Book excerpt: The performance evaluation system, successfully applied in Korean public enterprises, has four essential prerequisites: (1) parallel reforms to increase managerial autonomy and skills, (2) reliable and timely information, (3) adequate skills to supervise and evaluate, and (4) political will. The paper suggests ways to build up and compensate for the first three requirements; there is no substitute for the fourth.

Available in PDF, EPUB and Kindle. Book excerpt: This book analyzes state-owned enterprises (SOEs), which are still significant players in many Asian economies. They provide essential public services, build and operate key infrastructure, and are often reservoirs of public employment. Their characteristics and inherent competitive advantages as publicly owned enterprises allow them to play these critical roles. Their weaknesses in governance and inefficiencies in incentive structures, however, also often lead to poor performance. SOEs must be efficient, transparent, and accountable to level the playing field for private companies, secure the growth of a vibrant private sector, and achieve sustained and inclusive economic growth. This book analyzes the reform of SOEs in Asia, the results of which are mixed. The volume concludes that some key conditions generally need to be met for SOE reforms to be successful: national bureaucracies must have the capacity to implement the reforms, and adverse impacts on international trade and investment must be avoided.

This book was released on 2019 with total page pages. Available in PDF, EPUB and Kindle. Book excerpt: Based on the need for balance between autonomy and accountability in the management model of public institutions, an active discussion is needed for improvement of the evaluation system. A comprehensive control structure for better performance needs a smart evaluation system. However, from the perspective of the Organisation for Economic Co-operation and Development (OECD)'s guidelines for reforming the governance of state-owned enterprises (SOEs), comprehensive approval of the specific interference and influence of government concerning the operation of individual SOEs has many problems. Therefore, it is important to look for the balance point between standardization and customization. Ruminating on the Republic of Korea's SOE evaluation system with its 35-year history gives us many insights. Through historical institutionalism, we have learned that proper harmonization between structural reform on the hardware side and improvement of the program on the software side is extremely important, and it can be stably integrated into a systematic monitoring system. In accordance with that, it is necessary to design reform that takes into consideration the characteristics of individual institutions such as ownership structure, marketability, public interest, the size of the institution, etc., and to enhance the evaluation system for effective implementation. Every time a new administration emerges, privatization, structural reform, and the coordination of functions are essential processes to adapt to changes in the environment, and such improvement in the evaluation system of SOEs in the Republic of Korea so far shows moderate results. The fact that one system survived 35 years in the dynamic Republic of Korea proves it.

Available in PDF, EPUB and Kindle. Book excerpt: Public enterprises have played a central part in the development of all mixed economies in the post-war period, but they are now in a crisis phase. Privatisation has pushed back the level of public enterprise almost throughout the world. Where public enterprises remain, they are being brought under significant reforms. Originally published in 1991, this book presents a comprehensive critique of public enterprise, analysing why its performance has fallen far short of expectations. Part one is concerned with the establishment of public enterprises: the case for them, the circumstances in which they emerged, the extra enterprise objectives attached to them, and the decisions on their investment feasibility and capital structure. Part two looks at the working of public enterprises: the state of their financial performance, the peculiarities of pricing, the determination of targets which they should meet, the continuous monitoring and evaluation of their operations. Macro concerns are the focus of Part three. Among the issues addressed are the level of indirect taxation and subsidisation implicit in the pricing structures of public enterprises, the links between public enterprise and the public exchequer and the implications of their operations for distributional equity. In Part four the extent to which privatisation can solve the problems of public enterprise is discussed. The book ends with some broad conclusions on the future of public enterprise. Throughout, the approach is analytical, but the arguments are supported by extensive examples from both developed and developing economies.

Book excerpt: The debate over how far governments should intervene in economies in order to promote economic growth, a debate which from the 1980s seemed settled in favour of the neo-liberal, non-interventionist consensus, has taken on new vigour since the financial crisis of 2008 and after. Some countries, most of them in industrialised Asia, have survived the crisis, and secured equitable economic growth, by adopting a developmental state model, whereby governments have intervened in their economies, often through explicit support for individual companies. This book explores debates about government intervention, assesses interventionist policies, including industrial and innovation policies, and examines in particular the key institutions which play a crucial role in implementing government policies and in building the bridge between the state and the private sector. The countries covered include China, India, South Korea, Malaysia and Taiwan, together with representative countries from Europe and Latin America.
