Book excerpt: The past 30 years witnessed massive shifts in administrative systems all over the world but there is little consensus in literature on how to successfully carry out reforms. In Asia, the diversity of economic advancement and varying roles of the bureaucracy in society offer a unique opportunity to examine different approaches to administrative reforms. Based on this diverse experience, capacity emerged as a universal area of concern in administrative reforms particularly for developing Asia. As Farazmand (2002) noted, reforms in developing countries “may involve a number of structural and process changes and improvements...by building the technical, professional, and administrative management capacity”. What these capacities are remain poorly studied and little research has been done to guide policy makers on how to go about administrative reform. This study seeks to fill this gap by conducting a qualitative analysis of 20 Project Validation Reports (PVRs) of projects tagged under a Public Sector Management. PVRs are independently verified versions of a project's achievements of outputs/outcomes by operations staff. These were coded and analysed to explore the nature of how capacity is embedded into the discourse of administrative reforms in development projects financed by international financing institutions (IFIs) like the Asian Development Bank. It does this by answering the following specific research questions: How is the concept of capacity important in administrative reforms? What are the critical capacities typically identified as contributory to the failure or success of administrative reforms? By refracting ADB's experiences in managing such projects through the lens of capacity, a set of skills and resources critical for administrative reforms was derived, categorized as either analytical capacity, operational capacity or political capacity. Using cluster analysis, five clusters were identified to represent the interrelationships between the capacities. The study contributes to the literature on evaluation of development aid specifically for administrative reforms. It also hopes to provide implications for how development projects meant to improve administrative systems should be carried out by IFIs and governments.

Book excerpt: What is administrative reform? How is it differentiated from other kinds of social reform? Who are administrative reformers and how do they approach their task? And who benefits and who suffers from it? Does a theory of administrative reform exist?A survey of published research on administrative reform reveals that satisfactory answers to these questions are handicapped by methodological and theoretical shortcomings. There are no common definitions, no agreement over content, no selected boundaries, no clear links with the wide phenomenon of social reform, no firm hypothesis tested by empirical findings, and no continuous dialogue between practitioners and theorists. This book is the first comprehensive and systematic treatment of the subject for professionals and students in the fields of public and private administration. It carefully examines the diverse interdisciplinary literature on the subject and identifies and develops the most promising approaches towards a unified theory.Caiden shows how the study of administrative reform can contribute substantially to the development of administrative theory, and constructs a working definition of the phenomenon of administrative reform, distinguishing it from social change and from administrative change. The practical use of this definition is tested by the analysis of various case histories of administrative cultures of different periods in history, from which a common cycle of reform processes is discerned. The author follows with a detailed examination of the processes themselves. The book concludes with a discussion of the obstacles to reform and a review of the author's findings and conclusions.

Book excerpt: Reforming the African Public Sector: Retrospect and Prospectsis an in-depth and wide-ranging review of the available literature on African public sector reforms. It illustrates several differing country experiences to buttress the main observations and conclusions. It adopts a structural/institutional approach which underpins most of the reform efforts on the continent. To contextualize reform of the public sector and understand its processes, dynamics and intricacies, the book examines the state and state capacity building in Africa, especially when there can be no state without an efficient public sector. In addition, the book addresses a number of theories such as the new institutional economics, public choice and new public management, which have in one way or another influenced most of the initiatives implemented under public sector reform in Africa. There is also a survey of the three phases of public sector reform which have emerged and the balance sheet of reform strategies, namely, decentralization, privatization, deregulation, agencification, co-production and public-private partnerships. It concludes by identifying possible alternative approaches such as developing a vigorous public sector ethos and sustained capacity building to promote and enhance the renewal and reconstruction of the African public sector within the context of the New Partnerships for Africa's Development (NEPAD), good governance and the Millennium Development Goals (MDGs).

Book excerpt: This book is based on a unique data set and assesses in comparative terms the public management reforms in the five Nordic countries: Denmark, Finland, Iceland, Norway, and Sweden. Based on the assessments of administrative executives, the book compares the Nordic countries with the Anglo-Saxon, the Germanic, the Napoleonic and the East European group of countries. The book addresses the following questions: What reform trends are relevant in the public administrations of the Nordic countries? What institutional features characterize the state authorities in these countries? What characterizes the role identity, self-understanding, dominant values, and motivation of administrative executive in the Nordic countries? What characterizes reform processes, trends and content, what is the relevance of different types of management instruments, and what are their perceived effects and the perceived performance of the public administration? The book also examines how the different Nordic countries dealt with the financial crisis of 2008, and how the differences and similarities in their approaches can be explained.
