Book excerpt: Excerpt from A Treatise on the Elementary Education Acts, 1870-1891: With the Acts in an Appendix T is a trite but true observation that the history of public Elementary Education in England is an illus tration of the law which characterises the growth of so many of our national institutions, in that it originated in the convictions and efforts of individuals or private bodies, and only when it appeared to have outgrown the means or the powers of the original promoters, did the State step in to gather up their work and place it on the basis of a national institution. At the beginning of the present century an impulse was given to popular education by the formation of two great educational societies - the British and Foreign Schools Society in 1808, and the National Society in 1811, both supported by voluntary contributions. Previous to 1811 the work of furthering Elementary Education had been undertaken by a sub-committee of the Society for Promoting Christian Knowledge. Public attention began thenceforth to be more and more directed to the subject. In 1816 a committee of the House of Commons, of which Mr. (afterwards Lord) Brougham was chairman, re ported that they had found reason to conclude that a very large number of poor children were wholly without the means of instruction. One of the reports of this committee contains the first public assertion of the prin ciple that the education of the people is a matter in which the State has a vital concern. Excerpt: ...by the charter to extend the Municipal Corporation Acts to the municipal borough to be created by the charter, the Committee of Council may settle a scheme for the adjustment of the powers, rights, privileges, franchises, duties, property, and liabilities of any then existing local authority whose district comprises the whole or part of the area of that borough, either with or without any adjoining or other place, and also of any officer of that authority. "2. The scheme, so far as it appears to the Committee of Council to be necessary or proper for carrying into effect the said adjustment as regards any local authority existing at the time of the making of the scheme, may contain provisions for the continuance of that authority, or for the abolition total or partial of that authority, or for the creation of another authority or authorities, and the alteration of the district of the existing local authority, and the union or other relation of the existing local authority and the authority or authorities so created, and for the continuance, modification, transfer, vesting, and extension to the whole of the borough of all or any of the powers, rights, privileges, franchises, duties, property, and liabilities of the existing local authority, and may contain such provisions as appear to the Committee of Council to be necessary or proper for fully carrying into effect any such adjustment and provisions as aforesaid. As late as 1870, a substantial proportion of working class pupils receiving an elementary education were attending private schools, run by the working class itself, instead of schools which were publicly sponsored. Previous studies in this area have concentrated on the latter, however, the author of this study adopts a wider approach by focusing on the relation between the working-class and education, in order to demonstrate the nature of the class-cultural conflict that existed. Two main methods of investigation are employed: the pattern of working-class responses to the official educational provision are charted and the positive traditions of independent working-class educational activity are analysed. These traditions formed a part of the foundation on which resistance to official education was based. This thoroughly researched book extends our understanding of this hitherto neglected area in the history of education.
