The book analyses the International Union for Conservation of Nature (IUCN) status of all the species and subspecies of Australia's birds, including those of the offshore territories. For each bird the size and trend in their population and distribution has been analysed using the latest iteration of IUCN Red List Criteria to determine their risk of extinction. The book also provides an account of all those species and subspecies that are or are likely to be extinct. Each categorisation is justified on the basis of the latest research, including much unpublished material that has been made available during workshops conducted with leading ornithologists and conservation biologists around the country as well as phone interviews and correspondence. The result is the most authoritative account yet of the status of Australia's birds. In this completely revised edition each account covers not only the 2010 status but provides a retrospective assessment of the status in 1990 and 2000 based on current knowledge, taxonomic revisions and changes to the IUCN criteria, and then reasons why the status of some taxa has changed over the last two decades. Maps have been created specifically for the Action Plan based on vetted data drawn from the records of Birds Australia, its members and its partners in many government departments. The book contains some surprises – some alarming, some encouraging. The status of some birds has improved over the last two decades as a result of dedicated conservation management. Some may not have changed status but at least they are holding their own. Many, however, are continuing to decline and a distressing number are new to the list. There is also an increasing number of birds for which captive insurance populations need not only to be considered as a future option but actively pursued before it is too late. But this is not a book of lost causes. It is a call for action to keep the extraordinary biodiversity we have inherited and pass the legacy to our children. Every one of Australia's threatened taxa can be saved. The latest in a series of action plans for Australian birds that have been produced every decade since 1992, it is also the largest. The accounts in this plan have been authored by more than 300 of the most knowledgeable bird experts in the country, and feature far more detail than any of the earlier plans. This volume also includes accounts of over 60 taxa that are no longer considered threatened, mainly thanks to sustained conservation action over many decades. This extensive book covers key themes that have emerged in the last decade, including the increasing impact of climate change as a threatening process, most obviously in Queensland's tropical rainforests where many birds are being pushed up the mountains. However, the effects are also indirect, as happened in the catastrophic fires of 2019/20. Many of the newly listed birds are subspecies confined to Kangaroo Island, where fire destroyed over half the population. But there are good news stories too, especially on islands where there have been spectacular successes with predator control. Such uplifting results demonstrate that when action plans are followed by action on the ground, threatened species can indeed be recovered and threats alleviated.

Besides providing a vision and framework for developing NSEC, this strategy and action plan is aimed at improving coordination, ensuring effective implementation, and helping the mobilization of resources and the broadening of support for NSEC development. The strategy and action plan for NSEC was endorsed at the 15th GMS Ministerial Conference held in Cha-am, Petchburi Province, Thailand on 17–19 June 2009.

It complements The Action Plan for Australian Birds 2010 (Garnett et al. 2011, CSIRO Publishing), and although the number of Australian mammal taxa is marginally fewer than for birds, the proportion of endemic, extinct and threatened mammal taxa is far greater. These authoritative reviews represent an important foundation for understanding the current status, fate and future of the nature of Australia. This book considers all species and subspecies of Australian mammals, including those of external territories and territorial seas. For all the mammal taxa (about 300 species and subspecies) considered Extinct, Threatened, Near Threatened or Data Deficient, the size and trend of their population is presented along with information on geographic range and trend, and relevant biological and ecological data. The book also presents the current conservation status of each taxon under Australian legislation, what additional information is needed for managers, and the required management actions. Recovery plans, where they exist, are evaluated. The voluntary participation of more than 200 mammal experts has ensured that the conservation status and information are as accurate as possible, and allowed considerable unpublished data to be included. All accounts include maps based on the latest data from Australian state and territory agencies, from published scientific literature and other sources. The Action Plan concludes that 29 Australian mammal species have become extinct and 63 species are threatened and require urgent conservation action. However, it also shows that, where guided by sound knowledge, management capability and resourcing, and longer-term commitment, there have been some notable conservation success stories, and the conservation status of some species has greatly improved over the past few decades. The Action Plan for Australian Mammals 2012 makes a major contribution to the conservation of a wonderful legacy that is a significant part of Australia’s heritage. Book excerpt: Identifying effective approaches to creating coherent policies regarding licit and illicit drugs has been the priority of the Pompidou Group during its 2010-14 work programme. Over the years, research has evolved in this field as demonstrated in the group’s publications: From a policy on illegal drugs to a policy on psychoactive substances in 2008 and Towards an integrated policy on psychoactive substances: a theoretical and empirical analysis in 2010, and then Reflections on the concept of coherency for a policy on psychoactive substances and beyond in 2012. This last publication attempted to put into perspective the salient points of what may be termed a coherent policy on psychoactive substances. It proposed six indicators, around which the concept of coherency was developed: conceptualisation, policy context, legislative and regulatory frameworks, strategic frameworks, responses/interventions and structures and resources. The initial target for the use of these six indicators is that all drugs policies should be in line with the concept of “well-being”. At the very least, they should not contradict each other and at best they should be in harmony. On this basis, in 2013 and 2014, researchers refined these indicators and tested them in their countries, namely Croatia, the Czech Republic, Hungary, Ireland, Israel, Italy, Norway and Portugal to verify whether they provided a valid tool to measure the effectiveness and efficiency of a coherent policy on psychoactive substances. The results appear in this publication and indicate that such markers may be indeed used as a basis for discussion on the issue of coherence and in some cases as a means to better implement coherent policies in respect to psychoactive substances, and also possibly policies that address other forms of addictive behaviour.
