Available in PDF, EPUB and Kindle. Book excerpt: Explaining local government, available at last in paperback, uniquely presents a history of local government in Britain from 1800 until the present day. The study explains how the institution evolved from a structure that appeared to be relatively free from central government interference to, as John Prescott observes, 'one of the most centralised systems of government in the Western world'. The book is accessible to A level and undergraduate students as an introduction to the development of local government in Britain but also balances values and political practice to provide a unique explanation, using primary research, of the evolution of the system.

This book was released on 2015 with total page 114 pages. Available in PDF, EPUB and Kindle. Book excerpt: In January 2013 three lay members became part of a new Committee on Standards. As a result of the lay members' reflections on the experience of their first year in office the Committee on Standards decided to undertake a comprehensive review of the standards system in the House of Commons. There has been a decline in public trust, not just in politics but in other institutions. The expenses scandal played a significant part in reducing public trust, and the Committee do not underestimate its impact. It still has an immense effect on how MPs' activities are seen and reported. The majority of MPs carry out their tasks without any questions raised about the propriety of their actions. The growth in constituency case work suggests that while the public may distrust MPs in general, in practice they are willing to bring individual MPs their problems. MPs have a complex and multi-faceted role, and one of the lessons of the last year has been that there is little understanding of what MPs do, the rules governing their conduct, and the ways in which those rules are enforced. This Report is intended to increase that understanding, as well as to propose improvements. This report sets out the range of functions that an MP undertakes. It describes the various aspects of MPs' work and the limitations of their role. It acknowledges MPs need the freedom to decide their priorities within a potentially infinite workload. The Committee believes self-regulation, with external input, is the appropriate system.

Available in PDF, EPUB and Kindle. Book excerpt: First Published in 1946, The English Local Government System has undoubtedly been one of the most successful introductory books on this subject. The purpose of this book is not so much to describe the various local government services, but rather to discuss the machinery and methods utilized in the provision of these services. It discusses crucial themes like business yardsticks; the constitutional setting; judicial control; the associations of local authorities; the financial basis; state grants and providing for capital expenditure; the local authority’s constitution; the impact of politics on administration; delegation of powers to committees; the need for reform; and central local relationships. This is an important historical reference work for students of public administration and British government and politics.

Book excerpt: This volume was first published in 1979, just a few years after the Local Government Act of 1972 redrew the map of British local government. Local authorities were also encouraged to change their organization and methods of work; anxiety was expressed about finance, councillor 'calibre' and the credibility of the whole system itself; and neighbourhood councils and public participation in planning were introduced. John Dearlove's aim is to make sense of these changes and the discussion they generated. He does this by showing that both the official case for reorganization and the academic discussion of it have hindered their own understanding by uncritically accepting superficial traditional wisdoms which fail to reveal the concealed ideological positions behind reorganization. Thus, he aims to develop a truly political perspective on reorganisation which is rounded out and given greater depth by the insertion at appropriate points of comparative material drawn from American experience and studies.

Available in PDF, EPUB and Kindle. Book excerpt: Originally published in 1982, this book was the first comprehensive, critical assessment of the outcome of the controversial reorganisation of British local government outside London which took place between 1973 and 1975. The book deals with the new systems in England, Wales and Scotland, drawing upon the results of almost 100 in-depth interviews with leading members and officers from Shetland to Cornwall, from major cities to rural districts. Liaison between the tiers, the effects of corporate management, the spread of the office of chief executive, the increasing levels of partisanship and the changing face of central-local relations are examined on the basis of close observation and practical experience rather than theoretical preconceptions.

Available in PDF, EPUB and Kindle. Book excerpt: Local government affects us all. Wherever we live, in towns, cities, villages, or the smallest of communities, there are locally elected councils tasked with representing people’s interests in the running of the local area. This involves, inter alia, providing public services, maintaining local spaces, and acting as a level of democratic governance within the broader constitutional and executive structure of the state. To fulfil these responsibilities, though, local government must be democratically legitimate; it must have at its disposal reasonable means and resources to function; and it must enjoy a healthy and balanced relationship with centralised government. This book explores and analyses the extent to which local government in the different parts of the United Kingdom is able to function effectively and democratically. It draws from local councillors’ views in analysing the state of local government under the current constitutional and governmental arrangements, discussing issues such as councils’ relationships with central government; citizen engagement; finance and public services; and the impact of recent reforms. It contrasts and compares the different approaches adopted in England, Scotland, Wales, and Northern Ireland, also setting out and discussing possible reforms of local government across the United Kingdom. While the focus is on the United Kingdom, the work includes a comparison with other relevant jurisdictions.

Available in PDF, EPUB and Kindle. Book excerpt: First published in 1982, British Dogmatism and French Pragmatism presents an inquiry into how national political and administrative constraints affect the formulation and implementation of local government reform. This comparative study between British and French local politics and policymaking discusses themes like local reorganization in the welfare state; two paths from monarchy to democracy; decisions and non-decisions; can national politics make local policy; fiscal policy and local spending; capital spending and land use; and central-local politics in the welfare state. The author argues that the influence of local government systems cannot be assessed apart from the national political and administrative structures in which they are embedded. This book is a must read for scholars and researchers of political science, public administration and policy making.
