In contrast, in many East Asian countries large public housing programs are underway. Behind these generalizations, there are exceptions, too. By including perspectives of scholars from across the world, this book provides new insights into public housing in its various forms. It contains in-depth chapters on public housing in five East Asian countries and six Western countries, together with three comparative overview chapters.

Book excerpt: First published in 1994, this book brings together the papers presented at the International Forum on ‘Future Visions of Urban Public Housing’ held on November 17-20, 1994 in Cincinnati, Ohio. Participants included public housing officials, academics, practitioners and public housing residents who came together to debate, compare and analyse practices and issues in urban and public housing in industrialised nations. The 55 collected papers address the following key topics: public housing policy; comprehensive neighbourhood planning for public housing; public housing in the urban design context; quality of design standards and guidelines for public housing; resident participation and enhanced self-sufficiency in public housing; public housing alternatives; revitalising and rehabilitating public housing; the Elderly, Children, and special populations in public housing. The findings suggest new directions for policy and agendas for action.

Book excerpt: The recent global crisis exposed vulnerabilities of housing markets pointing to the need to build resilience through better policy tools and sustainable provision of social housing. In the context of fiscal austerity, social housing is affected by changing politics, privatization and concentration of urban poverty. Transforming Social Housing: International Perspectives explores the differences and similarities in housing policies and practices by focusing on social housing institutions and their ability to influence affordability and quality of housing. The focus is on private and not-for-profit provision in mixed-income developments supported through partnerships and a mix of policy instruments. The book brings together contributions by leading scholars on key debates affecting social housing in cities around the world. The international perspectives provide an interdisciplinary, robust overview of complex processes of change affecting people, places and homes. It is particularly well suited for students, scholars, policymakers and professionals interested in housing, urban planning and public policy. The chapters in this book were originally published in various issues of the Urban Research & Practice journal.

Available in PDF, EPUB and Kindle. Book excerpt: Title VIII of the Civil Rights Act of 1968, known as the Fair Housing Act, prohibited discrimination in the sale, rent, and financing of housing based on race, religion, and national origin. However, manifold historical and contemporary forces, driven by both governmental and private actors, have segregated these protected classes by denying them access to homeownership or housing options in high-performing neighborhoods. Perspectives on Fair Housing argues that meaningful government intervention continues to be required in order to achieve a housing market in which a person's background does not arbitrarily restrict access. The essays in this volume address how residential segregation did not emerge naturally from minority preference but rather how it was forced through legal, economic, social, and even violent measures. Contributors examine racial land use and zoning practices in the early 1900s in cities like Atlanta, Richmond, and Baltimore; the exclusionary effects of single-family zoning and its entanglement with racially motivated barriers to obtaining credit; and the continuing impact of mid-century "redlining" policies and practices on public and private investment levels in neighborhoods across American cities today. Perspectives on Fair Housing demonstrates that discrimination in the housing market results in unequal minority households that, in aggregate, diminish economic prosperity across the country. Amended several times to expand the protected classes to include gender, families with children, and people with disabilities, the FHA's power relies entirely on its consistent enforcement and on programs that further its goals. Perspectives on Fair Housing provides historical, sociological, economic, and legal perspectives on the critical and continuing problem of housing discrimination and offers a review of the tools that, if appropriately supported, can promote racial and economic equity in America. Contributors: Francesca Russello Ammon, Raphael Bostic, Devin Michelle Bunten, Camille Zubrinsky Charles, Nestor M. Davidson, Amy Hillier, Marc H. Morial, Eduardo M. Peñalver, Wendell E. Pritchett, Rand Quinn, Vincent J. Reina, Akira Drake Rodriguez, Justin P. Steil, Susan M. Wachter.

Book excerpt: This book provides a comparative perspective on housing and planning policies affecting the future of cities, focusing on people- and place-based outcomes using the nexus of planning, design and policy. A rich mosaic of case studies features good practices of city-led strategies for affordable housing provision, as well as individual projects capitalising on partnerships to build mixed-income housing and revitalise neighbourhoods. Twenty chapters provide unique perspectives on diversity of approaches in eight countries and 12 cities in Europe, Canada and the USA. Combining academic rigour with knowledge from critical practice, the book uses robust empirical analysis and evidence-based case study research to illustrate the potential of affordable housing partnerships for mixed-income, socially inclusive neighbourhoods as a model to rebuild cities. Cities and Affordable Housing is an essential interdisciplinary collection on planning and design that will be of great interest to scholars, urban professionals, architects, planners and policy-makers interested in housing, urban planning and city building.
