How persuasive are these arguments, and on what bases should we judge them? How Terrorism is Wrong collects articles by Virginia Held along with much new material. It offers a moral assessment of various forms of political violence, with terrorism the focus of much of the discussion. Here and throughout, Held examines possible causes discussed, including the connection between terrorism and humiliation. Held also considers military intervention, conventional war, intervention to protect human rights, violence to prevent political change, and the status and requirements of international law. She looks at the cases of Rwanda, Kosovo, Iraq, and the Israeli/Palestinian conflict. Care is obviously antithetical to violence since violence destroys what care takes pains to build; but the ethics of care recognizes that violence is not likely to disappear from human affairs, and can offer realistic understandings of how best to reduce it.

Book excerpt: Sexual violence against men is an under-theorised and under-noticed topic, though it is becoming increasingly apparent that this form of violence is widespread. Yet despite emerging evidence documenting its incidence, especially in conflict and post-conflict zones, efforts to understand its causes and develop strategies to reduce it are hampered by a dearth of theoretical engagement. One of the reasons that might explain its empirical invisibility and theoretical vacuity is its complicated relationship with sexual violence against women. The latter is evident empirically, theoretically, and politically, but the relationship between these violences conjures a range of complex and controversial questions about the ways they might be different, and why and how these differences matter. It is the case that sexual violence (when noticed at all) has historically been understood to happen largely, if not only, to women, allegedly because of their gender and their ensuing place in gender orders. This begs important questions regarding the impact of increasing knowledge about sexual violence against men, including the impact on resources, on understandings about, and experiences of masculinity, and whether the idea and practice of gender hierarchy is outdated. This book engages this diverse set of questions and offers fresh analysis on the incidences of sexual violence against men using both new and existing data. Additionally, the authors pay close attention to some of the controversial debates in the context of sexual violence against men, revisiting and asking new questions about the vexed issue of masculinities and related theories of gender hierarchy. But in an era of international terrorism and counter-terrorism, should we not also reverse the question to ask ‘what is political about violence?’ Using interviews with ex-militants from Italian leftist struggle of the 1970s and the Cypriot anti-colonial militancy of the 1950s, Heath-Kelly explores the political utility of violence. Studies of conflict and international politics rarely address how killing and injuring function to win wars or overturn regimes. But by rejecting conceptions of violence as a means-to-an-end found in the works of Clausewitz and Arendt, this book draws upon studies of pain to explore the ways in which armed struggle produces new political subjects and regimes, and discredits others, through experiences of violence. Using Elaine Scarry’s conception of pain as ‘world-destroying’ and Walter Benjamin’s delineation of violence as either lawmaking or law-preserving to frame ex-militant discussions of participation in armed struggle, the book contributes a pathbreaking empirical exploration of violence to international politics literatures - moving the study of political violence away from an understanding of violence as just a means-to-an-end. Drawing out insights that have a far wider resonance and significance for the analysis of the ‘politicality’ of political violence, this work will be of interest to students and scholars in areas such as international relations, security studies and international relations theory.
