Groundwater management is a formidable challenge, one that remains one of humanity’s foremost priorities. It has become a largely non-renewable resource that is overexploited in many parts of the world. In the 21st century, the issue moves from how to simply obtain the water we need to how we manage it sustainably for future generations, future economies, and future ecosystems. The focus then becomes one of understanding the drivers and current state of the groundwater resource, and restoring equilibrium to at-risk aquifers. Many interrelated dimensions, however, come to bear when trying to manage groundwater effectively. An integrated approach to groundwater necessarily involves many factors beyond the aquifer itself, such as surface water, water use, water quality, and ecohydrology. Moreover, the science by itself can only define the fundamental bounds of what is possible; effective IGM must also engage the wider community of stakeholders to develop and support policy and other socioeconomic tools needed to realize effective IGM. In order to demonstrate IGM, this book covers theory and principles, embracing: 1) an overview of the dimensions and requirements of groundwater management from an international perspective; 2) the scale of groundwater issues internationally and its links with other sectors, principally energy and climate change; 3) groundwater governance with regard to principles, instruments and institutions available for IGM; 4) biophysical constraints and the capacity and role of hydroecological and hydrogeological science including water quality concerns; and 5) necessary tools including models, data infrastructures, decision support systems and the management of uncertainty. Examples of effective, and failed, IGM are given. Throughout, the importance of the socioeconomic context that connects all effective IGM is emphasized. Taken as a whole, this work relates the many facets of effective IGM, from the catchment to global perspective.

Book excerpt: The efficient use of water resources where both ground and surface water are used may require special policies to rationalize the interaction among pumping by farmers, canal diversions by irrigation system managers, and the physical response of the stream aquifer system. Significant gains in output are possible from more efficient conjunctive use. However, these potential gains are not costless because their realization requires changes in irrigation institutions, methods of irrigation management, and often accompanying investments in drainage facilities. Three broad approaches to the problem have been defined: (i) assignment of well-defined, transferrable legal property rights; (ii) imposition of corrective taxes or subsidies; and (iii) centralized control over the entire resource. The feasibility and institutional implications of these approaches are discussed and several case histories of actual policy responses to the social costs incurred by conjunctive use are reviewed. The prognosis is hopeful, but better information systems, more skilled managers, and institutional reforms are needed.

This region is among the top most water-stressed places in America due to the water scarcity [1]. The Rio Grande is connected hydraulically to the underlying alluvial aquifers. Extraction of groundwater from the alluvial aquifer is suspected to substantially affect the streamflow in the Rio Grande. The present work models the surface water-groundwater system to provide information for the water managers and the other local policy makers. A one-dimensional finite-difference model has been developed that can simulate transient and steady-state surface water. The one-dimensional groundwater model, which is modeled using the implicit finite-difference method, can model the steady-state flow in the alluvium aquifer. The steady-state surface water and groundwater models are coupled using Darcy's law model of the channel-alluvial aquifer exchange. The model simulates conjunctive use of groundwater and surface water considering the interactions of Rio Grande flow with the multi-branched irrigation fields, and municipal and agricultural pumping. This report details the Rio Grande study area, the data collection, and the surface water-groundwater mathematical model.

Not less important are decisions related to groundwater qUality. In fact, the quantity and quality problems cannot be separated. In many parts of the world, with the increased withdrawal of ground water, often beyond permissible limits, the quality of groundwater has been continuously deteriorating, causing much concern to both suppliers and users. In recent years, in addition to general groundwater quality aspects, public attention has been focused on groundwater contamination by hazardous industrial wastes, by leachate from landfills, by oil spills, and by agricultural activities such as the use of fertilizers, pesticides, and herbicides, and by radioactive waste in repositories located in deep geological formations, to mention some of the most acute contamination sources. In all these cases, management means making decisions to achieve goals without violating specified constraints. In order to enable the planner, or the decision maker, to compare alternative modes of action and to ensure that the constraints are not violated, a tool is needed that will provide information about the response of the system (the aquifer) to various alternatives.
