand, share common characteristics-a fixation with credentials and engineering, high technology (especially among male students), and business degrees-while at the same time are also highly differentiated, not only across countries but also within. As such, a better understanding of higher education achievements, failings, potential, and structural limitations in the Asia-Pacific Region is imperative. The operative term here is adjustment rather than renovation because there has not been a fundamental transformation of Chinese foreign policy or "setting up of a new kitchen" in foreign affairs. Several continuities in Chinese diplomacy are still evident. The People’s Republic of China (PRC) has not wavered from its overarching strategy of rising through peaceful development. The PRC is still an active participant and leader in, or shaper of, global and regional regimes even as it continues to push for reforms of the extant order, towards an arrangement which it thinks will be less unjust and more equitable. It seeks to better "link up with the international track", perhaps even more so under Xi’s stewardship. Yet amidst these continuities, it is clear that there have been some profound shifts in China’s foreign policy. From the enunciation of strategic slogans such as the "Asian security concept" and "major country diplomacy with Chinese characteristics"; the creation of the China-led and initiated Asian Infrastructure Investment Bank; the pursuit of Xi’s signature foreign policy initiative, the One Belt One Road; to a purportedly more assertive and resolute defense of China’s maritime territorial interests in East Asia—examples of these foreign policy calibrations (both patent and subtle) abound. In short, this has not been a complete metamorphosis but there are real changes, with important repercussions for China and the international system. The burning questions then are What, Where, How and Why: What are these key foreign policy adjustments? Where and how have these occurred in Chinese diplomacy? And what are the reasons or drivers that inform these changes? This book seeks to capture these changes. Featuring contributions from academics, think-tank intellectuals and policy practitioners, all engaged in the compelling business of China-watching, the book aims to shed more light on the calibrations that have animated China’s diplomacy under Xi, a leader who by most accounts is considered the most powerful Chinese numero uno since Deng Xiaoping.
