Book excerpt: More than 200 early college high schools serving 50,000 students have opened across the United States since 2002--and they are achieving results. Eighty-six percent of early college graduates enroll in college immediately after high school, compared with two-thirds of high school graduates nationwide. Of the 3,000 early college graduates in 2009, a quarter had earned two full years of college credit or an Associate's degree. Half of all states have at least one early college, but North Carolina leads the nation with 71 early colleges, each located on the campus of a partnering higher education institution. In 2004, North Carolina launched a statewide early college initiative as a strategy for preparing students for the education needed in a post-manufacturing knowledge economy. Students typically graduate in four or five years, earning up to two years of college credit and compressing the time to a postsecondary degree. With the support of the North Carolina New Schools Project, a public-private organization that develops innovative high schools, North Carolina now has the most early colleges of any state and substantial data about what works. In 2010, the North Carolina New Schools Project named five early colleges as "Innovators"--based on their highly effective strategies to prepare all students for postsecondary education. Three of the Innovators, Anson County Early College, Buncombe County Early College, and Davidson County Early College, are among the state's first early colleges and offer five years of lessons in preparing high school students for college rigor. The other two Innovator schools, Vance County Early College and Warren Early College, opened in the 2008 school year and offer emerging examples of practices that accelerate the academic progress of all students. In spring 2010, the North Carolina New Schools Project invited these five schools to share their practices at the Best Practices Institute, a conference designed to help spread highly effective practices among North Carolina early colleges. This report incorporates and expands on the strategies and lessons shared there, with specific examples of how these college readiness approaches are implemented in the schools on a daily basis. Rather, it is now widely accepted that ALL students should be prepared for postsecondary education in some form (e.g., certificate, 2- or 4-year degree), as these credentials are not only required for many jobs but are also the surest path to upward mobility (Carnevale, Rose, Cheah, 2011). There is also greater recognition that in addition to a more traditional approach to preparation for postsecondary education (e.g., taking college preparatory classes), students should also graduate high school with technical knowledge and employability skills to secure, retain, and advance their employment when they leave school, at whatever level that may be. Simply put, today’s high school graduates need a broad-based education that combines an array of knowledge, skills, and experiences to prepare them for life after high school. And indeed, state’s definitions of college and career readiness have broadened in recent years to include a variety of skills and dispositions, such as critical thinking skills, social emotional skills such as collaboration, and interpersonal skills such as resilience and perseverance (English, Rasmussen, Cushing, & Therriault, 2016). The Every Student Succeeds Act (ESSA) of 2015, the key federal K-12 legislation, explicitly supports the notion of a “well-rounded” student, emphasizing readiness in areas beyond its predecessor’s (the No Child Left Behind Act, or NCLB) focus on core academic content. ESSA mandates that states ensure that students are provided an enriched, accelerated curriculum beyond courses and content areas in which state assessments are given (e.g., mathematics, reading) and that is aligned with the postsecondary experiences students are likely to encounter. ESSA also supports an expansion of readiness goals through provisions for the improvement of conditions for student learning that support social-emotional learning, intrapersonal skills, and other employability skills. And ESSA includes provisions in states’ accountability systems that support emphasis on broader definitions of readiness. Additionally, ESSA’s accountability framework includes important principles for supporting a broader definition of what students need to know and be able to do once they graduate high school. Accountability systems under ESSA may include multiple measures of college and career readiness. Indeed, several states had already added a career-focused indicator prior to ESSA passing (such as pathway completion or technical assessment achievement) to their accountability systems, and the number of states publicly reporting such indicators continues to increase (Achieve & AdvanceCTE, 2016). As definitions and measures of college and career readiness continue to evolve, we know one thing for sure: we need to better prepare ALL students for success after high school. This book explores the ways in which some education researchers are approaching this task. This was written in Corinne Alfeld's official capacity as part of the national conversation on education, is intended to promote the exchange of ideas among researchers and policy makers and to express views as pail of ongoing research and analysis, and is not intended to necessarily reflect the official views of the U.S. Department of Education.

