Absorption spectroscopy, solubility experiments, scanning electron microscopy and photon correlation spectroscopy were utilized. The species PuO$sb2{rm H}sb2{rm PO}sb4sp{+}$ and PuO$sb2{rm (H}sb2{rm PO}sb4{rm )}sb2$ formed at pH $$ 2.4. The aqueous plutonium concentration was 10$sp{-5}$ M at pH from 3.5 to 6 and 10$sp{-6}$ M at pH from 6 to 8. Plutonium(VI) favored complexation with phosphate only at Pu(VI) concentrations greater than 1.5 $times {rm 10}sp{-4}$ M. Evidence exists that mixed phosphate-carbonate species were formed. The species (PuO$sb2{rm HPO}sb4$)$sb{rm n}$ and (PuO$sb2{rm NaPO}sb4$)$sb{rm n},$ characterized by absorption bands at 842.3 $pm$ 0.05 nm and 846 $pm$ 0.05 nm, are formed at pH between 2.4 and 9. The species (PuO$sb2{rm HPO}sb4$)$sb{rm n}$ has $varepsilon$ = 340 $pm$ 20, log $beta$ = $-$4.32 + 10.73n $pm$ ($-$0.20 + 0.41n) and log $betasp{T}$ = log $beta$ + 1.2n $pm$ ($-$0.10 + 0.41n). The species (PuO$sb2{rm NaPO}sb4{rm )}sb{rm n}$ has $varepsilon$ = 380 $pm$ 20 and log $betasp{T}sb{846}$ = log $betasp{T}sb{842}$ - (4.4 $pm$ 0.3)n. At pH $>$ 9, Pu(VI)-phosphate species formed with absorption bands at 857 $pm$ 1 nm ($varepsilon$ = 200 $pm$ 30) and 866 nm ($varepsilon$ = 123 $pm$ 15).

They will also utilize techniques such as X-ray absorbance spectroscopy and small-angle neutron scattering for determining plutonium and uranium speciation in all separation stages. The project started in April 2005 and is scheduled for completion in March 2008.

Book excerpt: The stability fields for dilute Pu-carbonate species versus pH (8.4 to 12.0) and total carbonate concentrations (3 mM to 1.0 M) have been mapped-out using photoacoustic absorption spectroscopy (PAS). At least four different plutonium species, characterized by absorption peaks at 486, 492, 500, and 513 rim, have been found. A redox change to a Pu(VI) complex can not account for the speciation change associated with the first two spectra (486 and 492 nm peaks). Moreover, the data are consistent with what is predicted from a previous YMP milestone. This previous study was performed under very different conditions of plutonium concentration and carbonate/pH changes, and extension of these conditions to much lower Pu concentrations and to more neutral pHs was made possible with PAS spectroscopy. These new results reinforce the previous results by extending the range of direct observation and by eliminating other possibilities such as dimerization/polymerization reactions. As bicarbonate concentration is increased from .01 M to 1.0 M at pH=8.4 to 8.9, predominately [Pu(OH)[sub x+1](CO[sub 3])[sub y]][sup 4-(x+2y)] (492 nm peak) is converted to [Pu(OH)[sub x](CO[sub 3])[sub y+l]][sup 4-(x+2y+2)] (486 nm peak). The starting stoichiometry (x and y values) remain undetermined, but the effect of ionic strength and temperature indicate that the 486 nm species is highly charged, and therefore x+2y[ge]3. The temperature effect on the equilibrium between these two species was also investigated, with the species giving rise to the 486 nm peak reversibly losing importance at elevated (50 and 75[degrees]C temperatures).

Laser photoacoustic spectroscopy (LPAS) and absorption spectrometry were used to characterize the Pu(IV)-citrate and Pu(IV)-nitrilotriacetic acid (NTA) complexes at concentrations of 10−3--10−7 M in aqueous solution. Good agreement was observed between the band shape of the LPAS and absorption spectra for the Pu(IV)-NTA complex. Agreement for the Pu(IV)-citrate complex was not quite as good. In both cases, a linear dependence of the LPAS signal on laser power and total concentration of the complexes was noted. This work is part of an ongoing research effort to study key subsurface interactions of plutonium-organic complexes.

Large quantities of existing nuclear waste must be treated to encapsulate the radioactivity in a form suitable for disposal. The treatment of this waste, due to its extreme diversity, presents tremendous engineering and scientific challenges. Geologic isolation of transuranic waste is the approach currently proposed by all nuclear countries for its final disposal. To be successful in this endeavor, it is necessary to understand the behavior of plutonium and the other actinides in relevant environmental media. Conceptual models for stored high level waste and waste repository systems present many sCientific difficulties due to their complexity and non-ideality. For example, much of the high level nuclear waste in the US is stored as alkaline concentrated electrolyte materials, where the chemistry of the actinides under such conditions is not well understood. This lack of understanding limits the successful separation and treatment of these wastes. Also, countries such as the US and Germany plan to dispose of actinide bearing wastes in geologic salt deposits. In this case, understanding the speciation and transport properties of actinides in brines is critical for confidence in repository performance and risk assessment activities. Many deep groundwaters underlying existing contaminated sites are also high in ionic strength. Until recently, the scientific basis for describing actinide chemistry in such systems was extremely limited.
