Following on from previous reports by the NAO and the Public Accounts Committee, this is the first independent assessment of innovation in central government, prepared by the Public Policy Group of the London School of Economics on behalf of the National Audit Office. It draws on evidence from a range of case studies to assess the progress to date in developing innovative solutions to improving government productivity and effectiveness. Most involve improving performance management, introducing new IT projects or web services, as well as some technology changes, with many recent projects focusing on joining up government and improving users' experience of services. The average innovation nominated takes 24 months to deliver and costs £900,000, but a minority of projects are much bigger and take longer. A companion volume is also available containing detailed findings from the research study (HCP 1447-II, ISBN 0102942854).

Book excerpt: Government faces increasing pressure to do more with fewer financial resources and, with challenges such as climate change and an ageing population, will require innovation in public services. Departments have started to implement some of the recommendations of the National Audit Office's 2006 report on innovation (HC 1447-I, session 2005-06, ISBN 9780102942330), but are still not maximising the opportunities to innovate. The majority of cases of innovation originate with senior management within departments. There is potential to encourage more innovation from front line staff and service users. At the front line, public servants can be reluctant to put forward ideas where they do not appreciate how innovation relates to the goals of the organisation and can resist change they feel is forced upon them. Other barriers include risk-averse attitudes within departments and a concentration on targets, budgets and high-profile national initiatives. Departments should develop strategies for encouraging and developing innovation. It is not possible to identify exactly how much central government spends on developing innovation, but estimates by the NAO suggest that departments have allocated at least £3 billion in the form of innovation budgets, and the Department for Innovation, Universities and Skills announced a further £2.5 billion to be spent encouraging and supporting innovation from 2008-9 to 2010-11. There are no measures in place to assess the impact of this expenditure. Government should make use of the survey work done by the NAO for this report and develop it further to determine how effective this expenditure is.

This report, following on from an earlier report in 2005 (ISBN 9780102932768), looks at the changes introduced to reverse the deterioration in the quality of the estate and also the programme of estate rationalisation. It is in two parts, the first is entitled 'delivering an estate of the right quality' and the second 'managing, measuring and planning'. The conclusion is that new arrangements have improved the delivery of estate services, however it is still too early to say that this will result in a better quality estate. For this to happen there needs to be continued commitment, supplier innovation and client leadership, with sufficient stability of funding.

Book excerpt: In 1999 the European Union introduced a Directive that require the UK to reduce the amount of biodegradable waste disposed of in landfill. By 2010 we have to landfill 75% of the amount landfilled in 1995. This figure reduces to 50% by 2013 and 35% by 2020. If the target is not met then the UK could be fined for non-compliance. So far DEFRA has spent £336 million on initiatives to reduce the amount of landfill, but reductions have been offset by growth in the amount of waste produced and there is a risk that the targets will not be met. An emphasis on recycling alone is not enough. DEFRA needs to focus on helping the 25 authorities that send most to landfill and help develop alternative waste facilities, as well as encouraging more households to recycle and compost. This examination of the problem is in four parts: 1) England needs to reduce the amount of biodegradable municipal waste disposed through landfill; 2) earlier delays I taking action made European Union targets more difficult to achieve; 3) without a step change in existing local authority plans, England will not achieve its share of the reductions in landfill the European Union requires by 2010 and 2013; 4) recycling and minimisation need to contribute more to reducing the amount of biodegradable municipal waste sent to landfill.
