Then it proposes M&E frameworks at the national and grassroots levels following such order as the introduction, key M&E elements, indicator framework, and operational framework. Next, it looks at the issues of data sources, data collection, and capacity building, focusing on the institutionalization of the M&E system in the public EAS. Finally, it introduces the commonly used tools and methods of data analysis, focusing on the weighting of indicators, scoring methods, and integrated analytical frameworks.

This study aimed to enhance efforts exerted by Egypt’s NARS in the field of developmental research by formulating an integrated and coherent approach for research and dissemination of proven technologies and practices. Such approaches are expected to address key bottlenecks and provide the needed direction and means for sustainable improved implementation of AR4D. This can ultimately lead to enhancing and empowering the capacity of Egypt’s NARS to better inform and influence policies and facilitate institutional changes required in the agricultural sector. As part of the efforts of the Food and Agriculture Organization of the United Nations (FAO) to support and strengthen NARS’ research impact and their links to extension service systems, the present assessment was carried out to establish a deeper insight into challenges and opportunities that are facing NARS in Egypt.

Download or read book Terminal evaluation of the project “Strengthening capacities of agricultural producers to cope with climate change for increased food security through the Farmer Field School approach in Mozambique” written by Food and Agriculture Organization of the United Nations and published by Food & Agriculture Org.. This book was released on 2023-09-12 with total page 104 pages. Available in PDF, EPUB and Kindle. Book excerpt: Mozambique is a low income country, with almost 70 percent of the population living in rural areas. Farmers suffer from lack of access to technology and qualified technical services. The country is also extremely vulnerable to increasingly prevalent natural phenomena, such as cyclones Dineo, Idai and Kenneth, which destroyed crops and agricultural infrastructure between 2017 and 2019. The country faces challenges in implementing regulatory instruments for the integration of practices climate change adaptation (CCA) in the agricultural sector. The Government of Mozambique, the Food and Agriculture Organization of the United Nations (FAO) and the Global Environment Facility (GEF) have joined efforts to increase the capacity of Mozambique's agricultural and pastoral sectors to deal with climate change. The project generated relevant results, including the incorporation of specific actions for CCA in strategic plans at ministerial level and in Economic and Social Plans and District Budgets (PESOD); the preparation of Mozambique's nationally determined contribution (NDC); the creation of local and community plans to adapt to climate change; the installation of 11 agrometeorological stations and greater financial autonomy for beneficiary women. The evaluation recommended that FAO support the government to ensure the integration of CCA into key policy documents and the integration of the Farmer Field Schools (FFS) into future rural development programmes, including the new Sustenta Programme, and that, in future programmes, FAO will focus on developing value chains and promoting farmers' access to markets.

Book Synopsis Evaluating the Impact of Development Projects on Poverty by : Judy L. Baker
Download or read book Evaluating the Impact of Development Projects on Poverty written by Judy L. Baker and published by World Bank Publications. This book was released on 2000 with total page 185 pages. Available in PDF, EPUB and Kindle. Book excerpt: Despite the billions of dollars spent on development assistance each year, there is still very little known about the actual impact of projects on the poor. There is broad evidence on the benefits of economic growth, investments in human capital, and the provision of safety nets for the poor. But for a specific program or project in a given country, is the intervention producing the intended benefits and what was the overall impact on the population? Could the program or project be better designed to achieve the intended outcomes? Are resources being spent efficiently? These are the types of questions that can only be answered through an impact evaluation, an approach which measures the outcomes of a program intervention in isolation of other possible factors. This handbook seeks to provide project managers and policy analysts with the tools needed for evaluating project impact. It is aimed at readers with a general knowledge of statistics. For some of the more in-depth statistical methods discussed, the reader is referred to the technical literature on the topic. Chapter 1 presents an overview of concepts and methods. Chapter 2 discusses key steps and related issues to consider in implementation. Chapter 3 illustrates various analytical techniques through a case study. Chapter 4 includes a discussion of lessons learned from a rich set of 'good practice' evaluations of poverty projects which have been reviewed for this handbook.
Book Synopsis Agricultural Policy Monitoring and Evaluation 2024 Innovation for Sustainable Productivity Growth by : OECD
Download or read book Agricultural Policy Monitoring and Evaluation 2024 Innovation for Sustainable Productivity Growth written by OECD and published by OECD Publishing. This book was released on 2024-11-06 with total page 660 pages. Available in PDF, EPUB and Kindle. Book excerpt: This annual report monitors and evaluates agricultural policies in 54 countries, including the 38 OECD countries, the five non‐OECD EU Member States, and 11 emerging economies. It finds that despite some modest declines in recent years, support to agriculture has remained close to recent historical highs. While changes in support have been limited, agricultural policies have been both reactive and proactive, boosting the sector’s capacity to respond to current challenges while aiming to ensure that food systems are fit for purpose as future conditions evolve. This year’s report focuses on policies fostering sustainable productivity growth in agriculture. Governments are applying a large variety of approaches to improve productivity while preserving natural resources and reducing agricultural greenhouse gas emissions. The report notes, however, that clearly defined targets related to sustainable productivity growth and measurable indicators of progress are important to ensure that policies achieve their stated objectives. The report also notes that making more effective use of producer support to promote innovation and environmental sustainability on the farm, and refocusing overall support towards targeted R&D, can better leverage public spending to deliver public goods and sustainable productivity growth. In line with the 2022 OECD Agriculture Ministerial Declaration, the report identifies a seven-point policy agenda for making agriculture more sustainable, productive and resilient, and for improving the effectiveness and efficiency of agricultural support and markets.
