Book excerpt: Excerpt from A Treatise on the Practice of the Pension Bureau: Governing the Adjudication of Army and Navy Pensions 1. On the filing of a claim it is stamped in the Mail Division with the date of its receipt. The receipt of increase claims, and of original claims when accompanied by evidence, is acknowledged by the Mail Division. 2. All claims are sent by the Mail Division to the Record Division, where they are examined as to the formality of the declaration and attorneyship. If the declaration is formal in all particulars, the standing of the attorney is properly indorsed thereon, and a search is then made to ascertain whether a prior claim has been filed. If not, it is jacketed, numbered and recorded in the State service records and also in the three-letter combination book. In original claims a notification card is sent to the attorney, whether it is a duplicate or not, and if not a duplicate, a notification card is also sent to the claimant. The applications are then sent to the divisions to which they belong. If the declaration is found to be informal in any particular, and the informality is of such a character as to affect its validity, it is returned to the attorney or claimant with a letter indicating the nature of the informality for correction. All claims based upon service prior to March 4, 1861, and Navy claims are sent to the Old War and Navy Division, where they are jacketed and recorded. 3. The first action to be taken by an adjudicating division is to determine whether the allegations contained in the declaration are sufficient, if sustained, to constitute a claim for pension. It is all important that it contains a clear and intelligent description of all disabilities for which pension is claimed and the manner in which the same were contracted.
