Samuel Mencher provides a historical and philosophical background on the growth of welfare policy through its sources, concepts, and specific programs. He covers a period from the English Poor Law of the sixteenth century through contemporary times-viewing changing attitudes toward poverty, new concepts on the nature of man and the influence of scientific thought-and also discusses mercantilism, laissez-faire, utilitarianism, liberalism, socialism, romanticism, social Darwinism, and modern capitalism as major influences on the growth of economic security policy.

Joan Gittens explores the inadequacies of a system that has allowed problems in the public care of children to recur regularly but at the same time insists that the state's own history makes it clear that the potential for improvements exists.

Available in PDF, EPUB and Kindle. Book excerpt: Now that responsibility for welfare policy has devolved from Washington to the states, Pamela Winston examines how the welfare policymaking process has changed. Under the welfare reform act of 1996, welfare was the first and most basic safety net program to be sent back to state control. Will the shift help or further diminish programs for low-income people, especially the millions of children who comprise the majority of the poor in the United States? In this book, Winston probes the nature of state welfare politics under devolution and contrasts it with welfare politics on the national level. Starting with James Madison's argument that the range of perspectives and interests found in state policymaking will be considerably narrower than in Washington, she analyzes the influence of interest groups and other key actors in the legislative process at both the state and national levels. She compares the legislative process during the 104th Congress (1995-96) with that in three states — Maryland, Texas, and North Dakota — and finds that the debates in the states saw a more limited range of participants, with fewer of them representing poor people, and fewer competing ideas. The welfare reform bill of 1996 comes up for renewal in 2002. At stake in the U.S. experiment in welfare reform are principles of equal opportunity, fairness, and self-determination as well as long-term concerns for political and social stability. This investigation of the implications of the changing pattern of welfare politics will interest scholars and teachers of social policy, federalism, state politics, and public policy generally, and general readers interested in social policy, state politics, social justice, and American politics.

Available in PDF, EPUB and Kindle. Book excerpt: There are certain questions that all students considering social work ask. Who are social workers? What is it that social workers do? How is the social work profession changing? What does it take to become a social worker? Ira Colby and Sophia Dziegielewski bring their decades of experience in social work practice and education to answer these questions. This engaging text gives readers a practical guide to the many ways in which social workers effect change in their communities and the world. The authors offer an overview and history of the profession; introduce readers to the practice of social work at the micro, mezzo, and macro level; and finally look closely at the many settings and populations that social workers work with. While realistically portraying the pressures and obstacles that social workers face, Colby and Dziegielewski communicate their own passion for social work.

Available in PDF, EPUB and Kindle. Book excerpt: By offering a comparative, institutional analysis of how state-supported pensions for the elderly developed in Britain, Canada, and the United States, Ann Shola Orloff makes a profound contribution to understanding the growth of modern social welfare policies. It is not enough, Orloff demonstrates, to simply examine socioeconomic factors in the growth of the welfare state. She argues that welfare policies are shaped as well by the political institutions and processes that are the legacy of state formation and expansion in given nations. Orloff explains why, when, and how poor relief was replaced by modern social insurance legislation and pensions for the elderly in the first three decades of the twentieth century. She analyzes the long-term social and political transformations that laid the basis for modern social politics: the spread of waged work, the development of New Liberal ideologies, and the expansion and transformation of state administrative capacities. Combining original historical research with the analysis of secondary sources, Orloff's work is an excellent example of the use of comparative and historical methods to answer questions about macropolitical transformation, such as the origin of the welfare state. The Politics of Pensions outlines an original, interdisciplinary approach that will appeal to a wide variety of readers: political sociologists interested in the state, social workers and specialists in old age policy, and comparative researchers of all disciplines engaged in research on the welfare state.
