Book excerpt: This publication is the product of an international effort to develop a novel approach to the comprehensive assessment of national energy systems within a sustainable development context. It represents the first of a series of national studies being conducted through a partnership initiative under the World Summit on Sustainable Development and the United Nations Commission on Sustainable Development. The study comprises a quantitative and qualitative analysis of Brazil's energy needs, supply and security; domestic resources; technology development and innovation; and alternative future scenarios taking into consideration sustainable development criteria and goals defined by Brazilian experts. Social, economic and environmental issues and trends are examined in detail using statistical analysis of historical data, integrated demand and supply modeling systems and energy indicators for sustainable development. The quantitative assessment is accompanied by discussions of major institutional and infrastructural considerations. The report summarizes the analyses, identifies major energy priority areas for Brazil and explores policy options useful to decision makers and specialists in energy and the environment.--Publisher's description.

Book excerpt: This comprehensive treatment of environmental impact assessment (EIA) provides an authoritative contemporary review of theory and practice over the past ten years. EIA is viewed as both science and art, reflecting the concern both with technical aspects of appraisal and the effects of EIA on the decision-making process. Adopted in many countries, with different degrees of enthusiasm, since its inception in the early 1970's, EIA is established as a major procedure for assessing the environmental implications of legislation, the implementation of policy and plans and the initiation of development projects. EIA is increasingly an essential part of environmental management

Book excerpt: The book investigates why a country facing issues that needed to be tackled nationwide chose to decentralize when it moved from authoritarianism to democracy. It discusses the events of the Brazilian constituent assembly and investigates the results of decentralization at the subnational sphere. The results suggest that there was a lack of social consensus on what was to be achieved by decentralization. They suggest that political and economic factors influence the outcomes of decentralization, thus exposing the limits of decentralization on policy results.

Available in PDF, EPUB and Kindle. Book excerpt: The right to a healthy environment has been the subject of extensive philosophical debates that revolve around the question: Should rights to clean air, water, and soil be entrenched in law? David Boyd answers this by moving beyond theoretical debates to measure the practical effects of enshrining the right in constitutions. His pioneering analysis of 193 constitutions and the laws and court decisions of more than 100 nations in Europe, Latin America, Asia, and Africa reveals a positive correlation between constitutional protection and stronger environmental laws, smaller ecological footprints, superior environmental performance, and improved quality of life.

Book excerpt: At the end of March 1992 the European Commission adopted the fifth of its environmental action programmes designed to protect and enhance the quality of the environment in the European Community. Due to run from 1993-2000 the 5th programme, entitled "Towards Sustainability" is a departure from the four previous programmes: the adoption of the single European Act has for the first time given the Community a constitutional mandate to take environmental protection measures. The previous programmes were very much reactive, "end of the pipe" strategies which responded to environmental problems after they had occurred.

Book excerpt: Electric and Hybrid Vehicles: Power Sources, Models, Sustainability, Infrastructure and the Market reviews the performance, cost, safety, and sustainability of battery systems for hybrid electric vehicles (HEVs) and electric vehicles (EVs), including nickel-metal hydride batteries and Li-ion batteries. Throughout this book, especially in the first chapters, alternative vehicles with different power trains are compared in terms of lifetime cost, fuel consumption, and environmental impact. The emissions of greenhouse gases are particularly dealt with. The improvement of the battery, or fuel cell, performance and governmental incentives will play a fundamental role in determining how far and how substantial alternative vehicles will penetrate into the market. An adequate recharging infrastructure is of paramount importance for the diffusion of vehicles powered by batteries and fuel cells, as it may contribute to overcome the so-called range anxiety."" Thus, proposed battery charging techniques are summarized and hydrogen refueling stations are described. The final chapter reviews the state of the art of the current models of hybrid and electric vehicles along with the powertrain solutions adopted by the major automakers.
