Book excerpt: This book investigates the case of Hong Kong Special Administrative Region (SAR) of People’s Republic of China, mapping the changing patterns of political-administrative relations affected by the sovereignty change and structural reforms. It identifies the conditions that account for the varied political-administrative relations resulting from these changes, and develops an analytical framework that integrates and adapts theories and models from Western contexts to explain varied political-administrative relations in Hong Kong policymaking. The book tests its hypotheses through a qualitative comparative analysis of 18 cases occurring during the period of 1997–2012. It also conducts a comparative case analysis, which identified alternative causal conditions that were missing in the original framework. The book concludes that civil servants no longer dominate policymaking in Hong Kong after the regime change and structural reforms. While senior civil servants have sustained influence over policymaking processes through codified rules and political appointment, some of them have adapted to the changes in political environment that require more proactive policy styles and more hierarchical loyalty to the Central People’s Government of China than before. The first-hand interview materials presented in the book provide insights about internal political-administrative dynamics rarely accessible from the public domain. These insights provide inside knowledge of the actors, structure and processes of local policymaking in a context of post-colonial transition, and will be of interest to public administration scholars.

Abstract: E-engagement in public policies can be defined as citizens' connection with and participation in making public policies. The primary goal of connecting citizens during making public policies is to improve efficiency of the governance of government and the acceptance of public policies. To enhance public engagement in making public policies, the Hong Kong Government is trying out to take soundings from the community and to gauge public views on the government and public policies through social media platform, such as Facebook, twitters, blogs and so on. To evaluate the implementation of social media of the Hong Kong Government, including how the social media encourages public engagement in public policies, how and why the government employs the views collected from social media platforms in making public policies, framework of Public Involvement Spectrum in Local Governance put forward by the International Association for Public Participation (IAP2), its adapted form developed by Lukensmeyer and Torres and case studies methodology will be applied in this dissertation. This dissertation sought to understand more on the implementation of social media by the Hong Kong Government and what strategy should be applied by the government in e-engagement. This study suggested that the Hong Kong Government tend to use social media to inform, involve and collect views from the public rather than empowering the public in making public policies. And the Hong Kong Government has successfully increased public awareness of certain public policies or issues through social media platform but the acceptance on certain policies or the support rating for the Government may not be benefited from the use of social media. Based on the analysis and observations from this study, it provides a useful and practical roadmap for future study and development of social media in e-engagement. The decade not only witnessed long lines at gas stations but a citizenry that had grown weary and disillusioned. High unemployment, runaway inflation, and the energy crisis, caused in part by U.S. dependence on Arab oil, characterized an increasingly bleak economic situation. As Edward D. Berkowitz demonstrates, the end of the postwar economic boom, Watergate, and defeat in Vietnam led to an unraveling of the national consensus. During the decade, ideas about the United States, how it should be governed, and how its economy should be managed changed dramatically. Berkowitz argues that the postwar faith in sweeping social programs and a global U.S. mission was replaced by a more skeptical attitude about government's ability to positively affect society. From Woody Allen to Watergate, from the decline of the steel industry to the rise of Bill Gates, and from Saturday Night Fever to the Sunday morning fervor of evangelical preachers, Berkowitz captures the history, tone, and spirit of the seventies. He explores the decade's major political events and movements, including the rise and fall of détente, congressional reform, changes in healthcare policies, and the hostage crisis in Iran. The seventies also gave birth to several social movements and the "rights revolution," in which women, gays and lesbians, and people with disabilities all successfully fought for greater legal and social recognition. At the same time, reaction to these social movements as well as the issue of abortion introduced a new facet into American political life-the rise of powerful, politically conservative religious organizations and activists. Berkowitz also considers important shifts in American popular culture, recounting the creative renaissance in American film as well as the birth of the Hollywood blockbuster. He discusses how television programs such as All in the Family and Charlie's Angels offered Americans both a reflection of and an escape from the problems gripping the country.

