All rights not granted by the above license are retained by the author. Abstract: Background Child development is adversely affected by the socioeconomic status of the family and community. In view of the increasing socioeconomic disparity in Hong Kong in the past decade, this proposed study aims at investigating the existence, magnitude, pattern and manifestations of socioeconomic gradients in school readiness of preschool children, as well as interpreting how these are shaped and mediated through families, institutions and the wider communities. Objectives 1) To adapt and validate the Chinese Early Development Instrument (CEDI); 2) To investigate the socioeconomic gradients in school readiness of preschool children in relation to family SES, contextual effect, and family processes. Methods This study employs a cross-sectional research design comprising two stages. Stage one was a stand-alone pilot study to translate and validate the Chinese version of Early Development Instrument (CEDI). A total of 167 K3 children (4 kindergartens) from Hong Kong Island (HKI, the affluent district) and Yuen Long (YL, the disadvantaged district) were recruited. Stage two was the main study to examine socioeconomic gradients in school readiness. 567 K3 children of 21 kindergartens from YL and HKI were recruited. Four hypotheses regarding socio-economic gradients in terms of existence, magnitude, pattern, and mediating mechanism were tested using two-level linear models. Results CEDI showed adequate internal consistency, with Cronbach's alpha ranging from .70 to .95. The concurrent validity of CEDI was established using The Pearson correlations between CEDI and Hong Kong Early Child Development Scale (HKECDS), locally developed direct assessment, ranged from .39 to .66 with statistical significance (pIn the main study, children from YL have a significantly lower total CEDI domain score of emotional maturity (p= .025) and language and cognitive development (p= .01) than their counterparts from HKI. Girls scored significant higher on the total CEDI scores (mean= 44.5, sd= 4.80) than their male counterparts (mean=42.52, sd=6.10), and significantly less proportion of girls than boys were classified as developmentally vulnerable in at least one CEDI domains (26.0% girls vs. 35.8% boys, p=0.12). Hypothesis testing regarding existence of socioeconomic gradient by multi-level modeling suggested a significant association between the overall developmental outcomes of children and family SES index. Testing of kindergarten's contextual effect showed that kindergarten level variables (annual school fees, teacher education background and working experience) accounted for significant proportion of variance in the total CEDI score. Additionally, our results supported the mediating effect of family processes (i.e., frequency of parent-child interactions and management of child digital use at home) in explaining socioeconomic gradients in child developmental outcomes. Conclusions CEDI is a psychometric sound measurement tool for early child development and assessing school readiness in Chinese society. Book excerpt: The study explored teachers' perceptions of how district provided prekindergarten influences academic and social emotional school readiness for first grade students in a low socioeconomic school district in Southern Arkansas. Piaget's Theory of Cognitive Development and Erikson's Theory of Psychosocial Development were the guiding theories. A qualitative case study design was employed. Data was collected through two-round interviews with seven teachers who teach first grade students in a low socioeconomic district in south Arkansas. The interview questions were derived from the Arkansas Child Development and Early Learning Standards. The interviews were transcribed and then coded to derive themes. Findings showed that teachers do perceive that participation in district provided prekindergarten does positively influence social emotional and academic school readiness of first grade students in this low socioeconomic district in southern Arkansas. However, it was not conclusive whether the district provided prekindergarten is the best or only way for children to achieve academic and social emotional school readiness. The implications of these findings on practice, policy, and research were discussed. Implications for practice follow. Teachers may use the Arkansas Kindergarten Readiness Checklist to assess academic and social emotional school readiness of first grade students to create individualized goals to help students advance their readiness skills while providing data that could influence change in the district. This could potentially encourage the district to provide prekindergarten for all eligible students in the district. The implications for policy include districts committing to sharing the importance of prekindergarten through promotion of their program or social media campaigns; or hosting an open house for potential students' parents. Districts may disseminate the readiness checklist to parents as well. Furthermore, districts would look at inequities across the state and use access to district provided prekindergarten to address those when possible. Finally, research implications include a need for a cost analysis to determine the returns on providing prekindergarten to students to avoid later, costly behavior and academic interventions. Further research may be conducted about various preschool experiences and their comparative effectiveness perhaps including more than one district to shed light on a systemic concern for much of Arkansas.

This first issue focuses on "School Readiness: Closing Racial and Ethnic Gaps." For more than 30 years, researchers have seen white children outperform black and other minority children in tests of reading and math skills. Though there is evidence that the gap has narrowed somewhat, the very persistence of this "racial and ethnic gap" remains a source considerable concern for academics, policy professionals and parents. The ethnic and racial gaps appear to reach back to the preschool years. When children reach the school door, minority children exhibit lower school readiness skills, at least those measured by standardized tests, than their white counterparts. From that point forward, the achievement gap only widens. If policy professionals are to address this disparity in academic achievement (and the consequent disparity in later opportunity), the racial and ethnic gap must be examined in the very earliest years, before students begin school with embedded inequalities. This volume critically summarizes the research on the origin and trajectory of the racial and ethnic gap in the early years from several theoretical perspectives. In particular, research is analyzed to determine when these differences start to emerge, in what areas they appear, what factors contribute to their development by the time children enter grade school and what are the long term effects. Though studies have clearly illustrated that education is the primary path to upward mobility, today, educational outcomes are more directly determined by wealth than innate ability and exerted effort. This accounting directly contradicts Americans' understanding of the promise the American Dream is supposed to offer: a level playing field and a path towards a more profitable future. In this book, the authors share their own stories of their journeys through the unequal U.S. education system. One started from relative privilege and had her way to prosperity paved and her individual efforts augmented by institutional and structural support. The other grew up in poverty and had to fight against currents to complete higher education, only to find his ability to profit from that degree compromised by student debt. To directly counter wealth inequality and make education the 'great equalizer' that Americans believe it to be, this book calls for a revolution in financial aid policy, from debt dependence to asset empowerment. The book examines the evidence base supporting Children's Savings Accounts, including CSAs' demonstrated potential to improve children's outcomes all along the 'opportunity pipeline': early education, school achievement, college access and completion, and post-college financial health. It then outlines a policy that builds on CSAs to incorporate a sizable, progressive wealth transfer. This new policy, Opportunity Investment Accounts, is framed as the cornerstone of the wealth-building agenda the nation needs in order to salvage the American Dream. Written by leading CSA researchers, the book includes overviews of the major children's savings legislation proposed in Congress and the key features of prominent CSA programs in operation around the country today, as well as new qualitative and quantitative CSA research.
