In the second year of the Confederacy the tendency of the financial policy was variously interpreted. The practice of the Administration was to make cheerful reports on the condition of the public credit. The press was in the main conservative and loyal and not disposed as yet to judge harshly the Treasury methods, excepting the utterances101 of the Richmond Examiner. There was a popular notion of vast resources in the South, and none but the ignorant or timid dared question whether its debts could be paid, however enlarged. But the proposition in Congress of a high rate of taxation brought forth very divergent opinions on the economic measures feasible and adequate. A bill was reported September 23 by Mr. Kenner, of Louisiana, chairman of the Ways and Means Forced Loan Rejected. Committee, which provided for the levy of a uniform income tax of 20%. This was to be assessed on January 1, 1863, on the gross products of the year 1862. All sources of income were liable except bonds and Treasury notes. The minimum exemption of total products and income was $500. In return for paying this tax, the collectors were to give bonds of the Treasury, called "Income Tax Bonds," bearing 6% interest and the principal payable from 10 to 30 years. This plan was thus a forced loan under the name of a tax. The line of support of the bill by Mr. Kenner gave the type of the new resolute policy that would have repaired earlier mistakes. His argument102 was that things Apr. 4, Apr. 11, .Sept. 16, 1862, etc. Richmond Sentinel, Examiner, Sept. 23, 1862. had been going smoothly, but now the time had come for vigorous action. When the rift between North and South had been finalized in secession, the Confederacy moved to extend their traditions to the west-a long-sought goal that had been frustrated by northern states. It was a common sentiment among Southerners and especially Texans that Mexico must be rescued from indolent inhabitants and granted the benefits of American civilization. Blood and Treasure, written in a readable narrative style that belies the rigorous research behind it, tells the story of the Confederacy's ambitious plan to extend a Confederate empire across the continent. Led by Lieutenant Colonel John R. Baylor, later a governor of Arizona, and General H. H. Sibley, Texan soldiers trekked from San Antonio to Fort Bliss in El Paso, then north along the Rio Grande to Santa Fe. Fighting both Apaches and Federal troops, the half-trained, undisciplined army met success at the Battle of Val Verde and defeat at the Battle of Apache Canyon. Finally, the Texans won the Battle of Glorieta Pass, only to lose their supply train--and eventually the campaign. Pursued and dispirited, the Confederates abandoned their dream of empire and retreated to El Paso and San Antonio. Frazier has made use of previously untapped primary sources, allowing him to present new interpretations of the famous Civil War battles in the Southwest. Using narratives of veterans of the campaign and official Confederate and Union documents, the author explains how this seemingly far-fetched fantasy of building a Confederate empire was an essential part of the Confederate strategy. Had the South succeeded in the purposes with which that war was undertaken it would have divided the American Republic into two separate and independent confederations of states, the Union and the Southern Confederacy. The North having succeeded, no such division was accomplished, but none the less was a revolution wrought as has been suggested in the introductory chapter of this work. Familiarly, and by way of convenience, we are accustomed to call this "The Civil war," in contra-distinction from those other wars in which the American power has been arrayed against that of foreign nations. But the term "Civil war," as thus applied, is neither accurate nor justly descriptive. In all that is essential to definition this was a public and not a civil war and it is necessary to a just understanding of the struggle and its outcome to bear this fact in mind. Otherwise the entire attitude and conduct of the Federal government toward its antagonist must be inexplicable, inconsistent and wanting in dignity. The Southern States asserted and undertook to maintain by a resolute appeal to arms, their right to an independent place among the nations of the earth. In the end they failed in that endeavor. But while the conflict lasted they so far maintained their contention as to win from their adversary a sufficient recognition of their attitude to serve all the purposes of public rather than civil war. They instituted and maintained a government, with a legislature, an executive, a judiciary, a department of state, an army, a navy, a treasury, and all the rest of the things that independent nations set up as the official equipment of their national housekeeping. Not only did foreign powers recognize their right to make war, not as rebels but as legitimate belligerents entitled to all the consideration that the laws of civilized war guarantee to nations, but the United States government itself made similar recognition of the South's status as a power possessed of the right to make war.
