In all these roles, small agricultural households constantly seek to use available financial instruments to improve their productivity and secure the best possible consumption and investment choices for their families. But the package of financial services available to small farmers in developing countries is severely limited, especially for those living in remote areas with no access to basic market infrastructure. When poor people have limited saving or borrowing options, their investment plans are stifled and it becomes harder for them to break out of poverty. If households have no access to insurance and are unable to accumulate small savings that enable them to pay for household and business expenses, especially during lean seasons, they are forced to limit their exposure to risk, even if high returns are expected, once again making the pathway out of poverty more arduous than necessary. Inadequate access to financial services is thus part of what is often called the “poverty trap.”

Along this line, this study investigates the determinants of access to finance in rural areas in Katsina state. A cross-sectional primary data was collected via questionnaire from a sample of 384 respondents. This study used probit modelling approach to analyse the factors that influence access to finance. The study revealed that collateral, financial literacy and gender have significant positive influence on access to finance, while age has an insignificant positive influence on access to finance. In contrast, interest rate and transaction cost have significant negative influence on access to finance. Thus, the study concluded that with the prevailing banking arrangement where collaterals are required and banks charge interest and also some level of literacy is required, rural dwellers will continue to find it difficult in relating with conventional banks. Therefore, the study recommended that rural dwellers should organise themselves into Credit Cooperative Societies, which could be used as Informal Financial Unit for Linkage Banking arrangement. The government (at all level) can also use these associations to channel their agricultural credit. It is also recommended that legal framework, be provided, that will pave way for the establishment of full-pledged interest-free banks (Islamic Bank) or conversion of existing commercial banks in rural areas into interest-free banks, since most of the rural dwellers do not like taking usurious loans because of their religious inclination.

The aggregate gross annual value of these smallholder producers approaches US$1.3 trillion. Adding value to that production, through financial investment, will be key to delivering the Sustainable Development Goals (SDGs). Therefore, access to finance is an important issue. The Forest and Farm Facility (FFF) commissioned this scoping paper to assess what might be done to improve access to finance. Organisation of forest and farm producers allows finance to be channelled toward valueadded investments. But the motivation to form forest and farm producer organisations (FFPOs) varies with context, from the desire to secure resource rights for Indigenous peoples in the forest core, to the desire to strengthen economic scale efficiencies in periurban forest product processing industries. The scale and type of finance needs vary and span enabling investments (grants or concessional loans)through to asset investments (market-rate capital that requires a return). Access to finance for FFPOs requires tailored approaches. For FFPOs, enabling investments in four key areas are needed to create the conditions and necessary track record to attract asset investment: (i) secure commercial rights; (ii) strong organisation for scale; (iii) appropriate technical extension; and (iv) fair market access and business incubation. Enabling investments of this sort make FFPO businesses bankable and affords them access to finance.

In an introduction it is argued that cheap and abundant credit is often regarded as essential for rural development but that actions taken on the basis of this assumption have given disappointing results. Low-interest policies and the improper use of financial markets are seen as the principal reasons for this. It is recommended that higher and more flexible interest rates are allowed and that little or no attention is given to target loans. Informal lenders are thought to offer valuable services therefore they should not be discouraged. More emphasis should be put on voluntary savings mobilization and access to formal loans by non-farm rural firms. It is concluded that many traditional agricultural credit programmes are counterproductive and that attractive product and input prices together with higher yields would be more powerful in stimulating agricultural development.

Book excerpt: Since the early national plans, successive governments in independent India have emphasized the link between improving access to finance, and reducing poverty - a stance that has had influence globally. The need to improve financial access for India's poor, the overwhelming majority of whom are concentrated in rural areas, motivated the nationalization of commercial banks in the late 1960s, and an aggressive drive through the 1970s and 1980s, to expand rural banking, coupled with policies mandating banks to provide subsidized credit to rural households. The 1990s saw the partial deregulation of interest rates, a gradual reduction in the Government's stake in commercial banks, and increased competition in the banking sector. Access to finance for the rural poor has improved somewhat over the past decades, with the public sector commercial banks being the dominant players in the formal rural finance market. Yet, the vast majority of India's rural poor, still do not have access t o formal finance. The report examines the reasons, and factors affecting both banks, and their clients. First is the problem of uncertainty - about the repayment capacity of poor rural borrowers, and their irregular/volatile income streams and expenditure patterns - which, in the absence of credit information, drive up default risk. Second, the transactions costs of rural lending in India are high, mainly due to small loan sizes, high frequency of transactions, large geographical spread, and heterogeneity of borrowers, and widespread illiteracy. Third, the Government policies have made things worse from the banks' perspective, creating a "financial climate" not conducive to lending in general, and rural banking in particular. New approaches and products to improve rural access to finance in India are reviewed, namely, the 'Self-help Groups (SHGs) Bank Linkage' model, the growth of which - from just 500 SHGs linked to banks in the early 1990s, to over 700,000 in 2003 - has been truly remarkable; specialized microfinance institutions; and, partnerships between private Banks,, micro-financiers, and service providers, including the Kisan Credit Card. Like all economic agents, low-income households and microenterprise can benefit from credit, saving and insurance services. But financial markets, because of their special features, often serve poor people badly, since poor people often have insufficient traditional forms of collateral such as physical assets to offer. Thus the poor generally excluded from the formal financial institutions and have to depend on informal sector. In India, since the early national plans, successive governments have emphasized the link between improving access to finance and reducing poverty. But the vast majority of India's rural poor still do not have access to either formal finance or microfinance. It was found that credit cooperatives, commercial banks, and other formal financial sector programs in rural areas have not displaced informal sources of credit, altogether. It is assessed that the share of rural informal credit in total outstanding debt has been certainly decreasing over the period from 1950 to 2002 with various financial initiatives of the RBI and legislation of the various state government to regulate moneylenders. However, about two-fifth of the rural household's dependence on informal credit, even today, indicates further scope for financial inclusion in rural areas. According to author financial awareness has to be spread amongst the excluded masses that are illiterate and poor. Financial inclusion and financial literacy are two sides of the equation. Financial inclusion acts from supply side by providing financial markets/services that people demand whereas financial literacy stimulates the demand side by making people aware of what they can demand.
