Specific instructional leadership behaviors of superintendents and how they are perceived by teachers have received little attention through research on the topic until recently. The focus of this study was to explore teachers' perceptions of the instructional leadership role of the superintendent, and how their beliefs and values about instructional leadership behaviors of the superintendent affect those perceptions. This study also sought to find how teachers' perceptions of the instructional leadership practices of their superintendent may be affected by their own particular experiential factors, such as experience level teaching discipline and school level. Data for this quantitative study was gathered using a three-part survey, which was completed by teachers from seven component school districts of an upstate Board of Cooperative Educational Services (BOCES) regional district. Instructional leadership behaviors of the superintendent were based on Smith and Andrews' (1989) model, within which four constructs of instructional leadership were used to define the superintendent as an instructional resource, resource provider, communicator, and visible presence. Findings showed a positive correlation between teachers' belief that instructional leadership is an important role of the superintendent and their willingness to work constructively with a superintendent who demonstrates instructional leadership practices. Teachers' level of experience and school level may also have a relationship with the combined variables of teachers' belief in the importance of instructional leadership and their willingness to work constructively with their superintendent in that role, although no statistical significance could be demonstrated.

Specifically, the study focused on rural superintendents who were known as effective instructional leaders and explored their understandings of and motivations for their instructional leadership work, how they fulfilled this work, and how this work was affected by recent federal and state policy initiatives. The study addressed these questions: (a) what are rural school district superintendents' understandings of their role and responsibilities as instructional leader?; (b) what are rural school district superintendents' perspectives on the various facets of instructional leadership?; (c) what do rural school district superintendents actually do to fulfill their roles as instructional leaders?; (d) what are rural school district superintendents' perspectives on their preparation for instructional leadership and their need for continuous professional development?; and (e) how has recent federal and state legislation affected the work of the rural school superintendent as instructional leader? Data were collected through open-ended, phenomenologically oriented interviews with four rural school district superintendents in northeast Washington State. Analysis of the qualitative data resulted in the unearthing of seven major themes: (a) setting direction, (b) supporting the instructional growth of the district, (c) the superintendents' direct involvement with the classroom, (d) acquiring resources for the instructional program, (e) the superintendents' work developing principal instructional leadership, (f) the self-development of the district instructional leader, and (g) challenges faced by rural school district instructional leaders. Each theme also discussed the impact of the rural district context on that theme. Four conclusions were drawn from the study: (a) rural school district superintendents communicate a focus on improved teaching and learning by being heavily engaged in the classrooms observing teaching; (b) rural school district superintendents engage with other rural districts to provide aligned and collaborative professional development; (c) superintendents rely heavily on one another to lead instructionally; and (d) the remote context provides rural school district superintendents with additional and unique challenges to instructional leadership. My hope is that this study will inform effective rural superintendent instructional leadership and lead to discussions regarding policy and research to support superintendents facing rural contextual leadership challenges.

Book excerpt: This study was conducted to identify the self-perceptions of superintendents regarding their instructional leadership practices. The focus of the research was to explore the linkages that exist between these perceptions and factors such as superintendent characteristics and district demographics. In their role as district instructional leaders, superintendents are increasingly held accountable for instruction and the expectation for increased test scores. The data used to explore the research questions were acquired through a survey, the Superintendent's Instructional Leadership Survey (SILS). This instrument was developed by Gwen Boyter and had previously been used to survey superintendent behavior as perceived and self-reported by the superintendents themselves. The questionnaire contained 42 task statements that were intertwined into five task areas relevant to Instruction and Human Resource Development. This study used a Multiple Logistical Regression to explore the relationship between the superintendents' self-perceptions on their instructional leadership role and variables that may significantly influence the superintendents' perceptions. Variables included: school district rating for student performance on the state assessment; percentage of economically disadvantaged and at-risk student groups; and superintendent characteristics, such as age, gender, ethnicity, and years of experience. The SILS was sent as an online survey through Qualtrics.com. Superintendents rated their instructional leadership behaviors on a Likert scale that ranged from "Constant Emphasis" to "No Emphasis." Forty-nine respondents completed a survey, which was 16% of those surveyed. Practical significance was found in the relationship between the superintendents' self-perceptions and two of the variables: (a) the superintendents' age and (b) the district rating. Statistical significance was found on two variables: (a) the percentage of economically disadvantaged students and (b) the percentage of at-risk students. Research findings suggest that it is imperative that superintendents devote specific time to focus on instruction, curriculum, and assessment practices. They must involve stakeholders to collaboratively focus on the instruction goals in order to meet the learning needs of all students. As a result of this study, instructional leadership should be given much consideration in the selection of superintendents. Superintendent preparation programs can use data from the study to better prepare individuals to serve in the capacity of district instructional leaders.

A phenomenological approach was utilized in this qualitative study of the superintendent's role and associated activities performed in a small school district. Five school district employees in each of three districts were interviewed to understand their perceptions of the superintendent's roles and duties as a learning leader. Interview data, field notes and memos were coded to describe categories and framework areas common across the interview responses of the fifteen participants. Four major framework areas identified from the literature and refined during a pilot study provided structure for the analysis: (a) superintendent (principal) as learning leader, (b) teacher as learning leader, (c) outside agency as learning leader, and (d) student learning improvement---general (unidentified leader).
