Book excerpt: This study has identified a number of examples in which concerns about the alleviation of poverty have been given some practical expression in adjustment programs. Because most of these examples are of very recent origin, it is difficult to assess how effective they have been in helping the poor. First, one striking feature of the illustrations compiled is that they are invariably orderly or planned structural adjustment programs that have often been implemented with Bank assistance (Bolivia, Cote d'Ivoire, The Gambia, Indonesia, Jamaica, and Thailand). Second, income distributions will inevitably change during adjustment. These changes are the principal incentives for resource reallocation, and without them the objectives of adjustment will not be realized. Third, the study highlights the advantages of interventions that increase the primary income claims of the poor. Finally, adjustment can act as a catalyst for policymakers to examine carefully the costs and benefits of their programs for the poor.

If growth does not restart, the reverse trickle-down may further jeopardize the most vulnerable groups in the population, involving high transitional costs of adjustment. Those costs arise from the reduction in real incomes engendered by tighter monetary and fiscal policies, from increased unemployment resulting from lags in supply responses, from price adjustment in product and factor markets, and from reduced availability of social services following the contraction of public expenditures. The Social Dimensions of Adjustment (SDA) program is to be reviewed as a strategic reaction to that nascent concern about the position of the poor in the process of structural adjustment. It is seen as a catalyst of effective action aimed at poverty reduction in the framework of structural adjustment programs. SDA delineated four components: analytical research, information gathering, social action programs, and institution building and training. This paper examines each of the major SDA components and attempts to elaborate on the distinction between conjunctural (adjustment-vulnerable) and structural (long-term) poor and incorporates a high level of analysis as well as specific innovations which are likely to withstand the test of time professionally.

These workers often possess few marketable skills and few resources with which to support themselves during periods of economic transition. In Working and Poor, a distinguished group of economists and policy experts, headlined by editors Rebecca Blank, Sheldon Danziger, and Robert Schoeni, examine how economic and policy changes over the last twenty-five years have affected the well-being of low-wage workers and their families. Working and Poor examines every facet of the economic well-being of less-skilled workers, from employment and earnings opportunities to consumption behavior and social assistance policies. Rebecca Blank and Heidi Schierholz document the different trends in work and wages among less-skilled women and men. Between 1979 and 2003, labor force participation rose rapidly for these women, along with more modest increases in wages, while among the men both employment and wages fell. David Card and John DiNardo review the evidence on how technological changes have affected less-skilled workers and conclude that the effect has been smaller than many observers claim. Philip Levine examines the effectiveness of the Unemployment Insurance program during recessions. He finds that the program's eligibility rules, which deny benefits to workers who have not met minimum earnings requirements, exclude the very people who require help most and should be adjusted to provide for those with the highest need.
