The particular focus of the thesis is on how these reforms have influenced educational quality at junior secondary school level which is part of basic education programme. The centralised national curriculum and examination system in Botswana provides the context within which questions of quality education have been explored. Apparent gaps between policy and practice however raised questions about the ways to enhance quality in education for Botswana schools. This study provides a closer examination of the ways that the reforms have been interpreted and practiced in high performing schools. The introductory part of the study thus focuses on debates about quality in education, with reference to ways to enhance quality in teaching and learning. The literature review engages with the Revised National Policy on Education, (RNPE, 1993). In particular, it looks at the way in which this addresses notions of better quality teaching and learning to improve practice and thus attain quality in education. This part also explores contemporary research and draws on national and international perspectives, arguments, debates and dilemmas underlying the concept of quality in education. Recent developments in education through the Millennium Development Goals (MDGs) and Education For All (EFA) agenda, place particular emphasis on access to quality basic education. These provided a key basis for contemporary thought about the importance of quality education. In the context of developing countries, research points out that most of the written policies and their implementation often seem too complex and ambitious especially if there are other problems that affect the education system. Accordingly written policies tend to represent an ideal curriculum whereas the actual curriculum, implemented in the classroom, provides a totally different picture. Botswana provided a fertile context to explore these dynamics. Understanding the gaps between policy and practice became critical to examine efforts to improve the quality of education in the selected schools. The research was conducted in four of the high achieving junior secondary schools. It explored the policy, curriculum documents, views and practices of teaching and learning in selected core subjects of English, Mathematics and Science. The different respondents, including teachers, students, head-teachers and Ministry of Education officials presented their views as well as practices they engage in to enhance quality education. Classroom teaching observations were undertaken to learn more about the processes of quality education. Key tensions emerged in the Botswana context in which progressive, constructivist forms of education that inform the policy reforms stood in opposition to more traditional and behaviourists' ideas and practices in education. Drawing predominantly on stakeholder perspectives, this study highlights a complex interplay between policy, practice and stakeholder viewpoints that influenced classroom practices and educational quality. This study explored these complexities by focusing on three key dimensions of educational quality which have been highlighted as being important both in policy statements as well as through stakeholder perspectives, namely student centred learning, assessment and school management.
