Book excerpt: This book is an outcome of a research project on "Sustainable Forestry and the Environment in Developing Countries". The project has been run by Metsantutki muslaitos METLA -the Finnish Forest Research Institute since 1987 and will be completed this year. A major output by this project has so far been a report in three volumes on "Deforestation or development in the Third World?" The purpose of our multidisciplinary research project is to generate new knowl edge about the causes of deforestation, its scenarios and consequences. More knowledge is needed for more effective, efficient and equitable public policy, both at the national and intemationallevels in supporting sustainable forestry in develop ing countries. Our project has specifically focused on 90 tropical countries as one group and on three subgroups by continents, as well as the three case study countries, the Philippines, Ethiopia and Chile. The University of Joensuu has been our active partner in the Philippine study. We have complemented the three cases by the analyzes of Brazil and Indonesia, the two largest tropical forest-owning countries. Some other interesting country studies were annexed to complement our book both by geography and expertise. The United Nations University, World Institute for Development Economics Research, UNUIWIDER in Helsinki Finland has also been partly engaged. Most of the results from its project on "The Forest in the South and North in Context of Global Warming" will, however, be published later in a separate book.

Book excerpt: Until recently, considerably more attention was paid to using forests to mitigate climate change, through the absorption of carbon dioxide (CO2) from the atmosphere, than there was on considering the need to adapt forests to avoid the worst effects that climate change could have on them. The switch from a mitigation-heavy approach to one that considers adaptation in a more balanced manner underscores the need to have approaches to assess the vulnerability of forests to climate change. One reason for this more balanced focus may be due to the realization by the broader public, governmental organizations and the forest science community that the climate change that has already occurred is permanent in human terms, because it takes centuries for much of the CO2 emitted from fossil fuel sources to be removed from the atmosphere. There are already substantial impacts that are being seen in the world’s forests. These impacts are certain to continue increasing until CO2 emissions drop to lower levels. For that reason, adaptation of the world’s forests requires attention. The approaches to assessing vulnerability can be categorized according to the focus they each provide. Contextual vulnerability addresses current issues of climate and is usually evaluated using participatory techniques with people who live in, or work with, forests. Outcome vulnerability looks at the biophysical vulnerability of forests; it is often used to assess the cause-and-effect of climate change on a biological system. Vulnerability assessments can be highly technical and quantitative, using advanced computer programs and geographic information systems, or they can be based on social science approaches to obtaining qualitative information from people.

Book excerpt: To meet global restoration needs and recover degraded forests and landscapes, adequate public and private investments are required to support restoration activities on the ground. The new FAO publication “Local financing mechanisms for forest and landscape restoration: A review of local level investment mechanisms” examines the pathways available to financing restoration for a positive local level impact. The document provides an in-depth study of how financial mechanisms can be coordinated to maximise the leverage of finance and the adoption of practices at scale across the landscape.By examining some of the accessible investment mechanisms and planning strategies, it aims to support discussions, thinking and decision-making on how to effectively find, select and use investments to provide appropriate incentives and maximize forest and landscape restoration actions. Finally, the publication underlines how facilitators can bridge the gap between smallholders and investors, boosting investments, while promoting local ownership.
