Book excerpt: The major problem in the Department of Defense's acquisition of software systems is the growing number of cost and schedule overruns that result in failed software acquisitions. Cost and schedule overruns are the consequence of the software development models selected, inaccurate estimation of size, time, and cost, the instability of user requirements, and poor decision-making by acquisition managers. Commercial practices of requirements definition, vendor selection, development process, business practices, integration, development, and testing, maintenance, and rights in data were compared with equivalent Department of Defense practices. Commercial solutions are the implementation of open source standards and architectures, iterative software developments, increased collaboration among competing vendors, and the incorporation of software reuse. The Department of Defense's non-profit venture capital models utilize key practices, such as deal syndication and incremental funding, which are instrumental in managing risk and could be incorporated into how the DoD acquires software.

Defense acquisition policy calls for such improvements related to software but makes no explicit mention of a product line approach as an option. Although policy gives program managers sufficient flexibility to adopt a product line approach, there is little awareness of this possibility and considerable uncertainty concerning when and how to do it. This note presents a vision for software product lines as an acquisition focus and suggests extensions to current Department of Defense policy and practices to increase the awareness of and receptivity to product line acquisition as a viable alternative.

The project was designed to answer questions of program operation and effectiveness, including the quality of the research projects being conducted under the SBIR program, the commercialization of the research, and the program's contribution to accomplishing agency missions. This report summarizes the presentations at a symposium exploring the effectiveness of Phase III of the SBIR program (the commercialization phase), during which innovations funded by Phase II awards move from the laboratory into the marketplace. No SBIR funds support Phase III; instead, to commercialize their products, small businesses are expected to garner additional funds from private investors, the capital markets, or from the agency that made the initial award.