Abstract: The dissertation assesses the level of autonomy of the Legislative Council (Legco) of the Hong Kong Special Administrative Region (HKSAR) and examines how the Legco exercises its legislative power, scrutinizes public finance and checks the executive in Hong Kong's changing political system. After the return of sovereignty over Hong Kong to China, the initiation power of the legislature of the HKSAR receives more extensive restrictions under the Basic Law than the colonial time. The idea of an executive-led system becomes an official statement in Hong Kong's political system, by stressing which the executive intends to strengthen its authority and to achieve its dominance over the legislature. To provide the basic framework for answering the "how" question, this dissertation first assesses the potential of the Legco by structuring indicators for autonomy of the Legco in two dimensions: external environment and internal characteristics. This dissertation argues that the Legco has structured the institutional framework to underpin legislative autonomy, particulary in the aspects of exclusive authority over internal rules and committee autonomy. In the context, despite the restrictions on its initiation power and stricter agenda control by the executive over time, the Legco since 1998 has played a more active role over time and developed a variety of means by which it can make a difference in public policy and checking the executive. Based on its power to veto or amend legislation and financial proposals, the Legco follows a bargaining model of "anticipated reactions," that is, forcing the executive to proactively make concessions in order to avoid anticipated opposition in the Legco. The Legco also acts as a deterrent body when performing functions without legislative effects. Thus, an accurate description of the executive-legislative relation in the HKSAR is that there are a proactive executive and a reactive legislature, with their relationship oscillating between conflict and cooperation, rather than an executive-led system. In its concluding section, this study suggests that on one hand the representation system and the partisan factor are the most influential indicators which affect the way the Legco makes a difference in public policy and exercises scrutiny of the executive, on the other hand the actual impact of the Legco depends on the development of party politics and whether the Legco can shape clear public expectations and build up effective communication with the citizens. The components unfavourable to these purposes, such as the Functional Constituencies, need to be reformed or dismantled. This study structures the indicators for autonomy of the Legco based on the comparative legislative studies. To assess the actual impact of the Legco, this study uses a mixture of several methods, including quantitative analysis of Hansard and other documents regarding the Legco, case studies of major bills and events, and qualitative interviews with legislators. Using these methods, this dissertation portrays the real picture of the executive-legislative relation in Hong Kong's political system and characterizes the trend of the impact of the Legco from a longitudinal dimension. The protest, known as the Umbrella Movement, called for ‘genuine democracy’, as well as a fairer social and economic system. The book aims to provide a dynamic framework to explain why socioeconomic forces converged to produce such a situation. Examining increasing inequality, rising prices and stagnating incomes, it stresses the role of economic and social factors, as opposed to the domestic political and constitutional issues often assumed to be the root cause behind the protests. It first argues that globalization and the increasing influence of China’s economy in Hong Kong has weighted on salaries. Second, it shows that the oligopolistic nature of the local economy has generated rents, which have reinforced inequality. The book demonstrates that the younger generation, which is still finding its place in society, has been particularly affected by these phenomena, especially with social mobility at a low point. James Reilly shows how Chinese leaders have responded to popular demands for political participation with a sophisticated strategy of tolerance, responsiveness, persuasion, and repression—a successful approach that helps explain how and why the Communist Party continues to rule China. Through a detailed examination of China's relations with Japan from 1980 to 2010, Reilly reveals the populist origins of a wave of anti-Japanese public mobilization that swept across China in the early 2000s. Popular protests, sensationalist media content, and emotional public opinion combined to impede diplomatic negotiations, interrupt economic cooperation, spur belligerent rhetoric, and reshape public debates. Facing a mounting domestic and diplomatic crisis, Chinese leaders responded with a remarkable reversal, curtailing protests and cooling public anger toward Japan. Far from being a fragile state overwhelmed by popular nationalism, market forces, or information technology, China has emerged as a robust and flexible regime that has adapted to its new environment with remarkable speed and effectiveness. Reilly's study of public opinion's influence on foreign policy extends beyond democratic states. It reveals how persuasion and responsiveness sustain Communist Party rule in China and develops a method for examining similar dynamics in different authoritarian regimes.
