Book excerpt: Gender-based violence against women remains one of the most pervasive human rights violations of our time and affects women disproportionately because of the unequal distribution of power between women and men and the structures supporting this imbalance, which deprives women of enjoying fundamental freedoms. Combating gender-based violence is a declared goal of the EU institutions and all EU Member States. The overall objective of this study on Administrative Data Sources is to extend the knowledge about the situation of, and possibilities for, administrative data collection on gender-based violence in the EU-28 Member States, and to gain a comparable overview of the extent, nature and consequences of gender-based violence across the EU-28. Administrative data reflect only what is recorded by an agency interacting with a victim or perpetrator of gender-based violence and never the prevalence of gender-based violence due to the high rate of unreported incidents.^But administrative data can provide detailed information on how police, judicial, health and social services respond to the prevention, protection and prosecution of gender-based violence. The availability of this data in all Member States makes administrative data providers a valuable source of information to be assessed. The results and main findings of the study have been divided into two different reports. The first part is focused on the legal framework and regulations underpinning administrative data collection on gender-based violence at international and national levels. The second report (current one) describes and analyses the current situation and potential of administrative data sources and related statistical products identified through this research.^Both reports seek to support policy-makers across Europe in the struggle against gender-based violence by providing guidelines and suggesting methodological tools and indicators to improve and make comparable administrative data collection on gender-based violence in the European Union.

The eradication of all forms of violence against women, including intimate partner violence, is a declared objective of the EU, and the European Institute for Gender Equality (EIGE) recognises its essential role in supporting Member States in meeting this objective. To inform decision-makers of its scope and make progress in this area, EIGE has identified the role of high-quality and comparable data on gender-based violence as key for ensuring the dignity and protection of EU citizens, in particular, women and girls. This report assesses the capability of Member States to collect relevant administrative data and thus support their efforts to meet the monitoring requirements set out by the Victims’ Rights Directive and the Istanbul Convention. Taking the context and needs of each Member State into account, EIGE has developed country-specific recommendations to guide the improvement of administrative data collection on intimate partner violence at national level and promote the commitment of law enforcement agencies to this endeavour. Furthermore, to strengthen these efforts at the European level, policy and technical recommendations for Eurostat on the specifics of data collection on gender-based violence have been proposed. EIGE will continue supporting Member States in adopting approaches to combating violence against women that focus on gender inequality as its root cause. EIGE will seek to ensure partial monitoring through the domain of ‘Violence’ in the Gender Equality Index, which is based on robust data collection by the police and justice sectors. EIGE’s work will be a solid contribution to the implementation of EU and international legislation on combating gender-based violence.

Book excerpt: Administrative data comprises information collected by institutions such as the police, justice system, health and social services and other agencies that come into contact with cases of violence against women (VAW). The police and the justice systems are the most advanced in the availability, quality and comparability of administrative data on violence against women. In general, the police collect data on the cases reported to them, the investigations conducted and their outcomes. Police data is compiled at national level in all Member States, although not all use identical variables. Thismeans that comparison of data at the EU level is made more difficult. Data is usually collected on a large range of criminal incidents, as well as information on the victim (namely the sex) and, in many Member States, on the victim-perpetrator relationship. In many countries, the latter has been introduced in recent years as a variable to be collected alongside the common classification of crimes. The same is true for court statistics, which include the number of court cases filed, the number of convictions and the number of convicted persons. Police statistics generally include more information on the victim, while court statistics provide more information on the perpetrator. Both police and court statistics are mostly categorised according to the typology of crimes in the criminal code of the Member State. However, other categorisation systems are also used in some cases.

The literature review relies on a broad definition of femicide as 'structural violence', while acknowledging that femicide is an individual act with a specific motivation. It also reviews methodologies of gathering data on femicide, together with current challenges, and identifies adequate variables to identify femicide and gender-related motives of homicide. Only some of the literature described can contribute to developing an indicator of femicide or statistical measurement. This literature review presents an overview of peer-reviewed articles and publications on femicide from 2015 to 2020. Only some earlier articles and books are included, often quoted within more recent work. The systematic search was mainly restricted to English-language publications.