Book excerpt: To successfully participate in today's global economy, young people must graduate high school with the skills and competencies that allow them to pursue further study and meaningful work. Yet the data around successful transition from high school to higher education, and then to the completion of a degree, show some alarming trends. In 2007, 70.5% of students graduated from high school on time, and 62.5% went on to enroll immediately in postsecondary education. However, only 59.4% of students from that cohort who enrolled full time in a four-year institution graduated in six years; only 29.8% who enrolled full time in a two-year institution graduated in three years. These numbers are even more stark for underserved populations--low-income, minority, and first-generation students. The data clearly indicate that while progress has been made in increasing high school graduation rates and postsecondary enrollment, we are not doing as well at ensuring students are enrolling in college with the "right stuff"--the knowledge and skills necessary for postsecondary success that are the hallmarks of true college readiness. State leaders--governors, legislators, and leadership from both K-12 and postsecondary education sectors--have recognized this issue and, particularly in the last decade, have taken steps in policy and practice to address the problem. In the late 2000s, state superintendents and governors worked together through their respective national associations--the Council of Chief State School Officers (CCSSO) and the National Governors Association (NGA)--to develop the Common Core State Standards (CCSS), a set of K-12 standards that would lead students to college readiness by high school graduation. The 2014 edition of the "Achieve" publication, "Closing the Expectations Gap," indicates that all 50 states and the District of Columbia (DC) have now adopted college and career ready standards (42 states and DC have adopted the CCSS). Most states have also taken other steps to increase college readiness, including implementing more rigorous courses in high school, college ready assessments in 11th grade, opportunities for acceleration within high school, and dual enrollment opportunities in local colleges. While progress has been variable, some states have been able to demonstrate early successes and build on early initiatives, even as they contend with various local and national challenges. To develop the "Roadmap," lead staff from State Higher Education Executive Officers Association (SHEEO) agencies and public university system offices in ten states--California, Colorado, Kentucky, Maryland, New York, Ohio, Tennessee, Texas, Washington, and West Virginia--were interviewed. These ten states were chosen because of the early engagement and continuing commitment demonstrated by their leadership in forging a stronger path to college readiness for their students. Using information shared during the interviews, as well as supporting materials from state and national sources, the policies and practices these ten states have put in place in pursuit of closing the gap between high school and college are highlighted. This report presents findings in six sections, each addressing key aspects of a coherent, multidimensional, statewide college readiness agenda: Determining College Readiness; Assessing College Readiness; Communicating College Readiness to Students; Developing Pre-College Pathways; Determining College Admissions and Placement; and Tracking Changes in College Readiness. The report concludes with a discussion of the reflections of lead system and agency staff on the challenges they faced in implementing these policies and practices, as well as their advice to others seeking to embark on this complex journey. State policymakers are well aware that the quality of teaching is the most critical school-based factor contributing to student learning, especially for low-income and minority students. The Race to the Top criteria accordingly encourage states to adopt policies to measure the effectiveness of individual teachers and leaders use those measures to inform a range of human capital systems and decisions, ensure an equitable distribution of effective teachers and leaders, and provide high-quality support for educators and principals. If enacted, all of these policies could help a state advance its college and career readiness agenda, since that agenda will require higher and higher levels of teaching quality in order to succeed. But meeting these criteria presents special challenges in the college and career readiness context, especially when it comes to identifying, developing and deploying effective teachers at the high school level. The challenge is particularly great in high school mathematics and science, where research suggests that subject matter expertise is vital for effective teaching. The two sections presented in this paper focus on those special challenges. Book excerpt: To better prepare students for college-level math and the demands of the labor market, school systems have tried to increase the rigor of students' math coursework. The failure of universal "Algebra for All" models has led recently to more targeted approaches. We study one such approach in Wake County, North Carolina, which began using prior test scores to assign middle school students to an accelerated math track culminating in eighth grade algebra. The policy has reduced the role that income and race played in course assignment. A regression discontinuity design exploiting the eligibility threshold shows that acceleration has no clear effect on test scores but lowers middle school course grades. Acceleration does, however, raise the probability of taking and passing geometry in ninth grade by over 30 percentage points, including for black and Hispanic students. Nonetheless, most students accelerated in middle school do not remain so by high school and those that do earn low grades in advanced courses. Book excerpt: An important question in preparing all students for college and career by the time they graduate from high school is that of determining how much growth in academic achievement typically occurs during high school and whether such growth can be accelerated so that more students are ready for college and career when they graduate from high school. This study examined the average scores of a sample of approximately 150,000 students who participated in the three programs that make up the longitudinal assessment component of ACT's College Readiness System: EXPLORE[R] (for students in grades 8 and 9), PLAN[R] (for students in grade 10), and the ACT[R] test (for students in grades 11 and 12). Each program contains four subject tests: English, Mathematics, Reading, and Science. With respect to racial/ethnic composition, geographic region, and annual family income, the demographic characteristics of the student sample roughly approximate those of the population of high school students nationwide. Findings indicate that, in the typical high school today, the level of academic achievement that students attain by eighth grade has a larger impact on their college and career readiness by the time they graduate from high school than anything that currently happens academically in the typical U.S. high school. This research demonstrates that it is necessary to intervene with students who are not on target for college and career readiness before high school, in the upper elementary grades and in middle school.
