Long before the development of powerful commercial fishing vessels, tribal communities sought fish and other marine life for food and ceremonial purposes. Today, there is a significant tourism sector around diving and snorkelling.Commercial and recreational fisheries often compete for the same fish stock. Together these two groups compete with those who wish to promote a 'look but don't take' attitude to fish. And in some cases, traditional indigenous fishers have special demands that can be inconsistent with the needs of other groups.The limited nature of fish stocks can lead to arguments between these different groups. Too often the arguments are based on a wrong use of economic data. Access to and sharing of fisheries resources need not necessarily be based on economic data and principles, but if they are, the proper approach must be used.This book sets out in clear language, with simple examples, the correct economic method to be used. The aim is to improve decision-making so that everyone can enjoy a seafood meal, drop a line in the water or observe fish in a natural environment without unnecessary conflict.

Although agriculture accounts for less than 2% of the gross domestic product of the OECD countries, it occupies over 35% of their total land area. Predominantly rural regions, where agriculture remains particularly important, contain almost one quarter of the population of OECD countries. The past quarter century has witnessed signi?cant changes in agricultural po- cies in OECD countries. Although total support remains high, a shift has taken place from price-linked measures to direct income support, most notably in the European Union. Policies have been adapted to meet pressing social concerns, such as ens- ing food security and improving environmental quality. OECD countries face major economic issues due to the ageing of their populations and the need to adapt to gl- alization and increasing competition from emerging economies. Continued pressure to reform agricultural policies will be exerted by the need to economize on the use of scarce public resources. At the same time, agriculture faces new challenges g- erated by climate change, the “greening” of the economy, increasing scarcity of energy and water, and the demands placed on the food system by an expanding world population.

Several recurrent themes emerge from the diverse case studies and descriptions of programs. For example, most chapters discuss the necessity to move from reactive (compensatory) to preventive policies. This theme has implications for use of insurance in developing countries, e.g. is insurance encouraging investments to help countries avoid disasters or is it acting mostly in a humanitarian way to compensate for losses to help people? Several authors point to the importance of risk assessment and to developing risk based policies for drought. This raises statistical issues of how such assessments of uncertainty and risks are done and how they relate to actual occurrence of events. Most chapters call for more inter-sectoral policies, policies which integrate water resources management approaches and to the necessity of raising public awareness of droughts in times of no drought.
