Book excerpt: This report describes an extensive investigation of the constructs of motivation, morale, and job satisfaction as they relate to enlisted personnel in the United States Army. A comprehensive literature review helped to delineate definitions of the three constructs and to identify motivation and satisfaction inventories to be tried in the field. In addition to existing inventories, new measures also were developed for field testing. Since the literature review revealed almost no measures explicitly designed to measure morale, another phase of our research was devoted to a series of workshops where Army officers and enlisted personnel recounted actual episodes that they perceived to be indicative of different levels of unit morale. These episodes were used to define eight dimensions of unit morale and to develop scales for rating a unit's morale on those dimensions (Community Relations; Teamwork and Cooperation; Reactions to Adversity; Superior-Subordinate Relations; Performance and Effort; Bearing, Appearance and Military Discipline; Pride in Unit, Army, and Country; and Use of Off-Duty Time). The questionnaires, inventories and rating scales were field tested by administering them to 466 enlisted men (representing 104 platoons and 16 companies) in the Eighth Army (Korea), 614 soldiers (representing 47 platoons and 16 companies) in the Seventh Army (Germany) and 126 men in Minnesota National Guard units.

Book excerpt: This project was designed to improve the understanding and modeling of the decisions, made each year by thousands of first-term soldiers, to reenlist in the Army or to leave for civilian jobs and school. A model of the reenlistment decision formulated from a decision-analytic perspective was developed, based on an extensive review of the literature in the areas of military personnel, job satisfaction and job change, and decision theory, as well as from focus groups conducted with first-term soldiers at Fort Benning, Georgia. A multicomponent decision-modeling approach incorporating attitudinal, normative, and affective predictors of reenlistment intent was then developed, along with a set of instruments to capture data on these components. Consistent with previous findings for an enlistment task, the analysis of the pilot test data indicated that the three components predicted reenlistment intent in the following rank order: affect, attitudinal, and normative. The results also suggest that the Army has available tools for influencing these reenlistment decisions that are much more varied than the limited set of mainly economic factors that are now predominant in these programs. Specifically, the affective component dominated the economic variables in predicting reenlistment intent for this limited sample of soldiers, and may be an important reenlistment program and policy lever in the future. A variety of civilian-oriented questionnaires and inventories was field tested, using 466 soldiers (representing 104 platoons and 16 companies) in one sample and 614 soldiers (representing 47 platoons and 16 companies) in a separate sample. Analysis of the results showed six distinctly separate motivation/satisfaction constructs with acceptable convergent and discriminant validities. Composite measures of these six constructs correlated moderately with self-reports of plans to reenlist and pride in the Army but near zero with self-reported problem behavior. Advantages of such multimethod composite measures are discussed. (Author).

Book excerpt: This research examined the immediate impact on the morale of combat units stationed in Germany of two types of combined arms exercises. Armor and infantry personnel undergoing 1 week of either platoon-level REALTRAIN (n = 22 platoons) or conventional field exercises within a battalion Army Training and Evaluation Program (ARTEP) (N = 9 companies) were administered an instrument designed to assess nine specific morale components. These components reflected respondents' motivation before and satisfaction after the exercises, as well as their general job satisfaction and unit cohesiveness in the Army. The results indicated that higher levels of exercise-specific satisfaction were evidenced after completion of REALTRAIN than expected before, whereas the reverse was found for more conventional exercises. A similar pattern of findings emerged for certain job-satisfaction dimensions, but the pattern was not as pronounced as that related to the exercises. In sum, REALTRAIN had a significant positive impact on six (p less than .05) of the nine morale components and no effect on three, while the conventional exercises had a positive influence on only one component and a negative effect on six (p less than .10). Book excerpt: In the aftermath of the Vietnam war, a number of military analysts have commented on the apparent deterioration of unit morale and cohesion during the latter stages of that conflict. While other analysts have disputed that conclusion, there is a rather widespread view among military professionals that cohesion was a problem. This study was designed to do several things that are necessary if the cohesion issue is to receive the systematic study if needs. First, to develop a conceptual framework that would identify the principal components of military cohesion. Second, analyze the major systemic, macro variables we believed to be causatively related to the intervening factors of leader behavior and organizational culture. Third, focus a great deal of the effort on the Officers Corps, which is believed to be the key organizational element with respect to cohesion. The conclusion and recommendations in this study are targeted for decisionmakers in the Pentagon, OMB, and Congress.

Book excerpt: The purpose of this thesis was to analyze the job satisfaction of first-term male enlisted Marines. Prior research has shown that job satisfaction is an important variable in the retention decisions of both military and civilian workers. Data were extracted from the 1999 USMC Retention Survey and matched with Marine Corps personnel master files. The sample was restricted to E-2 through E-4. Job satisfaction was investigated by separating the data set by occupational group. Results indicate that over one-third of the respondents are dissatisfied with their job, a majority feel they have to 'pick up the load' because the unit is understaffed, and over sixty percent feel their original expectations of the job have not been met. In the comparison of occupational groups, personnel in the combat arms community are significantly more dissatisfied with their job than the other four MOS communities. These findings can provide Marine Corps leaders with targeted information regarding occupational groups to use in improving job satisfaction and retention.

About 2,500 enlistees (from all services) met the working definition of having less than one year remaining in their second term, having served six to ten years, and having achieved a pay grade of E3 through E7. A statistical analysis (logistic regression model) was tailored to each service; it related the survey respondent's reenlistment intentions to four types of factors: compensation, promotion, location, and job satisfaction. Compensation and promotion emerged as the key factors, the others assuming varying degrees of importance in different services. As a reenlistment incentive, however, guaranteed location of choice emerged as potentially important, along with bonuses, shorter reenlistment periods, and increased probability of promotion.
