The rise of additive manufacturing technologies across the aerospace industry provides significant opportunities to rejuvenate the Air Force supply chain and drastically increase readiness and lethality. However, several challenges are negatively impacting the Service's ability to capitalize on additive manufacturing. In order to harness the benefits of additive manufacturing the USAF must address three significant barriers--Cultural Change, Workforce Development, and Data Management--through active participation in public-private partnerships. The Air Force must nurture a cultural environment which rewards innovation, calculated risk taking, and horizontal collaboration. It also needs to provide additive manufacturing education and training to its workforce to facilitate understanding and development of new processes to capitalize on emerging digital manufacturing technologies. Furthermore, the Air Force must closely coordinate with key stakeholders to ensure effective digital data management practices and security. The USAF's active participation in public-private partnerships offers the best opportunity to rapidly modernize antiquated sustainment processes because engagement in public-private partnerships promotes lateral coordination and communication between key stakeholders; enables formal and informal education and training; and provides a structured, trusted forum to discuss and solve digital data management issues. The USAF must doubledown on its active participation in public-private partnerships in order to overcome the barriers preventing the USAF from more rapidly adopting and operationalizing these emerging technologies across the organic logistics and sustainment supply chain."--Abstract.

Furthermore, the Production phase of acquisition could be potentially revolutionized by additive manufacturing, enabling concepts such as a virtual aircraft fleet and on-orbit satellite production. Finally, additive manufacturing provides the following promise in Operations and Sustainment: resolving diminishing manufacturing and supply problems, transformation of the warehouse, and expeditionary parts production. While additive manufacturing is not a silver bullet to Air Force acquisition problems, the prospective cost, schedule, and performance benefits cannot be ignored. Book excerpt: The United States Air Force (USAF) is seeing a shift in global powers. In order to stay ahead of the new threat of near-peer advisories, the Chief of Staff of the Air Force established a plan, Accelerate Change or Lose. In this plan, General Charles Q. Brown asks USAF personnel to become innovative problem solvers. One way to bridge this gap is to use the small business innovative research (SBIR) program. Through this program, the USAF funds small businesses with innovative products, technologies, or services and then integrates them into current USAF systems. The USAF started Pitch Day in 2019 to rapidly fund and contract with innovative companies, with a goal to integrate their products, technologies, or services for end users within the USAF. Shortly afterwards the USAF created AFWERX to standardize process. Both USAF employees and private sector companies were interviewed in a semi-structured format. USAF employees over each of the processes were interviewed to fully understand the USAF's approach. Fifty-two companies were also interviewed and the semi-structured format allowed for open-ended questions and provided unfiltered responses. The information provided by the interviews was then analyzed and overarching themes were identified. The baseline processes are mapped, and the various inputs and outputs required by the USAF and the private sector companies are then added to the baseline process. Social behavior is also added to the process models, which creates a holistic view of the entire system. The social behaviors include both enablers and barriers and include both formal and informal processes. The models help explain how companies move through the entire AFWERX system from Phase 1 to Phase 3, explain how the contracting process works for each solicitation and contract, and explains the possible factors that can lead to the "Valley of Death." Within each of these different process flow models, feedback and balancing loops explain how informal requirements actually impact the formal requirements, both positively and negatively. The purpose of this thesis is to propose a new framework that can better enable the USAF and companies to understand the complexities of the government-to-industry innovation system.

In the United States, food-borne agents affect 1 out of 6 individuals and cause approximately 48 million illnesses, 128,000 hospitalizations, and 3,000 deaths each year. This figure likely represents just the tip of the iceberg, because it fails to account for the broad array of food-borne illnesses or for their wide-ranging repercussions for consumers, government, and the food industry-both domestically and internationally. A One Health approach to food safety may hold the promise of harnessing and integrating the expertise and resources from across the spectrum of multiple health domains including the human and veterinary medical and plant pathology communities with those of the wildlife and aquatic health and ecology communities. The IOM's Forum on Microbial Threats hosted a public workshop on December 13 and 14, 2011 that examined issues critical to the protection of the nation's food supply. The workshop explored existing knowledge and unanswered questions on the nature and extent of food-borne threats to health. Participants discussed the globalization of the U.S. food supply and the burden of illness associated with foodborne threats to health; considered the spectrum of food-borne threats as well as illustrative case studies; reviewed existing research, policies, and practices to prevent and mitigate foodborne threats; and, identified opportunities to reduce future threats to the nation's food supply through the use of a "One Health" approach to food safety.
